According to the representative of the Ministry of Information and Communications at the workshop, after 6 years of implementing the 2016 Press Law, this agency has received many positive reviews from ministries, branches, localities and press agencies. However, in the implementation process, there are still many shortcomings, because the Press Law has not kept up with the innovation in science and information technology in the digital age. Through the review of the Ministry of Information and Communications, there are 27 contents and groups of contents with inappropriate regulations because the Press Law is not suitable for the practice of press law. These issues show that amending and supplementing the 2016 Press Law to suit the practice is necessary.
Deputy Director of the Press Department (Ministry of Information and Communications) Nguyen Van Hieu said that with the strong development of technology, more and more new types of media are being created, it is necessary to consider building a model of a press media complex as a public service unit of the State. In the complex, there are many press agencies, publishers, operating on multiple platforms and services... The head of this agency will be the "editor-in-chief", "newspaper owner". For the governing agencies with many press agencies such as Hanoi , Ho Chi Minh City, the Central Youth Union wants to maintain the brand of a large, prestigious press agency with a role in leading public opinion, this is also the direction to form large press agencies of the country and continue to implement the Press Development and Management Plan until 2025.
In her speech at the workshop, journalist Dang Thi Phuong Thao, Deputy Editor-in-Chief of Thanh Nien Newspaper, suggested piloting models of cooperation between financially autonomous press agencies and digital technology enterprises to increase resources for press agencies to meet the requirements of speed and flexibility of digital transformation.
Deputy Minister of Information and Communications Nguyen Thanh Lam assessed that in the context of strong and rapid development of science, technology and modern communications, some provisions of the Press Law have revealed shortcomings and have not met the practical requirements of press activities. The Ministry of Information and Communications will compile opinions to make a proposal to submit to the Government for comments on issues that need to be amended and supplemented in the 2016 Press Law.
