The construction of Gia Binh International Airport - the largest-scale aviation infrastructure project ever implemented in the Northern region - has just made breakthrough progress.

Specifically, at the end of last week, the Ministry of Finance issued Official Dispatch No. 12013/BTC-TĐĐT requesting the Prime Minister to consider and decide to establish a State Appraisal Council to appraise the investment policy of the Gia Binh International Airport Construction Investment Project.

The State Appraisal Council will be chaired by the Minister of Finance; the Vice Chairman will be the Deputy Minister of Finance. Council members include leaders of the Government Office ; leaders of the Ministries of Construction, Public Security, National Defense, Justice, Foreign Affairs, Agriculture and Environment, Science and Technology, Culture, Sports and Tourism; leaders of the State Bank of Vietnam; leaders of the People's Committee of Bac Ninh province.

PRELIMINARY TOTAL INVESTMENT OF GIA BINH INTERNATIONAL AIRPORT ACCORDING TO THE PLAN

The total investment is nearly 182,294 billion VND, of which construction and installation costs are 84,908.8 billion VND; airport exploitation equipment costs are 24,110 billion VND; other costs are 16,352.8 billion VND; site clearance compensation costs are 39,872 billion VND; contingency costs are 17,050 billion VND.

Phase to 2030
The total investment is 120,838.4 billion VND, of which the construction and installation value is 48,773.9 billion VND; the cost of airport exploitation equipment is 13,203 billion VND; other costs are 9,296.5 billion VND; the cost of compensation for site clearance is 39,872 billion VND; the contingency cost is 9,693 billion VND.

Phase to 2050
The total investment is 61,454.8 billion VND, of which the construction and installation value is 36,134.9 billion VND; the cost of airport exploitation equipment is 10,906.9 billion VND; other costs are 7,056 billion VND; and the contingency cost is 7,357 billion VND.

Previously, on August 4, 2025, the Ministry of Finance received a request for the implementation of the Gia Binh International Airport Construction Investment Project of Masterise Group Joint Stock Company, expected to be implemented under the domestic investor mechanism, investing and doing business according to the provisions of the Investment Law.

This project proposes to change the purpose of using rice land for two or more crops with an area of ​​about 892.78 hectares.

“Based on Clause 2, Article 30 of the Investment Law, the Project is under the authority of the National Assembly to approve investment policies and it is necessary to establish a State Appraisal Council to appraise investment policies before submitting them to competent authorities for consideration and decision,” said the leader of the Ministry of Finance.

Another important step forward is that, as planned, at the 48th Session (from August 11 to 13), the National Assembly Standing Committee will consider special mechanisms and policies for investment in the construction of Gia Binh International Airport.

At the end of July 2025, the Government submitted a document to the National Assembly Standing Committee to review the dossier on special mechanisms and policies for the Gia Binh International Airport Construction Investment Project; including the policy allowing early commencement of construction, the investor is responsible for completing the conditions for commencement of construction of the project according to the provisions of law within 6 months from the commencement date.

To create the above important legal foundation, on August 1, 2025, the Minister of Construction signed Decision No. 1204/QD-BXD approving the adjustment of the Gia Binh International Airport Planning for the period 2021-2030, with a vision to 2050.

It should be added that Gia Binh - Bac Ninh airport was officially planned by the competent State agency to become an international airport from February 2025.

In Decision No. 207/QD-BGTVT of the Minister of Transport (now the Ministry of Construction), Gia Binh International Airport has a 4E airport level according to the standards of the International Civil Aviation Organization (ICAO), with an area of ​​about 363 hectares, and a runway measuring 3,500 m x 45 m, ensuring the operation of B777, B787, A350, A321 aircraft and other special and specialized aircraft.

During the period 2021 - 2030, Gia Binh International Airport will have a capacity of about 1 million passengers and 250,000 tons of cargo/year. By 2050, Gia Binh International Airport will have a capacity of about 3 million passengers/year and 1 million tons of cargo/year.

Since February 2025, Gia Binh International Airport has had its planning adjusted three times to expand space and development space in Decision No. 1204/QD-BXD dated August 1, 2025, Decision No. 1154/QD-BXD dated July 25, 2025 and No. 408/QD-BXD dated April 11, 2025 of the Minister of Construction.

  Great potential for development

In Decision No. 1204/QD-BXD, in the period of 2021 - 2025, Gia Binh International Airport is planned to have a capacity of about 30 million passengers and 1.6 million tons of cargo/year; the types of aircraft in operation are B777, B787, A350, A321 and other special and special-purpose aircraft; the landing approach method is according to CAT III standard for runway 07L/25R, CAT II standard for runway 07R/25L.

