Comprehensive digital transformation - Breakthrough in reform
Nam Dinh Customs is a unit under the Regional Customs Branch IV according to Decision No. 10/QD-CHQ dated March 5, 2025 of the Customs Department on regulations on Offices, Departments, Teams and Border Gate/Outside Border Gate Customs under the Regional Customs Branch; performing functions, tasks and powers over Outside Border Gate Customs according to Decision No. 20/QD-CHQ dated March 5, 2025 of the Director of the Customs Department.
Implementing the public service motto "Innovative thinking - Modern management - Accompanying development" of the Customs Branch of Region IV, Nam Dinh Customs has been innovating working methods, tightening public service discipline, and at the same time promoting the role of each cadre and civil servant as a "reform nucleus". From small things such as working overtime, shortening the time to process documents, assessing the level of satisfaction of enterprises, all aim to best serve enterprises, in order to remove barriers, creating maximum convenience for production and business.
Not stopping at traditional administrative reform, the unit is proactively applying information technology and digital transformation. From May 21, 2025, Nam Dinh Customs officially operated the application for registering for physical inspection of goods via the address https://sites.google.com/view/hqnamdinh to facilitate proactively registering for physical inspection of goods, without having to go to the Customs office to register, proactively arranging and registering for hours of goods inspection.
Deploying automatic 24/7 customs dossier inspection assignment on the VNACCS/VCIS system helps reduce manual assignment time, civil servants promptly process receipt, customs clearance and release goods quickly, no longer having businesses ask about declaration assignment.

Proactive, supportive and facilitative
Aiming for a transparent and effective business environment, Nam Dinh Customs has been proactive in reviewing, proposing and recommending competent authorities to abolish unnecessary administrative procedures; determined to strive to reduce 30% of the time to handle administrative procedures.
In addition, to evaluate administrative reform, it is necessary to evaluate the service quality of civil servants performing duties of Nam Dinh Customs. The Regional Customs Branch IV has deployed and integrated software to evaluate cadres and civil servants to improve the evaluation, management, and arrangement of cadres and civil servants with capacity and expertise to serve businesses.
As of June 3, 2025, Nam Dinh Customs has processed 891 dossiers via online public services (an increase of 37.07%), received and processed 78,159 declarations (an increase of 38.02%), and served 466 enterprises (an impressive increase over the same period). The automatic assignment system has processed 183 declarations in just the first 2 days of implementation. The software for evaluating cadres and civil servants integrated into the customs declaration system of enterprises has also been applied to increase objectivity and improve service quality. With the spirit of innovation, companionship and service, Nam Dinh Customs has actively contributed to the economic recovery and growth of the province. The total state budget revenue reached more than 246.2 billion VND, equal to 44.7% of the annual estimate and an increase of 29.1% over the same period in 2024, clearly demonstrating the effectiveness of reform, modernization and digital transformation.
