In order to institutionalize the Party's policy on developing and using high-quality human resources in the period of 2021 - 2024, the work of building, developing and improving the quality of human resources has always been of interest and focus to the Provincial Party Committee, People's Council and People's Committee of Hoa Binh province. The Department of Education and Training has consulted and drafted guiding documents and policies to develop human resources such as decisions and resolutions on specific policies for teachers and students of specialized schools; developed plans and recruited excellent, excellent students, and masters to work at specialized schools...

Notably, Resolution 166/2022/NQ-HDND dated July 15, 2022 of the People's Council of Hoa Binh province on Regulations on specific policies for teachers and students of Hoang Van Thu High School for the Gifted, experts, teachers, and students participating in training and coaching the provincial team to participate in national, regional and international competitions for excellent students, and national science and technology competitions organized by the Ministry of Education and Training. Resolution No. 19-NQ/TU dated June 29, 2023 of the Standing Committee of the Provincial Party Committee on "Strengthening resources for education and training development to meet the requirements of innovation in Hoa Binh province, period 2023 - 2030"...

Along with that, human resource training is also focused on improving the quality of career education activities and orienting the students in units and schools. Typically, for general education from the 2021-2022 school year up to now, Hoang Van Thu High School for the Gifted and the Provincial Boarding High School for Ethnic Minorities have trained more than 8,000 students, of which nearly 3,000 students are ethnic minorities in extremely difficult communes and villages of the province. This is an important source of cadres for localities in the future to serve the cause of building and defending the Fatherland.

With the attention of the entire political system, facilities for schools, classrooms, libraries and items related to education and training have also been increasingly improved, the rate of solid classrooms reaching 85.8%. The whole province has 62% of communes meeting criterion No. 5 on schools and 99.2% of communes meeting criterion No. 14 on education. As of the 2024-2025 school year, the network of educational institutions in Hoa Binh province has 521 educational institutions.

Need a proportional regime to respect and utilize talents

In recent years, the system of legal documents on human resource development has been issued relatively fully and is increasingly being improved. The Government has issued many legal documents guiding the implementation of the law; at the same time, issued many mechanisms and policies on human resource development, creating a favorable legal corridor and creating motivation to promote human resource development in both quantity and quality.

However, due to the difficult starting point of a mountainous province, the development and attraction of highly qualified human resources (according to Decree No. 140/ND-CP dated December 5, 2017 of the Government) in Hoa Binh province has not been as expected. Although the salary and benefits regime for civil servants and public employees has been improved, it still cannot meet the increasing needs of today's social life; the salary system is not suitable for job positions, is still average, and has not really created motivation to improve work efficiency. In addition, the lack of support policies for people with specialized expertise has led to a failure to attract highly qualified teachers to participate in teaching; there is no effective connection between training and human resource use...

Therefore, at the supervision session of the Provincial National Assembly Delegation, the delegates said that to do well in education and training requires great dedication, enthusiasm, and determination; it is necessary to build large, high-quality educational institutions in the area. The education sector closely follows the development strategy, actively advises the province to recommend to the Central Government general and specific policies. The promotion and use of talents must go hand in hand with appropriate remuneration, helping talented people to truly focus on their work, devoting all their enthusiasm and intelligence to performing assigned tasks, helping to improve the effectiveness and efficiency of the state apparatus.

Taking note of the recommendations and proposals at the working session, Deputy Head of the Provincial Delegation of National Assembly Deputies Dang Bich Ngoc affirmed that the Delegation will fully absorb and synthesize them to promptly make recommendations to the National Assembly. At the same time, the Head of the Supervisory Delegation also requested that the education sector continue to raise awareness of cadres and teachers about the province's strategy for developing and using high-quality human resources. Pay attention to training and supporting cadres and teachers to improve their professional quality. At the same time, advise the Provincial People's Committee to develop projects and models for training and using high-quality human resources and continue to review and make more detailed recommendations on the content of developing and using human resources in the locality.
