According to the Prime Minister's Urgent Telegram No. 87/CD-TTg dated September 5, 2024, it is forecasted that from this morning (September 6), the storm will directly affect the Gulf of Tonkin with the strongest wind near the storm center at level 13-14, gusting to level 16; from tonight, it will directly affect the mainland of the Northeast and North Central regions of our country with the strongest wind possibly reaching level 10-12, gusting to level 13-14 and affecting deep inland, the storm is likely to cause strong winds, rising water, large waves at sea and along the coast, strong winds and widespread heavy rain on land.
Faced with the complicated developments of storm No. 3, the Provincial People's Committee issued Document No. 3960/UBND-KTN dated September 5, 2024 on focusing on emergency response to storm No. 3 in 2024 in the province. Accordingly, the Provincial People's Committee requested provincial departments, branches, sectors, mass organizations and People's Committees of districts, towns and cities, according to their functions and tasks, to continue to focus on leading, directing, inspecting, urging, and implementing drastic, timely and effective measures to prevent and respond to storms and floods according to the direction of the Government, the Prime Minister, the Central Ministries, branches and directives of competent authorities in the spirit of proactive prevention and response at the highest level to ensure the safety of lives, especially children and vulnerable groups, and limit damage to people's and state's property.

In order to promptly respond to storm No. 3, speaking at the meeting, Provincial Party Secretary Tran Quoc Cuong requested localities in the province to strengthen leadership, direction, and mobilize the participation of the entire political system to be ready to respond in case of natural disasters. To ensure the safety of people's lives and minimize damage to people's property, he emphasized that districts, towns, cities, and functional agencies must not be negligent or lose vigilance, proactively arrange forces and means in key areas to be ready to promptly handle situations arising from storms and floods. Localities stopped meetings on Monday (September 9) to focus on directing and going to the grassroots to inspect areas at risk of insecurity, deep flooding due to rising water, heavy rain, and areas at risk of landslides and flash floods. Resolutely not let people stay in dangerous areas when storms directly affect and there are heavy rains and floods (in necessary cases, proactively force evacuation to ensure people's safety). The Department of Agriculture and Rural Development coordinates with localities to mobilize forces, provide guidance and support to help people harvest crops early. The Department of Information and Communications ensures communication. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police direct armed forces stationed in the area to proactively coordinate with localities to deploy storm and flood prevention and control work according to regulations. The Provincial Radio and Television Station, Dien Bien Phu Newspaper, and mass media agencies in the province strengthen propaganda on storm and flood prevention and control for people close to the actual situation of the locality so that people can grasp when natural disasters occur. The Provincial Party Committee Office coordinates with the Provincial People's Committee Office to develop a program for the Provincial Party Committee Standing Committee to have a plan to inspect localities at risk of storms and floods./.
