Vinh Huu Commune: Overcoming difficulties, operating the government to serve the people

(ABO) As soon as the policy of merging and establishing new administrative units was implemented, the Party Committee and government of Vinh Huu commune, Dong Thap province showed initiative in preparing to operate the new apparatus.

Vinh Huu commune was formed on the basis of merging Vinh Huu and Long Vinh communes of Go Cong Tay district, Tien Giang province before. The change in administrative boundaries and organizational structure is a big challenge, but with a high sense of responsibility, Vinh Huu commune has been turning challenges into opportunities to improve state management capacity and serve the people.

After the merger, Vinh Huu commune has a natural area of 31.80 ^km2 and a population of 24,210 people. The commune's area has been expanded, the population has increased, and the administrative workload has increased significantly. The new government apparatus has both performed the function of managing the commune level and taken on the role of intermediary in handling the work arising in the area. With many tasks previously performed at the district level now transferred to the commune, it is inevitable that there will be difficulties at first.

Secretary of the Vinh Huu Commune Party Committee Le Nhat Nam said: “The merger of commune-level localities poses many challenges, such as large areas, unsynchronized facilities, large workload while the number of cadres and civil servants is increasingly reduced. However, the commune clearly identified: This is a major policy of our Party and State to develop the country as well as improve the quality of service to the people, so the locality has actively promoted the spirit and ideology of cadres and party members to change their thinking, reorganize working methods, and serve the people better. Immediately after the merger, Vinh Huu commune organized a review of the entire process of receiving citizens, processing administrative records, assigning cadres in charge according to the area, and enhancing personal responsibility associated with specific tasks”.

At the Vinh Huu Commune Public Administration Service Center, in recent days, there have always been many people coming to carry out administrative procedures. According to our observations, right from the entrance, the commune officials and civil servants enthusiastically guided people to declare their records and documents; guided them to use the VNeID application, exploit personal digital information, submit documents online... enthusiastically supporting people until they came to carry out administrative procedures.

Secretary of the Vinh Quoi Hamlet Party Cell, Vinh Huu Commune, Duong Thi Mong Kieu, said: “When I heard the news and radio about the merger of communes and wards, I and the local people were a bit worried, wondering if the procedures would be more difficult than before. But when I went to the Vinh Huu Commune Public Administration Service Center to complete the procedures, the Center staff explained and guided me enthusiastically and quickly received and implemented the procedures.”

Or like Mr. Vo Van Teo, a resident of Vinh Huu commune who also came to do administrative procedures at Vinh Huu Commune Administrative Service Center, shared: “There is no longer a district level, so the responsibility of the commune officials and civil servants will be heavier. But through handling the work, I see that the commune officials and civil servants work very professionally and politely. I hope that the team of commune officials and civil servants will increasingly improve their expertise and service spirit so that people can be supported quickly, saving time and effort in traveling.”

According to the report of Vinh Huu Commune Public Administration Service Center, in the first 15 days of July 2025, the center's officials and civil servants received over 285 applications; of which, 2 applications were in the field of industry and trade, 6 applications were in the field of social security, 65 applications were in the field of household registration, 6 applications were in the field of signature certification, 125 applications were in the field of copy certification from the original, 54 applications for jobs... 100% of the applications were processed on time and before the deadline. For the convenience of the people, the center has been fully equipped with a computer system, signs, and an area for guidance and application reception.

According to the People's Committee of Vinh Huu Commune, in order to maintain and improve service quality, Vinh Huu will continue to optimize the administrative record processing process, expand the application of information technology in management and provision of public services. Training and improving the professional qualifications of cadres and civil servants will be promoted to meet the increasing demands of the people. The Commune Public Administration Service Center will mobilize resources to invest in additional modern and synchronous equipment.

Along with that, focus on improving the capacity of cadres and civil servants, send cadres and civil servants to participate in specialized training courses on new professional skills, processes and information technology application skills for cadres and civil servants, especially those taking on new fields. Create conditions for cadres and civil servants to exchange and learn experiences from units that have been operating stably or from other localities with similar models. Encourage cadres and civil servants to proactively research and learn new regulations and guidelines to improve their own capacity.

At the same time, regularly review, evaluate and improve administrative procedure settlement processes towards simplification, shortening time, creating maximum convenience for people and businesses. Strengthen monitoring and listening to feedback by maintaining and enhancing channels for receiving feedback from people, promptly resolving problems and concerns, taking people's satisfaction as a measure of work efficiency. Continue to promote synchronous coordination between the Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the commune and mass organizations. Propose and make timely recommendations to superiors on difficulties beyond the local authority to resolve.

With the close leadership of the provincial leaders and the drastic and proactive participation of the Party Committee, government and people of Vinh Huu commune, we believe that the initial difficulties will soon be overcome, improving the quality of service to the people and contributing to building a streamlined local government system that operates effectively, efficiently and effectively in the new period.
