The Ministry of Planning and Investment promotes connection and expands the participation of new members in the Bright Innovation Network and the world's leading Vietnamese and international experts and intellectuals.

During his working trip to the United States from June 22-26, Minister of Planning and Investment Nguyen Chi Dung had a working session with the Vietnam Innovation Network in Silicon Valley.
Prepare infrastructure to attract investment
Working with representatives of the Silicon Valley Innovation Network, Minister Nguyen Chi Dung acknowledged the coordination and connection efforts of the Vietnam Innovation Network in Silicon Valley.
Especially the participation of members in major programs and projects of the National Innovation Center (NIC), Ministry of Planning and Investment (such as the Project on Human Resources Development for the Semiconductor Industry to 2030 with a vision to 2050; Project on AI Training and Applied Research Center; Vietnam Innovation Challenge Program...).
Minister Nguyen Chi Dung emphasized: “The participation and contributions of Network members together with the strong and drastic implementation of the Ministry of Planning and Investment and the Government will certainly create specific, practical and beneficial results for Vietnam in the long term.”
Mr. Dung also suggested that Network members promote connections with the world's leading experts, institutes/schools capable of cooperating, providing and transferring training programs, and units and organizations with appropriate resources that can support Vietnam in implementing innovation activities.
In addition, the leaders of the Planning and Investment sector also suggested that the Network continue to connect to expand the participation of new members and expand the participation of Vietnamese and international experts and intellectuals. Those who are interested and want to learn about the market, investment opportunities, cooperation in innovation and technology in Vietnam, on the basis of bringing long-term benefits to the country.

Regarding cooperation opportunities, Mr. Will Abby, Executive Vice President and Chief Business Officer of ARM Company said: The company's technology is present in more than 95% of smartphones and software operating systems worldwide. To date, 70% of the world's population uses products based on ARM chips, and the company has a monopoly on chip architecture. And, chip design businesses in Vietnam are all ARM customers. However, ARM currently has no representative or office in Vietnam and is studying the plan to open an office.

Sharing the Semiconductor Industry Development Strategy to 2030 and the Semiconductor Industry Human Resources Development Project to 2030, with a vision to 2050. Minister Nguyen Chi Dung said that Vietnam needs to train 50,000 semiconductor engineers, including 15,000 design engineers. Therefore, the Vietnamese Government has directed strongly to create the most favorable investment and business environment for high-tech investment projects, especially in the fields of semiconductors and artificial intelligence. Vietnam is also preparing infrastructure, human resources, and institutions to attract and cooperate with large technology corporations in the world, including ARM.
Minister Nguyen Chi Dung suggested that ARM research and soon have a plan for investment cooperation in Vietnam. Specifically, cooperation in training, human resource development, connecting ARM's partners in Asia and around the world to invest in Vietnam. In addition, ARM should soon open a representative office and R&D center at NIC Hoa Lac to promote business activities, research cooperation and introduce new technologies.
In addition, Minister Nguyen Chi Dung also pointed out the cooperation opportunity between ARM and NIC in developing a shared semiconductor laboratory to serve training, business incubation as well as support Vietnamese startups to develop chip designs using ARM's technology and intellectual property.
Digital talent development
Marvell is a leading American chip design company, founded in 1995, the company has more than 6,500 employees as of 2024 with more than 10,000 patents worldwide and annual revenue of $5.5 billion, valued at about $160 billion.
Marvell has been operating in Vietnam since 2013. The company currently has about 400 employees, of which 97% are high-quality engineers with high qualifications in microchip and electronic design. Marvell Vietnam currently has 2 offices in Ho Chi Minh City. |
Dr. Loi Nguyen, Senior Vice President of Optical and Copper Connections at Marvell, said that the company is building a Microchip Design Center in Ho Chi Minh City and Da Nang with about 400 engineers and is expected to expand in the near future. Through this, Marvell Vietnam engineers can participate in most different product lines and work with the latest technologies, even 3 and 2 nano projects.
According to Minister Nguyen Chi Dung, Marvell can expand its investment, research and development in Vietnam to become a leading important base. He also suggested that Marvell consider opening a representative office and R&D center at NIC Hoa Lac to promote business activities, research cooperation, and introduce new technologies.

Regarding digital talent training, Mr. Kareen Ghanem, Director of Government Relations and Public Sector Policy, Google Corporation, said that it has invested and cooperated in the fields of digital transformation, e-commerce, innovation, startups and is currently planning to produce mobile phones. In recent times, Google has worked closely with NIC to implement Digital Talent Training Programs and Business Incubation Programs. In fact, these programs are very meaningful and have received the attention and enthusiastic response and participation of the community of training institutions and Vietnamese students.
As the Prime Minister's Special Envoy to implement cooperation activities with Google, the Minister of Planning and Investment emphasized and committed to closely coordinate with ministries, branches and localities to create favorable conditions for Google to invest, research and develop in Vietnam.
On that basis, the Industry Commander also proposed that Google continue to elevate the relationship between the Ministry of Planning and Investment and Google to comprehensive strategic cooperation, through promoting high-tech investment projects in Vietnam and cooperating with NIC.
Specifically, Minister Nguyen Chi Dung hopes that Google will continue to coordinate with NIC to effectively implement the Digital Talent Development (GCC) and Innovation and Startup Incubation (GFS) programs in Vietnam; and expand Google's programs to support the development of the digital economy and innovation and startup activities in Vietnam./.
