Building an entertainment industry vision project to 2045

For Vietnam to have a real entertainment industry, it needs all the elements: creativity, capital, knowledge, networking, cultural identity, legal regulations and market support.

Mr. Tran Hoang - Director of the Copyright Department of the Ministry of Culture, Sports and Tourism - shared with Tuoi Tre about the draft project on Entertainment Industry Development that this unit is consulting on to submit to the ministry;

The ministry then reported to the Prime Minister this May. This is the first time the entertainment industry has been mentioned as a separate project at the macro level.

Mr. Hoang said, "The project provides theoretical basis and domestic and international research results to develop appropriate goals, solutions, and policies, and identify specific entertainment products to build a sustainable, professional, and internationally competitive Vietnamese entertainment industry."

Entertainment products are currently developing spontaneously, without adequate support in terms of policies, resources, human resource training or value chain connections to form a true industry.

Add to the draft cultural industry

Mr. Tran Hoang expressed many opinions that the entertainment sector is purely "fun and entertainment", does not bring economic value or has very little impact on socio-economic development. Recently, this thinking has changed a lot when looking at Korea, Japan...

The Entertainment Industry Development Project was built when the country was entering an era of growth. Each industry and field needs to promote its strengths, seize opportunities, apply science and technology, innovate, and especially implement Resolution 57 and Resolution 68.

"Building the project at this time is correct and timely, in line with the objective laws of development as well as demonstrating consistency in the policies of our Party and State, creating a legal basis and orientation for the development of the entertainment industry until 2030, with a vision to 2045," said Mr. Hoang.

As the drafting agency, the Copyright Office has researched documents, coordinated with experts, organizations, and businesses to clarify the concept and content of entertainment and the entertainment industry. Along with that are the current policy mechanisms and obstacles and challenges in operating this industry.

"The content of the entertainment industry is similar to some cultural industries," he said. "Some content about the entertainment industry will also be added to the draft Strategy for the development of cultural industries to 2030, with a vision to 2045, to be submitted to the Government for consideration and decision in the coming time."

The Department has assigned specialized agencies to conduct research and coordinate with all levels, sectors, experts, researchers... to develop a project to ensure quality and progress.

Need clear legal framework

Mr. Hoang gave examples of some successful domestic entertainment products such as the movies Mrs. Nu's House , Mai , the game Flappy Bird , the programs Anh trai say hi, Anh trai vu ngan cong gai...

"However, we do not have a complete entertainment industry. There is a lack of businesses and professional entertainment companies, a lack of overall and long-term development strategies, and specific legal corridors.

Vietnam also does not have an official definition or clear position of the entertainment industry in the structure of our country's socio-economic sectors," he said.

To become a true industry, it is necessary to have all the following factors: creativity, investment capital, expertise, cultural identity, networking, legal regulations and market support.

In particular, the State needs to issue a clear, stable and supportive legal framework to ensure the legal operations of entertainment businesses.

For example, for a video game to become an entertainment industry, it requires creativity in game design, investment capital for development and promotion, a team of experts in programming, graphics, sound and management as well as support from the gaming community. 5 solutions to unlock resources

The Copyright Office proposes five key solutions to develop Vietnam's entertainment industry.

First of all, develop modern infrastructure and apply digital technology, improve user experience. Next is to train and develop a team of highly qualified human resources for the industry. Issue preferential policies, investment funds and creative spaces, support start-ups in the industry.

Mr. Hoang emphasized that building an innovative startup ecosystem is necessary to create diverse and attractive entertainment products and services.

Next, expand international cooperation to access advanced technology, management experience and large markets, while promoting Vietnamese culture. And finally, develop products suitable for the domestic market, promote exports to enhance the value of the national brand.

Mr. Tran Hoang mentioned some outstanding areas to develop the entertainment industry in our country: music, performing arts, cinema, video games, cultural tourism and festivals, animation, fashion...

For example, our country is one of the countries with a strong mobile game development and programming community in the region. We can completely promote the export of games, eSports, organize international tournaments, develop games with Vietnamese cultural elements...
