The activity of sending Vietnamese people to work abroad has contributed to developing human resources, solving employment, creating income, improving skills for workers, and increasing foreign currency for the country. However, after the contract expires, workers return home, even though they have skills, experience, and expertise, it is still difficult to find suitable jobs.

Difficult to find suitable job when returning home
Thanh Hoa is the province with the highest number of workers working abroad in the country. Every year, the number of workers working abroad accounts for nearly 1/10 of the labor force of provinces and cities, with over 10,000 people/year. For example, in 2021, although the activity of sending workers to work abroad faced many difficulties and challenges due to the COVID-19 outbreak in many countries and territories, with the attention of sectors, levels and People's Committees of districts, towns and cities, the whole province sent 6,030 workers to work abroad. In 2022, the whole province sent over 10,920 workers to work abroad under contracts (reaching 218.4% of the annual plan). In the first quarter of 2023 alone, the province sent 1,513 workers to work abroad (reaching 30.3% of the annual plan and 472.8% compared to the same period in 2022). After returning home, 98% of the workers had a better life; 95% of families with members working abroad under contract escaped poverty.
The effectiveness of labor export is clear. However, the problem of employment after workers' contracts expire and return home is facing difficulties. Therefore, many workers after returning home have found ways to return to the foreign labor market, or not return home but stay to work, reside illegally... For example, Mr. Nguyen Van Thanh in Dong Hai ward, Thanh Hoa city, went to work in the Japanese market under the trainee program. Thanks to his diligence in learning, he was trusted by the employer and arranged a job with an income of over 40 million VND/month. Mr. Thanh said: "In 2022, I returned home after my labor contract expired. I thought that with experience and skills, it would be easy to find a job, but I went to many places and asked many places but still could not find a job that matched my abilities and experience. My wife and I plan to continue participating in the Japanese labor market to have more capital to invest in economic development."
Also returning from a labor export program in Japan and struggling to find a job but not finding a satisfactory job, right after the Lunar New Year of Quy Mao, Mr. Nguyen Ba Cuong in Duc Thinh village, Kien Tho commune, Ngoc Lac district continued to return to the Japanese market to work. Ms. Nguyen Thi Ngoc - Mr. Cuong's wife said: "The last time he went, he saved and sent home more than 20 million VND/month. This amount of money helped my husband and I pay off all our debts and buy more land. We plan to build a house and open a business at home after his labor contract expires this time."
Due to personal interests and the fear of returning home to unemployment or not being able to find a job that matches their skills and salary, many workers in the province have stayed illegally in the Korean market. Therefore, in 2023, Thanh Hoa has 2 districts that continue to be temporarily suspended from recruiting workers under the EPS program by the Korean side, namely Hoang Hoa and Dong Son. The temporary suspension of recruitment has affected many other workers who want to go to Korea to work. For example, Mr. Chu The Ngoc in Le Giang village, Hoang Dong commune, Hoang Hoa district, went to work in the Korean market but did not return home on time as per the contract. Although local authorities and organizations have repeatedly visited his house to propagandize and persuade his relatives to advise him to return home, he has still stayed to work and reside illegally for more than 10 years. The fact that Mr. Ngoc and other workers who went to work abroad illegally has "deprived" many workers who want to go to Korea.
Enhanced connectivity
In order to solve the problem of unemployment when returning home as well as reduce the number of illegal workers and avoid wasting quality human resources, the Department of Labor, War Invalids and Social Affairs has advised and implemented solutions to connect labor supply and demand. Advised and issued an official dispatch on strengthening the removal of difficulties and obstacles for businesses and supporting workers in finding jobs; encouraged businesses to create jobs and recruit workers returning home to work.
In response to the urgent needs of workers, Thanh Hoa Employment Service Center has actively grasped the situation of unemployed workers in localities to organize counseling, job introduction, and vocational training. At the same time, it has increased the organization of job fairs to connect businesses with workers... In the first quarter of 2023 alone, the center organized 8 regular job fairs at the center and 3 job fairs in Lang Chanh, Ha Trung districts and Bim Son town, with a total of 99 businesses participating in recruitment and 6,484 workers participating. Through job fairs, the unit has successfully connected jobs for 637 workers who want to find jobs domestically, work abroad, and learn a trade. Provided information on the labor market and related policies to 25,100 workers; Organized job counseling and related policies for 12,948 workers. Many workers, after returning from working abroad, found jobs that matched their abilities and strengths with satisfactory salaries; businesses exploited quality labor resources to meet requirements.
On the other hand, for workers who need to accumulate skills, knowledge, foreign languages... while working abroad to make it easier to find a job when returning home, they should not passively wait for jobs to come to them. For localities and functional units, in addition to paying attention to sending workers to work abroad, they need to grasp the data of workers returning from working abroad; have assessments of qualifications, occupations, age, gender, aspirations... to promptly advise, support, and connect labor supply and demand.
