The quality of the Party members is the foundation and important factor to build a truly clean and strong Binh Thuan Provincial Police force, improve leadership capacity, combat strength and meet the requirements and assigned political tasks in the short and long term in the spirit of Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Police force, meeting the requirements and tasks in the new situation. Improving the quality of the Party members is a synthesis of working solutions of the Party organization to influence and change the factors that make up the quality of the Party members, including: Politics, ideology ; ethics, lifestyle ; sense of organization, discipline; working style and manners ; qualifications and capacity; results of performing duties and tasks; maintaining contact with the masses in the place of residence. Within the scope of this article, the author only mentions the current situation and experiences drawn from the work of improving the quality of party members of the Binh Thuan Provincial Police Party Committee to meet the requirements and tasks in the new situation.

From the reality of the quality of party members

The Binh Thuan Provincial Police Party Committee is a party organization directly under the Binh Thuan Provincial Party Committee, including party organizations in departments and units under the Binh Thuan Provincial Police. The Binh Thuan Provincial Police Party Committee is the direct superior party committee of the grassroots party organization, under the direct leadership in all aspects of the Binh Thuan Provincial Party Committee, often the Standing Committee of the Binh Thuan Provincial Party Committee. At the same time, it is under the leadership and direction of the Central Public Security Party Committee on the work of ensuring security and order (ANTT) and building the Binh Thuan Provincial Police force. Since the beginning of the 2020 - 2025 term, the Binh Thuan Provincial Police Party Committee has increased 2 grassroots party organizations (established 2 new units according to the Decision of the Minister of Public Security), bringing the total number of grassroots party organizations to 29 (8 grassroots party committees, with 46 affiliated party cells and 21 grassroots party cells). As of October 2022, the number of party members is 975 (941 official party members, 34 probationary party members); the gender structure is 784 male party members and 191 female party members. In terms of professional qualifications, there are 39 post-graduates, accounting for 4% (PhD: 1, accounting for 0.1%; Master's: 38, accounting for 3.9%); 757 university and college graduates, accounting for 77.64%; political theory qualifications: 76 comrades with advanced political theory and equivalent, accounting for 7.79%; 644 comrades with intermediate political theory and equivalent, accounting for 66.05%; 255 comrades with primary level, accounting for 26.16%.

Thoroughly implementing the Party's guidelines and policies and the directions of the Central Public Security Party Committee and Binh Thuan Provincial Party Committee on Party building in general and improving the quality of Party members in particular, in the past 5 years (2018 - 2022), the Binh Thuan Provincial Public Security Party Committee has issued many programs and plans to concretize, resolutely implement and achieve many positive results in improving the quality of Party members, meeting the requirements and tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes and building a truly clean, strong, disciplined, elite and modern Binh Thuan Provincial Public Security force in the spirit of Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo . Regularly focusing on innovation, improving the quality and effectiveness of many aspects of work, such as political and ideological education, training of moral qualities, lifestyle, professional qualifications, political theory, practical working capacity, management of party members, inspection and supervision... Thereby, the quality of party members in the Binh Thuan Provincial Police Party Committee is constantly improved, contributing to the excellent completion of political tasks that the Party, State, People and the Police sector trust and assign.

The Binh Thuan Provincial Police Party Committee has strengthened political and ideological education, fostered revolutionary ideals, built a strong political stance, raised awareness of Marxism-Leninism, Ho Chi Minh Thought, revolutionary vigilance, and the ability to resist the distorted and reactionary arguments of hostile forces. Organized the dissemination, dissemination and effective implementation of the Resolution of the 13th National Party Congress; Resolution of the 4th Central Committee (Term XII, XIII) on Party building and rectification; Resolution of the 7th Central Police Party Congress, Resolution of the 14th Binh Thuan Provincial Party Congress and Resolution of the 12th Provincial Police Party Congress for the 2020-2025 term; Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and style in conjunction with annual topics... Thereby, it has contributed to enhancing political capacity, promoting the pioneering and exemplary role of party members in performing assigned responsibilities and tasks; the majority of party members do not have 29/82 signs of political and ideological degradation, 23/82 signs of "self-evolution" and "self-transformation" within the organization; more and more examples of party members practicing diligence, thrift, integrity, and dedication to serving the people, being brave in the fight against crime and volunteering to perform tasks on the front line of COVID-19 prevention and control ...

The Provincial Police Party Committee has directed the Police of units and localities to focus on organizing and strictly implementing Directive No. 04/CT-BCA dated May 19, 2018 of the Ministry of Public Security on innovation and improving the quality of the movement "People's Police study and implement Uncle Ho's Six Teachings" in the new situation in conjunction with Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle, the emulation movement "For the security of the Fatherland", the Campaign "Building the style of People's Police officers with courage, humanity, serving the people" ... Thanks to that, the Party members of the Binh Thuan Provincial Police Party Committee have pure moral qualities; exemplary lifestyle, clean, healthy, simple, honest, modest, sincere, objective, impartial; Fight against individualism, selfishness, bureaucracy, corruption, waste, pragmatism, opportunism, and profiteering; always put collective interests above personal interests; no superstition; no gambling, drinking, debauchery, or illicit sexual relations; have proper, close, and intimate relationships with the masses; raise awareness of serving the people; voluntarily study, improve qualifications, and train physically to increase fighting capacity. The majority of party members do not have 30/82 signs of moral and lifestyle degradation.

