There can be no more delay, now is the time, the opportunity; it is urgent, it is an objective necessity for the revolution in streamlining the organization of the political system so that the apparatus can operate effectively and efficiently - this was affirmed by General Secretary To Lam in his speech at the National Conference to disseminate and summarize the implementation of Resolution No. 18-NQ/TW (Resolution No. 18).


Subtitle 1

On October 25, 2017, the 12th Party Central Committee issued Resolution No. 18, which set forth the requirement to streamline the payroll; because, despite many policies, resolutions, and conclusions, the organizational structure of the political system is still cumbersome, with many levels and focal points; the effectiveness and efficiency of operations have not met the requirements and tasks. The functions, tasks, powers, organizational structure, and relationships of some agencies and organizations are not really clear, and still overlap and duplicate... The assignment, decentralization, and delegation of authority between sectors, levels, and within each agency and organization are not reasonable, strong, and consistent; there are still excuses, replacements, or omissions of tasks.

The Resolution also frankly pointed out: The improvement of the political system's organizational structure, combined with streamlining the payroll and restructuring the staff, civil servants and public employees, has achieved low results; the rate of service workers is high, especially in the office sector; the number of deputy leaders is high; the appointment of "rank" level in some central agencies is not reasonable. The mechanism for controlling power is not yet effective; publicity, transparency and accountability are still limited.

The spirit of the Resolution is like that, but over the past 7 years, ministries, departments, branches and localities have not implemented significantly compared to the goal of arranging an effective and efficient organizational apparatus. Looking deeper, the cumbersome state of the apparatus and the state of one-stop shop but many people holding the key make administrative procedures still complicated - this has a significant impact on people and businesses. The fundamental solution is to remove the situation of many people holding the key, or in other words, to streamline the apparatus.

According to Decision 71-QD/TW and Decision 72-QD/TW dated July 18, 2022, the Politburo assigned the total number of cadres, civil servants, and public employees receiving salaries from the state budget until 2026 of the National Assembly , Party agencies, the Fatherland Front, socio-political organizations, and the Government managed from the central to district levels to be 1,753,999 people. With this number of cadres, civil servants, and public employees, the budget source for salaries is very large; in addition to salaries, there are other regular expenses to maintain the apparatus, expenses for salary reform according to the roadmap. Therefore, the total expenditure increases, the budget will have to bear an overloaded burden.

Meanwhile, if each agency in the system of Party, Front, Government and National Assembly agencies can be streamlined by 15-20%, the budget will certainly be reduced more. Accordingly, streamlining the apparatus will reduce regular expenditures and reduce the state budget (20%) for social insurance and health insurance for cadres, civil servants and public employees. This savings can be used for reinvestment in infrastructure and investment in the country's socio-economic development.

In response to the request of the Central Steering Committee on the summary of Resolution 18, the Government, ministries, ministerial-level agencies, and government agencies have urgently implemented the restructuring of the apparatus towards streamlining, effective and efficient operations. At the second meeting of the Government Steering Committee on the implementation of Resolution 18 (December 12, 2024), to date, ministries, ministerial-level agencies, and government agencies have basically completed the planned restructuring of the apparatus. The Steering Committee has issued a plan to guide the restructuring and streamlining of the Government's apparatus. Ministries, ministerial-level agencies, and government agencies have also reduced at least 15-20% of internal organizational units.

Prime Minister Pham Minh Chinh stated at this meeting that while streamlining the apparatus, it is necessary to improve effectiveness and efficiency; functions and tasks must not be abandoned, some tasks must even be strengthened; reducing focal points, reducing intermediaries, reducing procedures, strengthening the grassroots, eliminating bureaucracy and subsidies, enhancing digital transformation, reducing direct contact, reducing petty corruption, reducing harassment for people and businesses. In the process of perfecting, arranging, and streamlining the apparatus, it is necessary to fight against "lobbying", against personal interests, and eliminate the mechanism of asking for and giving.

Previously, the Central Committee of the Vietnam Fatherland Front also held a conference to disseminate the implementation of Resolution 18, chaired and directed by Politburo member, Party Central Committee Secretary, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien. The spirit is that the Vietnam Fatherland Front will streamline its apparatus and reduce the number of focal points as soon as possible.

Subtitle 2

Speaking at the National Conference to disseminate and summarize the implementation of Resolution No. 18, General Secretary To Lam emphasized that streamlining the organizational apparatus is a very urgent issue that must be done, and the sooner it is done, the more beneficial it is for the people and the country. “Streamlining the organizational apparatus goes hand in hand with streamlining the payroll, restructuring the team of cadres with sufficient qualities and capacity to meet the tasks. Streamlining does not mean mechanically cutting down, but eliminating unnecessary positions, reducing ineffective work, thereby focusing resources on key areas, on truly worthy and suitable people. Do not let state agencies be a "safe haven" for weak cadres,” the General Secretary pointed out.

We must do this because if we want to have a healthy body, sometimes we have to "take bitter medicine" and endure pain to "operate on tumors". Because, according to the General Secretary, this is not just a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system. Leaders, heads of Party committees and agencies need to be exemplary, proactive and determined in carrying out assigned tasks in the spirit of "running and lining up at the same time"; "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level"; "The Central sets an example, the localities respond".

The goal of this streamlining revolution is to resolutely eliminate intermediary organizations; strongly decentralize power to localities, promote administrative reform, fight waste, transform the country digitally, socialize public services... The general requirement is that the new apparatus must be better than the old one and put into operation immediately; not to interrupt work, not to leave gaps in time, not to leave areas or fields vacant; not to affect the normal activities of society and people...

“Each agency and unit must carry out well the political and ideological work and the regime and policies for cadres, party members, civil servants, public employees and workers affected by the restructuring of the organization and apparatus; ensure fairness, transparency and objectivity, and prevent complications from arising,” the General Secretary requested.
