Deputy Prime Minister Nguyen Hoa Binh has just signed a document supplementing and finalizing the plan for restructuring and streamlining the organizational apparatus of ministries, ministerial-level agencies, and government agencies.
One of the notable points is that the Government Steering Committee on reviewing the implementation of Resolution No. 18 proposed adjusting some functions and tasks between the Ministry of Public Security and a number of related ministries and agencies.
Specifically, the responsibility for state management of drug addiction treatment and post-treatment care will be transferred from the Ministry of Labour, Invalids and Social Affairs to the Ministry of Public Security.
The responsibility for state management of criminal records and the provision of public services for issuing criminal record certificates has been transferred from the Ministry of Justice to the Ministry of Public Security.
In addition, the responsibilities of testing and issuing driver's licenses for road motor vehicles, currently under the Ministry of Transport, and the responsibilities of state management of network information security and safety, currently under the Ministry of Information and Communications, are proposed to be transferred to the Ministry of Public Security.
Regarding the task of state management of immigration and emigration, the Steering Committee assigned the Ministry of Public Security to take the lead in building, collecting, updating, exploiting, and sharing information in the national database on immigration and emigration.
The Ministry of Public Security also plays a leading role in ensuring aviation security at airports and on aircraft.
Regarding the task of ensuring national security in border areas and border gates, the Steering Committee assigned the Ministry of Public Security and the Ministry of National Defense to unify the presiding tasks and coordination tasks, and supplement Decree No. 03/2019 of the Government on coordination between the two ministries in performing the tasks of protecting national security, ensuring social order and safety, fighting and preventing crimes and national defense tasks.
At the local level, in the dispatch sent to the provincial and municipal Party Committees directly under the Central Government; the People's Committees of the provinces and centrally run cities, the Steering Committee also proposed transferring the task of state management of drug addiction treatment and post-treatment management from the Department of Labor, War Invalids and Social Affairs to the provincial and municipal Police.
The responsibility for state management of criminal records and the provision of public services for issuing criminal record certificates has been transferred from the Department of Justice to the Provincial/City Police Department.
The task of testing and granting driving licenses for road motor vehicles is transferred from the Department of Transport to the Provincial or Municipal Police.
Establishment of the Ministry of Ethnic Minorities and Religions
According to the plan of the Government Steering Committee, out of 10 ministries to be merged into 5, 4 will retain their original names. Specifically, the Ministry of Planning and Investment will merge with the Ministry of Finance to form the Ministry of Finance; the Ministry of Labour, Invalids and Social Affairs will merge with the Ministry of Interior to form the Ministry of Interior; the Ministry of Transport will merge with the Ministry of Construction to form the Ministry of Construction; and the Ministry of Information and Communications will merge with the Ministry of Science and Technology to form the Ministry of Science and Technology.
Specifically, the Ministry of Agriculture and Rural Development, after merging with the Ministry of Natural Resources and Environment, is expected to be renamed the Ministry of Agriculture and Environment.
Furthermore, the Ministry of Culture, Sports and Tourism, after taking over the state management function of the press from the Ministry of Information and Communications, has retained its original name.
In addition, the Steering Committee also proposed the establishment of a Ministry of Ethnic Minorities and Religions, based on the Committee for Ethnic Minorities taking over additional functions, tasks, and the state management apparatus for religion from the Ministry of Interior.
These proposals are based on the Politburo's opinion in Document No. 13038 dated January 10th from the Central Party Office and the conclusions of the Government's Steering Committee at its meeting on January 11th.
The document also stated that the Central Committee will meet on January 23-24, and the National Assembly is expected to hold a session from February 12-17.
The Government Steering Committee requests that ministries, ministerial-level agencies, and government agencies finalize their plans for restructuring, merging, consolidating, and streamlining their internal organizational structures (including draft decrees stipulating the functions, tasks, powers, and organizational structure of their respective ministries and agencies), and submit them to the Ministry of Interior before January 13th.
During the process of reorganizing the administrative apparatus, agencies need to pay attention to doing a good job in political and ideological work, as well as policies and regulations for cadres, ensuring the maintenance and effective implementation of regular work, especially during the upcoming Lunar New Year.
