Deputy Minister Nguyen Minh Vu affirmed that Vietnam aims to become the address chosen by partners to resolve regional and international disputes by peaceful means, conciliation and arbitration.

On June 13, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu led a Vietnamese delegation to attend the 125th anniversary of the establishment of the Permanent Court of Arbitration (PCA) held in The Hague, Netherlands.
The event is also the PCA's third plenary meeting in its 125-year history and the first in 25 years.
Speaking at the conference, Deputy Minister Nguyen Minh Vu congratulated and highly appreciated the essential role and contributions of the PCA during its 125 years of operation to the mechanism of dispute settlement through peaceful means.
Deputy Minister Nguyen Minh Vu emphasized the PCA's contribution in helping shape international law, supporting the development of principles and norms for interactions between countries.
By creating a mechanism for states to resolve disputes peacefully, the PCA has evolved into a modern international dispute resolution institution.
Since becoming a member of the PCA in 2012, the relationship between Vietnam and the PCA has developed significantly, with the most notable milestone being the opening of a representative office in Hanoi by the PCA on November 24, 2022.
Deputy Minister Nguyen Minh Vu said that the Vietnamese Government highly values its partnership with the PCA, considering it an important component in its efforts to build a rule-of-law state, with a strong judicial system, a team of highly qualified legal experts, providing professional and standardized legal services, and promoting deep international integration.
The Deputy Minister affirmed that Vietnam aims to become the address chosen by partners to resolve regional and international disputes by peaceful means, conciliation and arbitration.
Vietnam's support and assistance in ensuring the effective and smooth operation of the PCA representative office in Hanoi also demonstrates Vietnam's strong commitment to promoting multilateralism, the United Nations Charter and the principles of international law.
On the same day, Deputy Minister Nguyen Minh Vu also chaired the seminar "Dispute settlement in Asia-Pacific and the role of PCA."
The event, organized by the Government of Vietnam, aimed to review the importance of the peaceful dispute resolution mechanism in the region, clarify the role and contribution of the PCA in promoting dispute resolution, as well as identify challenges and propose strategies to enhance the effectiveness of the PCA's operations in the region.
The Deputy Minister said that disputes in the Asia-Pacific region are increasing in number and diversity in nature, with disputes between investors and the Government as well as disputes between legal entities emerging.
“With a fine tradition of respecting and complying with international law, the Asia-Pacific region plays an important role in the mechanism of peaceful dispute settlement. The PCA Representative Office in Hanoi and its very successful activities have shown the great potential of the mechanism of peaceful dispute settlement in the region,” said the Deputy Minister.

Also on June 13, Permanent Deputy Minister Nguyen Minh Vu had a working session with PCA Secretary General Marcin Czepelak and Secretary General of the Hague Academy of International Law Jean-Marc Thouvenin.
At the meetings, Permanent Deputy Minister Nguyen Minh Vu introduced Vietnam's candidate for the position of Judge of the International Tribunal for the Law of the Sea for the 2026-2035 term.
At the same time, the parties reviewed the results of activities implemented in 2023, as well as discussed cooperation plans for the coming time.
The PCA was established under the Convention on the Peaceful Settlement of International Disputes of 1899 and the Convention on the Peaceful Settlement of International Disputes of 1907.
The main task of the PCA is to facilitate the settlement of international disputes between states and between states and foreign legal entities in many fields.
The Hague Academy of International Law is a prestigious educational and research institution in the Netherlands on international law, founded in 1923, headquartered at the Peace Palace, Hague, Netherlands.
The Academy is a center for teaching and research on both public and private international law.
In 2023, the Vietnamese Ministry of Foreign Affairs and the Hague Academy of International Law signed a Memorandum of Understanding to promote the Academy's support for Vietnam through training programs for legal experts specializing in public and private international law, as well as to enhance cooperation between the two sides at multilateral forums./.
