Personnel work has always been one of the most important tasks that the Party has focused on and given top priority. In the current period, before the Party Congresses at all levels for the 2025-2030 term, personnel work has attracted the attention of cadres, party members and the people from all walks of life. "Building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task" is the task that each Party Committee and locality has set out solutions for according to the strategic direction of the Party Central Committee, which has clearly defined the goal in Resolution 26 issued on May 19, 2018.

Resolution 26 sets the goal by 2025: Continue to perfect, standardize, and synchronize regulations, rules, and procedures on personnel work; basically arrange provincial-level Party secretaries who are not local people and complete at the district level; at the same time encourage implementation for other positions; build a team of cadres at all levels that meet the standards of positions, job positions, and competency frameworks according to regulations.
By 2030: Build a team of professional, high-quality cadres at all levels with reasonable quantity and structure, ensuring a steady generational transition; basically build a team of leaders and managers at all levels, especially at the strategic level, equal to the task.
In the past time, with the assigned responsibilities and tasks, the Organizing Committee of Lam Dong Provincial Party Committee has advised on the good implementation of the resolutions, conclusions and regulations of the Central and the province on personnel work. Continue to implement Resolution No. 26 of the 12th Party Central Committee on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task. Advise on the synchronous and strict implementation of all stages in personnel work to ensure the standards, processes and regulations of the Party. Encourage and protect dynamic, creative cadres who dare to think, dare to do, and always strive to act for the common good according to Conclusion No. 14 of the Politburo . Promptly dismiss, resign and replace cadres with limited capacity and low prestige... according to Regulation No. 41 and Conclusion Notice No. 20 of the Politburo. Advise and effectively implement training and fostering work, especially effectively implementing the Training and Fostering Plan for cadres, civil servants and public employees of the province for the period 2023-2025; advise and promptly implement cadre policy work to ensure compliance with regulations.
According to statistics, as of December 31, 2020, the whole province had 30,732 cadres, civil servants and public employees; of which 3,128 were cadres and civil servants at district level and above; 24,791 were civil servants; and 2,813 were cadres and civil servants at commune level. By the end of April 2021, the whole province had 766 grassroots party organizations, including 274 department party committees; 492 grassroots party cells, with 47,127 party members. Basically, a contingent of cadres at all levels with qualities, capacity, prestige, equal to the task, ensuring quantity, having an appropriate structure, gradually creating a transition between generations.
Comrade Nguyen Trong Anh Dong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee said: Lam Dong Provincial Party Committee has promptly developed a plan to implement the Resolution and Plan of the Central Committee and the Politburo, and at the same time inspected and urged the implementation. Focus on political and ideologicaleducation , improving revolutionary ethics for cadres, party members and the younger generation; closely and effectively combine education with practical training and promote studying and following Ho Chi Minh's ideology, ethics and style. Review and complete documents on cadre work, create an environment, promote innovation, creativity, encourage and protect cadres who dare to think, dare to do, dare to take responsibility. Tighten discipline, discipline, strictly control the implementation of stages in cadre work; clearly define the responsibilities of collectives and individuals, especially leaders; promptly overcome and correct limitations and shortcomings, prevent negative aspects in cadre work.
The Provincial Party Committee has carried out propaganda to thoroughly educate cadres and party members to deeply understand the harmful effects of the practice of seeking positions and power, considering this an act of corruption in personnel work. Identify, combat, and strictly handle cases of seeking positions and power. Resolutely revoke and cancel incorrect decisions on personnel work. Timely and strictly handle organizations and individuals who abuse their power to commit wrongdoings in personnel work. Attach importance to the work of inspection, supervision, and periodic and unscheduled inspections in the direction of superiors inspecting and supervising subordinates; subordinates supervising superiors. Attach importance to the work of warning, preventing, and handling violations.
In order to synchronously and closely implement the stages of personnel work; The Provincial Party Committee's Organizing Committee has recently advised the Provincial Party Committee Standing Committee to: Decide to approve the results of reviewing and supplementing the planning of leadership and management positions for the 2020-2025 term; 2021-2026 term; 2025-2030 term; 2026-2031 term for 47 agencies, localities and units. Advise the Provincial Party Committee Standing Committee to issue Plan No. 112, dated March 15, 2024, to review and supplement the planning of Party committee, leadership and management positions in the political system in 2024.
As a result, by December 21, 2023, 100% of units organized a vote of confidence and there was no case of a vote of confidence with more than 50% or more than 2/3 of the number of low confidence votes. The process of organizing the vote of confidence was carried out in full compliance with regulations and in substance, contributing to strengthening the trust of cadres, party members and people in the Party. Advise the Standing Committee of the Provincial Party Committee on the Project on rotation and transfer of cadres, civil servants, leaders and managers at the provincial department level, for the period 2023-2025, 2025-2030 and the following years.
The recruitment of civil servants and public employees in 2023 has many innovations, boldly piloting the organization of interviews for the recruitment position of civil servants working in the Youth Union; the testing and assessment work is organized regularly, creating favorable conditions for the organization and arrangement of cadres for localities, agencies and units.
In the work of reviewing, supplementing the planning and building a new cadre plan; the Provincial Party Committee's Organization Board has issued specific, detailed documents, close to each unit of each block: Party, Fatherland Front, mass organizations; State block; District and City Party Committee block. Through the documents of the Provincial Party Committee's Organization Board, localities, agencies and units have clearly identified the key tasks, objects, structures, numbers... in reviewing and supplementing the planning; contributing to overcoming some shortcomings and limitations in the planning work. At the same time, helping the planning management work of localities, agencies and units to be tight and effective.
The Party Committee's Organizing Committee has closely followed the regulations of the superiors on decentralization of cadre management, on processes, procedures, standards, and conditions in cadre work to implement them closely, synchronously, publicly, and transparently; promptly proposed to perfect and supplement the Party Committee, perfect the leadership and management positions of localities, agencies, and units in accordance with the procedures and regulations according to decentralization.
To carry out the above tasks and solutions, the Central Committee clearly oriented to focus on two key points and five breakthroughs. The two key points are: Continuing to strongly, comprehensively, synchronously and effectively innovate personnel work; standardizing and tightening discipline and order while creating an environment and conditions to promote innovation and creativity to serve development and having a mechanism to protect cadres who dare to think, dare to do, dare to make breakthroughs, dare to take responsibility for the common good; focusing on building a team of strategic-level cadres and Party secretaries, leaders at all levels along with decentralization and delegation of power to promote initiative and creativity, while at the same time, strengthening inspection, supervision and strict control of power.
The five breakthroughs oriented by the Central Committee are: Innovating the work of evaluating cadres in the direction of: Consistent, continuous, multi-dimensional, according to criteria, by products, through surveys, publicizing results and comparing with equivalent positions; strictly controlling power, carefully screening, timely replacement; ending the situation of running for positions and power; consistently implementing the policy of arranging provincial and district Party secretaries who are not local people in places with sufficient conditions; reforming salary and housing policies to motivate cadres to strive, wholeheartedly and wholeheartedly for their work; having mechanisms and policies to create fair and healthy competition and attract and make good use of talents; perfecting the mechanism so that cadres and party members are truly closely attached to the people and promoting the role of the people in participating in building the cadre team.
