On November 19, the Ministry of Justice coordinated with the Office of the Government's Human Rights Steering Committee to chair a conference to review the implementation of Decision 1252 in Ha Nam province.
The conference reviewed and evaluated the implementation of Decision 1252 after 5 years of implementation to gain experience, improve efficiency, and strengthen coordination among ministries, branches, and agencies in implementing the Convention in the next cycle, thereby helping Vietnam adapt better to the new situation.
Mr. Nguyen Huu Huyen, Director of the Department of International Cooperation, Ministry of Justice and Major General Nguyen Van Ky, Deputy Chief of the Standing Office of the Government's Human Rights Steering Committee co-chaired the conference.
At the conference, the delegates summarized the implementation of Decision 1252 and completed the proposed program. Especially in the context that Vietnam will defend the 4th ICCPR National Report scheduled for July 2025. Many valuable contributions from different perspectives of the delegates will help the Ministry of Justice continue to advise the Government to effectively implement the ICCPR Convention in the coming time.
Speaking at the conference, Major General Nguyen Van Ky said that the ICCPR is one of two core conventions in the system of international treaties on human rights, together with the Economic, Social and Cultural Rights Convention and the Universal Declaration of Human Rights forming the International Bill of Human Rights.
Mr. Ky emphasized: As an active and responsible member of the international community, Vietnam has made great efforts in implementing its obligations under the Convention and has achieved remarkable results, most clearly demonstrated by the United Nations Human Rights Council in September 2024 approving Vietnam's National Report under the Universal Periodic Review (UPR), recognizing many achievements in ensuring human rights, including civil and political rights. This demonstrates the correct policies of the Party and State and the efforts of all ministries, branches and localities.
The review of the implementation of Decision No. 1252/QD-TTg in 2019 of the Prime Minister approving the Plan to strengthen the effective implementation of the ICCPR Convention is an important task of the Human Rights Steering Committee in general and the Ministry of Justice in particular as the unit in charge of implementing the Convention and developing a National Report to defend before the Human Rights Committee in 2025.
Affirming that ensuring and promoting human rights is the good nature of our regime, the consistent and continuous viewpoint of the Party and State of Vietnam, originating from the good nature of our regime, Mr. Ky said that the achievements in human rights over the past nearly 40 years have shown that all policies and guidelines of our Party and State are for the people, for the people, considering people as the center and the subject of enjoying the fruits of development.
“In the context that we are accelerating to complete the goals set out in the Resolution of the 13th National Party Congress, which affirms that “People are the center and the subject of the renovation process of building and defending the Fatherland; all guidelines and policies must truly originate from the lives, aspirations, rights and legitimate interests of the people, taking the happiness and prosperity of the people as the goal to strive for” - Mr. Ky said and emphasized that organizing this Conference is very necessary for us to continue our determination and efforts to promote the implementation of human rights, especially civil and political rights.
