On September 5, 2019, the Politburo issued Resolution No. 51 on the national security strategy, which for the first time set out the task of "building a National Security and Safety Index to ensure sustainable development". The aim is to build a more objective, modern, and substantive assessment and measurement tool for the country's security and safety status.
On March 28, 2024, the Prime Minister signed Decision No. 30 to establish an inter-sectoral Steering Committee to develop a National Security and Safety Index.
On August 20, 2024, the Head of the Government Steering Committee issued an Implementation Plan, in which the following tasks were assigned: The Ministry of National Defense shall preside over the development of 01 index (border, sea and island security); The Ministry of Health shall preside over the development of 02 indexes (epidemic safety; food safety); The Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment) shall preside over the development of 01 index (air environment safety); The Ministry of Planning and Investment (now the Ministry of Finance) shall preside over the development of 01 index (business safety); The Ministry of Public Security shall preside over the development of the remaining 17/22 indexes.
According to Lieutenant General Tran Vi Dan, Director of the Department of Science, Strategy and History of the Public Security, up to now, the Ministry of Public Security has basically completed the draft theoretical framework of the Index, clearly defining the principles and methods for building the Index... However, this is the first time the National Security and Safety Index has been built, while the knowledge of the agencies and units assigned to preside over the building of component indexes on this issue is still very limited; there are no experts who truly understand the building of the Index. Therefore, the products are still limited; mastering the methodology for building the National Security and Safety Index is very difficult, entangled and confusing.
Therefore, the Ministry of Public Security organized a workshop to record comments on the draft theoretical framework products. At the same time, this was an opportunity for delegates to exchange experiences and provide advice to help the Ministry of Public Security supplement and perfect the general theoretical framework of the Index.
At the workshop, delegates commented and evaluated the draft theoretical framework of security and safety indicators; the advantages, shortcomings, limitations and contents that need to be supplemented, edited and perfected to ensure the consistency between theory and practice, between the goals, requirements and feasibility in the implementation process.
At the same time, provide comments to supplement and complete the contents of the guidance document. Difficulties and problems in the process of using the principles and methods of building the Index.

In his concluding remarks at the workshop, Deputy Minister Le Quoc Hung affirmed that the development of the National Security and Safety Index is a strategic task to protect the Fatherland early, from afar, before the country is in danger; to build the foundation for the country to enter a new era - the era of national growth.
Deputy Minister Le Quoc Hung emphasized that there is not much time left for relevant units to develop the National Security and Safety Index, so relevant ministries and branches, especially the units assigned to preside over the development of the Index, need to continue to uphold the sense of responsibility, determination, and efforts for the common tasks assigned by the Politburo and the Government; continue to speed up the implementation progress to keep up with and ensure the common requirements of the Steering Committee on progress and product quality.
The Department of Science, Strategy and History of the Public Security, as an assisting unit of the Standing Office of the Steering Committee, develops regulations for inspection, supervision, appraisal and acceptance on a rolling basis for the products of units assigned to develop the index sets; advises the Steering Committee to organize the assessment and appraisal of the products of the units to ensure the quality and feasibility of the Index Set for practical application.
For units in the People's Public Security force assigned to research and develop index sets, Deputy Minister Le Quoc Hung requested that leaders and commanders of units consider this an important political task; closely follow the progress according to the set plan to complete assigned tasks in the spirit of "doing what needs to be done, doing what needs to be done effectively".
