Clear effect
Policy capital in Hung Hoa commune has been effective in practice, as recognized by the people who are the beneficiaries. Although the loans are not large, they are disbursed promptly and to the right beneficiaries, contributing to creating livelihoods and improving the quality of life for the poor. Ms. Huynh Le Phuong, residing in Hamlet 4, Hung Hoa commune, is one of the poor households that received a loan of 50 million VND to buy fertilizer to take care of her rubber garden. She shared that thanks to the timely capital, she took better care of her garden and had additional income from rubber latex at the end of the year.
Similarly, Ms. Bui Thi Tuyet Mai, residing in Hamlet 5, Hung Hoa Commune, also borrowed 50 million VND to open a small garden cafe at home. “Without having to rent a space, the loan helps me earn a living and increase my family’s income,” Ms. Mai said.
The story of Ms. Nguyen Thi Len, a housewife and new mother, is also a testament to the practicality of loans. Thanks to 50 million VND from policy capital, she opened a small grocery store at home, with a steady income to cover living expenses and take care of her young child.
According to the leader of Hung Hoa Commune People's Committee, the model of implementing policy credit capital in Hung Hoa Commune is bringing about clear results in sustainable poverty reduction. The methodical, transparent, and targeted methods, along with the close coordination between the government, associations, unions, and policy banks, have become a practical support for many poor and near-poor households to overcome difficulties and rise up.
Helping the poor
Thanks to close coordination with the Bau Bang District Social Policy Bank and organizations, Hung Hoa commune has effectively implemented many preferential credit support programs for poor and near-poor households, contributing to creating livelihoods, increasing income, improving people's lives and gradually escaping poverty sustainably.
The leader of Hung Hoa Commune People's Committee said that the review and identification of the correct beneficiaries were carried out in accordance with Decision No. 24/2021/QD-TTg of the Prime Minister and instructions from specialized agencies. Hung Hoa Commune proactively made annual plans, coordinated with hamlets, associations, and organizations to approach households, conduct strict, transparent, and public reviews. The commune's Poverty Reduction Steering Committee was strengthened with 15 members, actively operating from the grassroots level. Communication work was also promoted, thereby making people's awareness of poverty reduction and loan policies have many positive changes.
Ms. Pham Thi Hai, Chairwoman of the Women's Union of Hung Hoa Commune, said that the union is managing 10 savings and loan groups, all of which are operating stably, with no overdue debts, and no union officials violating capital management. This is an important channel to help poor women boldly borrow capital to develop their household economy .
Not only stopping at credit activities, Hung Hoa commune has also actively mobilized to build a Fund for the Poor with a total amount of nearly 112 million VND in the past 2 years (in 2022 it reached more than 74 million VND, in 2023 it reached more than 37 million VND). This fund is used to support difficult circumstances, contributing to ensuring social security in the locality.
Despite many positive results, the poverty reduction program in Hung Hoa commune still faces certain difficulties. Some households are still hesitant to borrow capital due to lack of production knowledge, not knowing where to invest or using capital for consumption, so they are unable to pay. Some poor households have special circumstances such as having many children, the elderly, sick, lacking main labor, making it difficult to participate in production to escape poverty sustainably.
Regarding the future direction, Hung Hoa commune leaders affirmed that they will continue to effectively implement policy credit programs, and at the same time, propose to superiors to increase capital levels, flexible terms and loan methods to better suit the characteristics of each household. The commune will also coordinate to organize vocational training classes and support employment for the poor. Ms. Pham Thi Hai, Chairwoman of the Commune Women's Union, said that the association regularly propagates and guides members on how to plan effective capital use. However, there is still a need for more synchronous participation from all levels, especially vocational training policies and job referrals for people.
From 2024 to present, Hung Hoa commune has closely coordinated with the Bau Bang District Social Policy Bank to disburse many preferential loans. Specifically, it has supported loans for 1 poor household with a total amount of 50 million VND, and 7 near-poor households with a total amount of 257 million VND. In addition, the loan support program for students, clean water and environmental sanitation has also been promoted, helping 16 poor, near-poor and disadvantaged households borrow a total capital of 810 million VND. |
