Online meeting between the Ministry of Public Security and the Ministry of National Defense in implementing Decree No. 03 of the Government in 2024

On the morning of January 15, the Ministry of National Defense coordinated with the Ministry of Public Security to organize a meeting between the two ministries to implement Decree No. 03/2019/ND-CP dated September 5, 2019 of the Government on coordination between the Ministry of National Defense and the Ministry of Public Security in performing the tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes and national defense tasks. At the Hanoi bridge, Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense and Senior Lieutenant General Tran Quoc To, member of the Party Central Committee, Deputy Minister of Public Security, co-chaired the conference.

In 2024, under the leadership of the Central Military Commission, the Central Public Security Party Committee, the leaders of the two Ministries and the participation of local Party committees and authorities, the Army and Public Security at all levels coordinated to seriously and effectively implement Decree No. 03; fight and defeat all plots and sabotage activities of hostile and reactionary forces, promptly and effectively handle complicated situations regarding national defense and security, firmly protect independence, sovereignty and territorial integrity, maintain political security, order and social safety. The two forces of the People's Army and the People's Public Security regularly exchange, check, verify information, agree on assessments, and early forecasts of risks and threats to national security.

In addition, the coordination in the fight against crime between the Border Guard, Coast Guard and the police of units and localities has become increasingly close and effective. During the year, the joint forces successfully implemented 315 professional plans to fight and prevent activities that violate national security, carried out 3 peak plans, successfully fought more than 100 drug cases, and arrested hundreds of drug traffickers and transporters. In particular, the authorities of the two ministries coordinated to monitor, prevent and remove more than 13,000 links, links to social network accounts, reactionary and malicious channels that oppose the Party and the State and violate the law; built and deployed many social networking sites to fight and refute erroneous and hostile views, prevent and combat " peaceful evolution", and protect the Party's ideological foundation.

For Quang Ninh province, in the face of complicated and unpredictable developments in the domestic and regional situation, the Military Command, the Border Guard Command and the Quang Ninh Provincial Police have directed agencies and units to strengthen coordination, improve the quality of work in grasping and assessing the situation, advising Party committees and authorities at all levels to promptly handle situations right from the grassroots, focusing on key issues such as sovereignty, border security, sea and island security; internal security, complaints, religion, ethnicity, crime prevention... to prevent the spread, prolongation, and formation of hot spots in the area.

Coordination and exchange work has become increasingly systematic and effective. The forces have exchanged 779 valuable information; absolutely ensuring security and safety for 53 delegations/463 foreigners visiting, working and surveying in the province; 15 delegations of Party and State leaders; 14 high-ranking international delegations; 14 important events taking place in the province. On the border and islands, up to now, there are over 700 households registered to self-manage the border and land border markers; over 1,500 boat owners registered to self-manage fishing grounds and wharves; nearly 10,000 households in border and island areas registered to implement the 3 knowledge (knowing the border and markers; knowing the agreement between the two countries and border regulations; knowing the Party and State's policies on resolving border issues); detecting and chasing away 27 cases/197 foreign fishing vessels violating Vietnam's waters. The forces also actively coordinated to propagate and mobilize people to manage and recover weapons, explosives, support tools, and trade, storage and transportation of prohibited goods.

Speaking at the conference, Senior General Nguyen Tan Cuong and Senior Lieutenant General Tran Quoc To requested the functional agencies and units of the Ministry of National Defense and the Ministry of Public Security to continue to thoroughly grasp and effectively implement Decree 03 of the Government; regularly exchange experiences, improve the effectiveness of coordination with the police of units and localities in training, education and fostering of cadres; strictly maintain the reporting, inspection and periodic meeting regime. The two forces regularly monitor and grasp the situation, develop plans and solutions to deploy preventive measures, fight and suppress all types of crimes; promptly detect and fight to prevent plots and activities of internal sabotage, and divide the People's Army and People's Public Security forces; mobilize maximum forces and means, develop plans and deploy solutions to protect political security and social order and safety during the Lunar New Year.
