On November 19, the Military Industry - Telecommunications Group ( Viettel ) officially opened a representative office in the United Arab Emirates (UAE).
Long-term vision in defense industry and high technology cooperation
The UAE is a major economic and financial center of the Middle East, and also plays an important role as a trade gateway connecting Asia, Europe and Africa. Setting up a representative office in the UAE helps Viettel to have a direct presence in a market with great technological attraction, creating a foundation to reach deeper into local needs and opening up opportunities for wider-scale cooperation.
The representative office in the UAE was established by Viettel to strengthen contacts with international partners to promote the group's "Go Global" strategy. At the same time, it attracts foreign partners to cooperate and invest in Viettel in particular and contribute to Vietnam in general.
Sharing at the opening ceremony, Senior Lieutenant General Hoang Xuan Chien, Deputy Minister of National Defense , emphasized: "Viettel's official presence in the UAE not only marks a new development step for the Group, but also demonstrates Vietnam's long-term vision in developing the defense and high-tech industry associated with international economic integration."
"The Vietnamese Ministry of National Defense always cares about, supports and creates favorable conditions for Viettel to continue to develop strongly, while encouraging the expansion of international cooperation on the basis of equality and mutual benefit," said Deputy Minister Hoang Xuan Chien.
Expanding international partnership network
In recent years, the UAE in particular and the GCC in general have been regions with a stable development environment, large spending on technology infrastructure and digital solutions. These are all areas that are suitable for Viettel's implementation experience in many countries. In the future, Viettel will have favorable conditions to establish and expand its network of partners in many fields, including telecommunications, digital technology, e-government solutions, smart cities, cyber security, high-tech research and production and international services.
Speaking at the ceremony, Major General Nguyen Dinh Chien, Deputy General Director of Viettel Group, affirmed: "We came to the UAE not only to seek business opportunities. We came here with the spirit of long-term cooperation, trust and creating sustainable values together.
Viettel commits to: respecting the laws, culture and standards of the UAE; promoting transparent and mutually beneficial cooperation; investing in technology, people and innovation; contributing to expanding economic - technological - defense cooperation between Vietnam and the UAE."

Regarding the diplomatic aspect, Vietnamese Ambassador to the UAE Nguyen Thanh Diep said: "This is an extremely important event, a new milestone in Viettel's development journey, a testament to the comprehensive partnership between Vietnam and the UAE - two dynamic economies, two partners sharing a vision of innovation, digital transformation and sustainable development."
Within the framework of the event, Viettel signed four strategic cooperation agreements with major technology corporations ABI Group (UAE), Sicurezza Corporation (UAE), STREIT (UAE) and INNOSPACE (Korea) in the fields of industry, high technology and equipment manufacturing.

In addition to the Representative Office in the UAE, Viettel has opened additional Representative Offices in Japan, the United States, Australia, and Singapore to continue affirming the vision, aspiration, and courage to reach the world of a military enterprise with the mission of developing for the nation, for the people, for peace, cooperation, and prosperous development.
Viettel's typical cooperation in the Middle East
Two days before opening its representative office in the UAE, Viettel and EDGE - one of the world's leading advanced technology and defense corporations - signed a Memorandum of Understanding (MoU) at the Dubai Airshow 2025. The two sides agreed to cooperate in high-tech defense industry fields such as radar, electronic warfare and anti-UAV, optoelectronics, communications, command - control, training - simulation, as well as aviation, space and high-tech weapons solutions.
In 2025, Viettel recorded many important cooperations in the Middle East: in June, it signed a contract to deploy the first phase of the Security Operations Monitoring Center for the Kuwaiti Ministry of Interior; at the end of July, it signed a contract to provide a traffic and vehicle security monitoring system for the Dubai Police.
