(Dan Tri) - According to initial information, the man in the clip "being intimate with many women" at an office in Ninh Binh is the Chairman of the Board of Directors (BOD) of a high school located in Hai Hau commune.

In a report sent to the Department of Education and Training of Ninh Binh, To Hien Thanh High School, Ninh Binh, determined that the man in the clip "being intimate with many women" was not the Principal, not a teacher under the management of the education sector.

To Hien Thanh High School is a private school. The Chairman of the Board of Directors is elected by the school's Board of Directors.

The duties and powers of the Chairman of the Board of Directors in private general schools are stipulated in Clause 4, Article 10 of the Regulations on organization and operation of private primary, secondary, high schools and multi-level general schools issued together with Circular 13/2011/TT-BGDDT.

According to Circular 13/2011 of the Ministry of Education and Training on the regulations on organization and operation of private primary, secondary, high schools and multi-level general schools, the Chairman of the Board of Directors is the head of the Board of Directors, elected by the Board of Directors by secret ballot and recognized by the competent authority.

The Chairman of the Board of Directors must have a minimum training level equal to the standard training level of teachers corresponding to each level of education; the Chairman of the Board of Directors may concurrently hold the position of Principal if he/she meets all the standards of a Principal as prescribed in this Regulation.

The Chairman of the Board of Directors has the following duties and powers:

- Direct and manage the activities of the Board of Directors; have the right to convene meetings of the Board of Directors; be primarily responsible for the resolutions of the Board of Directors, supervise the implementation of the resolutions of the Board of Directors; chair meetings of the General Meeting of Capital Contributing Members.

- Responsible to the management agencies for all school activities and control the Principal's operations;

- Sign labor contracts with the Principal and Vice Principal after being recognized by competent authorities.

- Authorized to operate the organizational apparatus and use the school seal within the scope of functions and duties of the Board of Directors and sign documents and decisions of the Board of Directors.

- Perform other rights and duties according to the school's organization and operation regulations.

Pursuant to Article 7 of the Regulations on organization and operation of private primary, secondary, high schools and multi-level general schools issued together with Circular 40 of the Ministry of Education and Training, the School Council of a private general school is the school's governing body, exercising the right to represent investors and related parties, and is responsible for organizing the implementation of investors' decisions.

The school council has a chairman, secretary and members, the term of the school council is 5 years.

The Director of the Department of Education and Training decides to recognize the School Council and the Chairman of the School Council for high schools and general schools with multiple levels of education, the highest level of which is high school.

Since the afternoon of November 9, many images and videos have been circulating on social media, recording a man "being intimate with many women", which is said to have taken place in the office of a leader of To Hien Thanh High School, located in Hai Hau commune, Ninh Binh province.