Vision to 2050, Gia Binh International Airport will have a capacity of about 50 million passengers/year and 2.5 million tons of cargo/year; types of aircraft operated are B777, B787, A350, A321 and other special and special-purpose aircraft; landing approaches according to CAT III standards for 4 runways 07L/25R, 07R/25L, 06L/24R and 06R/24L.

Land use demand for the period 2021-2030, vision to 2050 of Gia Binh International Airport is about 1,959.95 hectares, of which land planned for civil aviation works is about 957.65 hectares; land planned for shared airport works is about 927.23 hectares; security land managed by the Ministry of Public Security is about 75.07 hectares.
Through a preliminary survey, the construction of Gia Binh International Airport on an area of ​​nearly 2,000 hectares will affect 20 villages in the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao (Bac Ninh province).

Compared to airports in the Northern region and Vietnam, Gia Binh International Airport stands out with the number of runways, aircraft parking lots and usable area. Specifically, for the runway system, in the period 2021 - 2030, Gia Binh International Airport is planned to have 2 runways 07-25 in the Northern region, size (3,500 x 45) m, the distance between the 2 runways is about 366 m; material margin size according to regulations.

Vision to 2050, Gia Binh International Airport plans 2 runways 06-24 in the Southern area, size (3,500 x 45 m), distance between 2 runways about 366 m; material margin size according to regulations.

In Vietnam, besides Gia Binh International Airport, only Long Thanh International Airport is planned to have 4 runways.

Regarding aircraft parking, in the period 2021 - 2030, Gia Binh International Airport is planned to have an aircraft parking area in the passenger terminal and cargo terminal area to accommodate 81 parking positions.

By 2050, Gia Binh International Airport will expand the aircraft parking lot around the passenger terminal and cargo terminal to accommodate 123 parking positions; reserve for expansion when needed.

Regarding the passenger terminal, in the period 2021 - 2030, Gia Binh International Airport is planning a passenger terminal northeast of the VIP terminal, with a capacity of about 30 million passengers/year. Vision to 2050 will expand the passenger terminal to meet the capacity of about 50 million passengers/year.

Regarding the cargo terminal, in the period 2021 - 2030, Gia Binh International Airport is planned for the area east of the passenger terminal, meeting the capacity of about 1.6 million tons/year. Vision to 2050 will expand the cargo terminal to meet the capacity of about 2.5 million tons/year; reserve land for development when needed...

According to the leader of the Civil Aviation Authority of Vietnam, the newly adjusted planning will help Gia Binh International Airport have room for development with a vision of hundreds of years, gradually forming the most important air traffic hub in the Northern region.

If developed on schedule, Gia Binh will have a similar role to Long Thanh International Airport, with the potential to become a transit airport and gateway to the entire region.

Expanding the planning space for Gia Binh International Airport is appropriate in the context of the limited development and expansion space of Noi Bai International Airport.

It is known that Noi Bai International Airport, with an area of ​​1,500 hectares, was once identified as the main international aviation gateway of Hanoi Capital and the Northern Key Economic Region, with a planned capacity of 55 million passengers in the 2021-2030 period and 85 million passengers in 2050. It is currently overloaded and facing difficulties in expansion.

In addition to infrastructure pressure, the quality of aviation services at Noi Bai International Airport still has a large gap compared to leading airports in the region. In the Passenger Satisfaction Index (ASQ) ranking of the Airports Council International (ACI), Noi Bai International Airport is not currently ranked high in the region despite playing the role of “gateway” to the capital.

This reality requires Noi Bai International Airport to make drastic changes if it wants to become the leading international airport in the region. Although there are plans for expansion and upgrading, it will take many years to realize.

Compared to Noi Bai, Gia Binh International Airport has much more potential, with a scale of more than 500 hectares, and was planned synchronously from the beginning, with a modern connecting traffic system with a 35 km long, 120 m wide road, a total investment of 71,150 billion VND, and two urban railway lines (reaching a speed of 120 km/h) and a high-speed railway running along the middle corridor (reaching a speed of 350 km/h).

“Gia Binh will be an opportunity to build a new generation smart airport according to the world's leading standards right from the start through the application of 4.0 technology, green design, integration of modern service ecosystem, thereby creating a new image for the Vietnamese aviation industry,” a representative of Aviation Construction Design and Consulting Company Limited analyzed.
