Steady in the new development stage

The Provincial Labor Federation met and agreed to reorganize the apparatus according to the policy of the Vietnam Labor Federation.

Since June 1, 2025, the collection of union dues and union funds at state administrative agencies and public service units receiving 100% of their salaries from the state budget has stopped. This means that the grassroots unions at these units will no longer operate. In order to implement this policy, the Provincial Federation of Labor has systematically and scientifically implemented the work of arranging and streamlining the union apparatus, in accordance with local characteristics.
By June 10, the superior trade union had completed the termination of the activities of 667 grassroots trade unions with over 18,200 union members in administrative agencies and public service units receiving 100% of their salaries from the State budget. At the same time, the Standing Committee of the Provincial Federation of Labor issued a decision to terminate the activities of the executive committee, standing committee, inspection committee and positions of the direct superior trade union at the grassroots level for the 2023-2028 term, effective from July 1, 2025.
Along with the streamlining, the Provincial Federation of Labor also decided to accept the status quo of 92 grassroots unions and 2 grassroots unions with 4,764 union members. Personnel arrangements were also carefully carried out: 22 full-time union officials of the Federation of Labor of districts and cities were assigned to work in communes and wards, while ensuring the rights of 5 officials and civil servants who wished to retire before the prescribed age.
Mr. Luong Xuan Truong - Vice Chairman of the Provincial Federation of Labor affirmed: "100% of the cadres of the Federation of Labor of districts and cities have been assigned to stable positions, arranged in professional departments of the Vietnam Fatherland Front organization. We hope that, with their strengths and working capacity, they will be excited, assured in their work and complete their tasks well."
The end of the activities of the grassroots trade union does not mean the end of the role or mission of caring for, representing and protecting the legitimate and legal rights and interests of workers. This is an adjustment in the organizational model, in order to suit practical requirements, towards streamlining and improving the effectiveness and efficiency of trade union activities in the new situation. At the same time, it is a step in the common roadmap of the whole country to build an increasingly strong Vietnamese Trade Union organization.
Although the initial implementation of the new model inevitably encountered difficulties, especially when administrative agencies, public service units receiving 100% of the State budget salary and armed forces stopped collecting union funds and union fees (estimated at over 3,000 billion VND/year nationwide), the Provincial Federation of Labor and grassroots unions proactively followed the direction and guidance of superiors; accompanied grassroots unions to perform their functions and tasks well, especially caring for, representing and protecting the legitimate and legal rights and interests of union members and workers and launching emulation movements. The initiative and innovation of each grassroots union in Lai Chau will contribute to affirming the role and position of the union organization, making a positive contribution to the overall development of the province.
Comrade Hoang Tho Trung - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Labor Federation expressed: "With the number of non-state trade union organizations, we will continue to do a good job of taking care of union members and workers. These are vulnerable groups because non-state units and enterprises can be affected by instability in wages and insurance". He also believes that when the number of union members in some areas is smaller, the care of the trade union organization will be better, the number of union members benefiting will be greater, helping workers feel secure in their work, contributing to the development of the province.
From July 1, 2025, the trade union organization will move into a new phase in the context of the whole country streamlining its apparatus. The main activities will be more focused on the grassroots level, directly caring for union members and workers in enterprises. Officials, civil servants, public employees, and workers in agencies, units, and localities also hope that even though they no longer have their own trade union organization, they will continue to participate in many other activities and movements.
Currently, trade unions in the production and business sector, trade unions, and public service units that do not receive 100% of their salaries from the State budget are actively implementing many solutions to stabilize production and business, maintain jobs, and increase income for workers and laborers.