Party members in the Binh Thuan Provincial Police Party Committee strictly comply with the Party's Charter, guidelines, policies, resolutions, directives of the Party, policies and laws of the State and the Public Security Ordinance; internal regulations and operating rules of the unit, as well as regulations of the locality where the family resides. Absolutely comply with the assignment of the organization, ready to receive and complete well all assigned tasks. Promote discipline in living and working at all times and places; speak and act in a way that does not go against the views of the Party and the State, does not harm the honor and prestige of the Party and the Public Security sector. Strictly implement Regulation No. 47-QD/TW dated November 1, 2011 of the 12th Central Executive Committee and Regulation No. 37-QD/TW dated October 25, 2021 of the 13th Central Executive Committee of the Party on things that Party members are not allowed to do; 11 things that officers and soldiers of the People's Public Security Forces are not allowed to do and the contents of "3 constructions" and "3 antis" ; strictly implement regulations on building cultural and exemplary units, comply with the People's Public Security Forces' Regulations... Regular and standard manners in work, combat, and activities; uphold the spirit of volunteering to receive and complete tasks; highly responsible for assigned work; dynamic, creative, daring to think, daring to do, daring to take responsibility in performing tasks; having scientific, democratic, and principled working methods; maintaining working relationships with organizations and individuals in performing assigned duties and tasks; ready to cooperate, guide, and help comrades to progress. Thoroughly implement Resolution No. 26-NQ/TW dated May 19, 2018 of the Central Executive Committee (12th tenure) on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks; Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation; Circular No. 32/2011/TT/BCA dated May 19, 2011 of the Ministry of Public Security stipulating the regime of regular study and training in the People's Public Security force ... The Party Committee of Binh Thuan Provincial Public Security issued many documents directing the work of training and training and creating all conditions for cadres and party members to participate in studying and training to improve their level of political theory, law, and professional skills, meeting the requirements and tasks in the new situation. The work of training and training cadres and party members is carried out in a focused and key manner, closely following practical needs, contributing to serving well the work of planning leadership and command of the Public Security at all levels and arranging and assigning cadres; create conditions to train young, capable and promising cadres, ensure succession, improve professional skills for the force directly involved in crime prevention and control, meet the requirements and tasks of the police of units, districts, towns and cities... Survey data shows that, as of October 2022, in terms of professional qualifications: the number of party members with university degrees is 77.64% (an increase of 7.98% compared to 2017), master's degrees is 3.90% (an increase of 2.66% compared to 2017), doctorates is 0.1% (an increase of 0.1% compared to 2017); Regarding political theory level: 7.79% are at advanced level (down 0.34% compared to 2017), 66.05% are at intermediate level and equivalent (up 15.53% compared to 2017), and 26.15% are at primary level (down 15.18% compared to 2017). The majority of party members have good capacity, many party members have promoted their capacity when challenged and trained from practice, ready to receive and excellently complete assigned political tasks.

Based on the regulations of the Central Party Secretariat, the instructions of the Standing Committee of the Central Public Security Party Committee; based on the functions and tasks of the Binh Thuan Provincial Public Security Party Committee , the Binh Thuan Provincial Public Security Party Committee has directed grassroots party organizations to develop working regulations for party cells and party committees. On that basis, party committees at all levels in the Binh Thuan Provincial Public Security Party Committee have done a good job of assigning tasks to each individual in the party committee and party member according to the term and each year. Thereby, the role of individuals in leadership, command and in performing assigned political tasks has been promoted, closely linked with the management, inspection and supervision of the performance of party members' tasks during office hours, at the agency, work unit with the management outside office hours, at the place of residence. In addition, tasks for each party member have been promptly supplemented and adjusted when there are changes in the organization or changes in professional tasks. The majority of party members achieved the title of completing their assigned tasks well or better, specifically: In 2022, the number of party members achieving the title of excellently completing assigned tasks accounted for nearly 13.74%, completing their assigned tasks well accounted for 81.55%, the number of party members completing their tasks accounted for 2.15%, and the number of party members not completing their tasks accounted for 2.66%.

