Vietnam shares experience on technological solutions in National Assembly activities

The Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, led the Vietnamese delegation from the Secretariat of the National Assembly to successfully conclude the Conference of the Association of Secretaries-General of Parliaments (ASGP) held in Switzerland on March 26.

The ASGP conference was attended by approximately 150 delegates from over 90 parliamentary secretaries of IPU member countries and some parliaments that are not IPU members.

The Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, delivered a speech at the plenary session of the conference to share with colleagues from parliaments around the world the experience of the Vietnamese National Assembly in archiving minutes of parliamentary discussions and the direction of applying technology in this activity.

In particular, the Secretary General of the National Assembly emphasized the research and development of software systems and digital archives, ensuring the security and safety of archived databases; and technological solutions in the process of digitizing, managing, and archiving minutes of National Assembly sessions.

During the conference program, the Secretariat of the Vietnamese National Assembly participated in a group discussion to exchange and provide information on how the Vietnamese National Assembly mobilizes the participation of experts and scientists in its activities; at the same time, they listened to experiences, discussed, and clarified common methods implemented by parliaments on this issue.

In addition, members of the delegation from the Secretariat of the Vietnamese National Assembly also participated in discussions on important and practical topics relevant to the advisory and support work of the National Assembly, such as ministerial reporting and accountability to parliament; the legal framework and tools of parliament for effectively monitoring government spending; and the issue of time management in parliamentary activities...

During the working visit, the Secretary General of the National Assembly, Bui Van Cuong, and members of the delegation actively and proactively conducted bilateral meetings to strengthen connections and promote cooperation between the National Assembly and its Secretariat of Vietnam with the ASGP Association and the parliamentary secretaries of other countries.

During a meeting with Mr. Najib El Khadi, President of the Association of Secretaries-General of Parliaments (ASGP), the Secretary-General of the Moroccan House of Representatives, and the Secretary-General of the Vietnamese National Assembly, Bui Van Cuong proposed that the association expand its activities to create opportunities for in-depth and substantive exchanges on issues arising in the practical operation of parliaments.

At the same time, there was strong consensus on continuing to promote cooperative relations between the Secretariat of the Vietnamese National Assembly and the ASGP Association and the Secretariat of the Moroccan Parliament; and agreement to implement activities for the ASGP President and the Secretary-General of the Moroccan House of Representatives to visit the Vietnamese National Assembly at a suitable time.

During a meeting with the Secretary General of the Parliament of Bern (Switzerland), the Secretary General of the Vietnamese National Assembly, Bui Van Cuong, had an open exchange of experiences in advisory work serving the National Assembly. The two Secretaries General highly agreed on strengthening connections and exchanges between the two Secretariats through appropriate and practical forms.

During bilateral meetings and contacts with the Secretary-General of the National Assembly, the Deputy Secretary-General of the National Assembly, and the heads of the ASGP delegations from the Philippines, Thailand, Indonesia, Bangladesh, and Switzerland, Mr. Bui Van Cuong expressed his desire to continue developing close cooperative relations and exchanging working delegations between the Secretary-General and Secretariat of the Vietnamese National Assembly and the Secretary-General and Secretariat of the parliaments of these friendly countries.

The Secretary General of the Vietnamese National Assembly agreed to promote the implementation of agreements signed between the Secretariat of the Vietnamese National Assembly and other countries, contributing to strengthening and enhancing relations between parliaments.

With thorough and proactive preparation, the delegation from the Secretariat of the National Assembly of Vietnam participated in all activities at the conference, contributing to the success of the conference and enhancing the prestige and position of the Secretariat of the National Assembly of Vietnam as well as the role of the Secretary-General of the National Assembly.

The Association of Secretaries-General of Parliaments (ASGP) is an advisory body of the Inter-Parliamentary Union (IPU). The ASGP conference is held annually at the same time and location as the IPU General Assembly.

This year, the conference is being held in Switzerland from March 24-26, concurrently with the 148th General Assembly of the Inter-Parliamentary Union (IPU-148).

National Assembly Chairman Vuong Dinh Hue emphasized that since Vietnam and Switzerland have been brothers for over half a century, there is no issue that cannot be discussed, from bilateral matters to global issues.

The Vietnamese National Assembly is making every effort to contribute to the strength and longevity of ASEAN.

The Vietnamese National Assembly will continue to contribute wholeheartedly to the cooperation and development process of AIPA, and to the growth and longevity of the ASEAN Community.

The first visit to Finland by the Chairman of the Vietnamese National Assembly in 28 years.

On the morning of September 10th, in Helsinki, the capital of Finland, the Speaker of the Finnish Parliament, Anu Vehvilainen, presided over the official welcoming ceremony for the Chairman of the Vietnamese National Assembly, Vuong Dinh Hue.
