The Government 's plan sets a target of 15 doctors per 10,000 people by 2025, an increase of 3 compared to the current number.

On February 27, Deputy Prime Minister Tran Hong Ha signed a Decision approving the Healthcare Network Planning for the 2021-2030 period, with a vision to 2050. Accordingly, the goal by 2025 is for Vietnam to have 15 doctors per 10,000 people.

The current rate is 12.5 per 10,000 people, and in 2020 it was 9.81, according to a report by the Ministry of Health. With this figure, Vietnam is on par with India, higher than Indonesia, and lower than some countries such as Australia with 36, France with 34, and China with 22.

According to the Ministry of Health's estimates, the current capacity to train doctors nationwide is about 13,000 graduates per year. This is the basis for Vietnam to achieve the goal of having 15 doctors per 10,000 people by 2025.

The plan also sets a target of 25 nurses per 10,000 people by 2025, given that the ratio of nurses to the population in Vietnam is currently very low compared to the world, averaging 11.4/10,000 people. The number of nurses per doctor in our country is also very low. In the world, for every doctor there are 3-4 nurses, in Japan there are 9-10 nurses, and in Vietnam there are less than two nurses per doctor.

Experts assess that the ratio of nurses and doctors is much lower than the world average, leading to an inability to ensure comprehensive patient care.

To achieve the above goal, the Ministry of Health said it will gradually ensure sufficient quantity and quality of medical staff at all levels; introduce appropriate remuneration policies, increase preferential allowances for preventive and grassroots medical staff to 100%; develop regulations on calculating service prices correctly and sufficiently to ensure autonomous resources for hospitals, contributing to increasing income for employees; arrange the grassroots medical apparatus appropriately according to population size instead of according to administrative boundaries...