The Binh Thuan Police force is self-conscious and exemplary in performing well their duties and obligations as citizens in their place of residence, fully attending 2 sessions/year convened by the ward and village Party Committees, participating in contributing many practical opinions to the local Party Committees; having a close relationship with the Party Committees and the People; being exemplary in cultivating and training moral qualities and lifestyles, self-consciously complying with and mobilizing their families to comply well with the Party's guidelines and policies, the State's policies and laws, and local regulations, especially actively participating in movements to build cultural families, cultural villages and neighborhoods, national solidarity festivals and many other activities organized by the ward and village. Every year, the Binh Thuan Provincial Police Party Committee has many exemplary Party members, who are recommended by the local Party Committees to be commended and rewarded by the agency Party Committees. The results of the comments from the residential Party Committees on Party members have served well in the appointment and reappointment of leaders and commanders; Party development work and official party transfer in the People's Public Security; evaluation, classification, and reward of party members at the end of the year. According to statistics, the total number of party members subject to recommendation is 975 (reaching 100%), the results of the comments: the number of party members recommended for commendation by local Party Committees is 134; the number of party members evaluated well by local Party Committees is 840; the number of party members criticized and reminded by local Party Committees is 01 (violating population policy).

However, in addition to the achieved results, the quality of the Party members in the Binh Thuan Provincial Police Party Committee still has some shortcomings and limitations, which are: (1) There are still a few Party members who have not really self-consciously cultivated, trained and promoted their pioneering and exemplary role in performing assigned tasks ; (2) The qualifications and working capacity of the Party members still have some limitations in the face of the requirements and tasks set forth in the new situation, especially the task of building a truly clean, strong, disciplined, elite and modern Public Security force in the spirit of Resolution No. 12-NQ/TW of the Politburo; (3) A few Party members have not yet performed their duties and responsibilities well, and there are Party members who have not fulfilled their tasks; (4) Maintaining contact with the masses where party members reside is still limited. There are still individual cases where party members are criticized and reminded by local party committees (01 case of party members violating population policy) ; the number of party members recommended for commendation by local party committees is not much (accounting for 13.74%)...

Experience in improving the quality of party members

Based on the survey of the practical work of improving the quality of party members in the Binh Thuan Provincial Police Party Committee , some experiences can be drawn in this work: the work of improving the quality of party members must be under the direct and absolute leadership in all aspects of the Party, specifically the Party Committee, the leadership of the Binh Thuan Provincial Police and the Party Committees and leaders of the Police units. This is a fundamental and inevitable factor to ensure the correct orientation of the work of improving the quality of party members, meeting the requirements and tasks in the new situation. It is necessary to thoroughly grasp, grasp and effectively implement the resolutions and directives of the Party Central Committee, the Central Police Party Committee, and the Binh Thuan Provincial Party Committee on Party building in general and the work of improving the quality of party members in particular. Party committees at all levels must fully and correctly perceive the position, role and importance of improving the quality of party members in order to focus on comprehensively and regularly leading and directing this work . It is necessary to regularly disseminate and raise awareness and responsibility of Party committees, heads of Party committees, Party cells and Party members about the meaning and importance of improving the quality of party members, contributing to building a clean and strong grassroots Party organization to meet the requirements and tasks in the new situation. Practice shows that wherever the Party Committee and leaders have a correct and complete awareness of the position, role and importance of improving the quality of Party members , and pay attention to leading and closely directing the work of improving the quality of Party members , the quality of Party members is constantly improved, there is a reasonable structure, ensuring inheritance and achieving high results, the Party grassroots organization and Party members always fulfill their tasks well or better, and no Party members violate or are disciplined .

Regularly pay attention to training and fostering to improve the professional qualifications, expertise, political theory, practical working capacity... for the Party members. Proactively review and evaluate the overall quality of the Party members to develop and promulgate programs and plans for training and fostering the Party members with focus, key points and in line with reality, meeting the immediate and long-term requirements and tasks in the work of protecting national security , ensuring social order and safety, fighting and preventing crimes and building a truly clean, strong, disciplined, elite and modern Police force of Binh Thuan province.

Improve the quality of Party membership recruitment; strengthen Party membership management; regularly review, screen and resolutely propose to remove unqualified Party members from the Party. Proactively research and specify criteria, processes and methods for annual Party member quality assessment according to the regulations of the Politburo, instructions of the Central Organizing Committee, the Central Public Security Party Committee, and Binh Thuan Provincial Party Committee in accordance with the functions and tasks of each Party cell and Party Committee.

Focus on synchronously implementing solutions to improve political and ideological education; cultivate and train moral qualities and lifestyle; sense of organization and discipline; working style and manners for party members. Innovate and improve the quality of activities of grassroots party organizations, strictly implement the principles of democratic centralism, self-criticism and criticism, promptly overcome the situation of deference, avoidance, and fear of conflict; promote the responsibility to set an example, the sense of self-cultivation and training of moral qualities and lifestyle of party members; promptly detect and resolutely fight against and prevent degradation in moral qualities and lifestyle, manifestations of "self-evolution" and "self-transformation" within the organization. On that basis, arrange, organize and use the team of party members effectively, in accordance with their capacity, strengths, and trained professional qualifications; ensure conditions of facilities, funding, and equipment for work; well implement the regimes and policies of treatment suitable to the characteristics and promptly encourage and reward so that the team of party members can truly feel secure in their work, contribute, promote their intelligence, and successfully complete assigned tasks ...
