Kazan City, the capital of the Republic of Tatarstan, Russian Federation, was founded about 10 centuries ago, is a land famous for its architectural works bearing the mark of spirituality, antiquity, and epic character, harmoniously blending the antiquity of Islamic architecture and the modernity of a large city. Arriving at Kazan International Airport to attend the BRICS Leaders' Meeting, Prime Minister Pham Minh Chinh was warmly and respectfully welcomed with traditional rituals; Russian girls in national costumes invited him to enjoy bread and salt. This is a traditional custom that demonstrates the respect, sacredness, and hospitality of the Land of White Birch.
Kazan this season is still considered late autumn but the weather is already cold. However, our group really felt warm when the bus from the airport, just stopped in front of the hotel, heard the shouts of "Vietnam! Vietnam!" from the community and Vietnamese students studying in the Russian Federation.
The Vietnamese community in Tatarstan is very happy because this is the first time they have welcomed the Prime Minister and the Vietnamese delegation to Kazan. Kazan city is quite deserted these days because to ensure the safety of the conference, the Russian side has closed many streets from the center to the conference venue, temporarily closing shopping centers, shopping areas, and stores in the center.
The Russian Federation - the BRICS 2024 Chair - highly values Vietnam's participation in this BRICS+ Summit. Prime Minister Pham Minh Chinh's first attendance at the BRICS+ Summit opens up new prospects for cooperation between Vietnam and BRICS, first of all, an opportunity to promote extensive cooperation with BRICS member countries and partners, while allowing access to BRICS' mechanisms, abundant resources, and large markets to serve the country's development goals, as well as opportunities to coordinate efforts in addressing urgent issues on the global agenda.
At the opening session of the Plenary Session of the BRICS Leaders' Meeting with the theme "BRICS and the Global South: Building a Better World Together", President of the Russian Federation Vladimir Putin emphasized that BRICS will continue to promote its role, promote global cooperation, give all countries equal opportunities, build a more balanced and fair global governance system, further enhance the role of developing countries to build a better world, in which the legitimate interests and development rights of all peoples are respected; only when we act collectively together, can we effectively deal with global challenges and threats, for common prosperity and development...
We need to focus on investing in large infrastructure and technology projects. It is important to build reliable multilateral financial mechanisms that are not subject to any domination; promote new production and logistics chains, promote the exchange of advanced technology and knowledge; improve capacity through new international transport corridors...
For his part, Prime Minister Pham Minh Chinh emphasized that BRICS has created momentum and inspiration for Southern countries, including Vietnam, on the path of development; stating that in the new era - the era of deep connection and integration, the era of smart technology and innovation, BRICS needs to demonstrate close connections between countries, especially developing countries. The Prime Minister proposed "5 strategic connections" to contribute to BRICS in creating a better world, including: Connecting resources; Connecting strategic infrastructure, both hard and soft infrastructure; Connecting global supply chains; Connecting people to people; Connecting in reforming global governance mechanisms.
The Prime Minister believes that BRICS will unite further, promote its internal strength to build a world of peace, stability, cooperation and development together; affirming that Vietnam is ready to cooperate with BRICS and the international community to realize the idea of building a better world together.
President V. Putin and the leaders were impressed when Prime Minister Pham Minh Chinh quoted the saying of the great Russian writer Fyodor Dostoevsky: “Beauty will save the world” and the great poet Maxim Gorky: “Each nation, each country is an indispensable part of the great human body and only together can we achieve real progress”. The message of the leader of the Vietnamese Government left a deep impression on the Conference about a Vietnam that is growing strongly and responsibly contributing to the development of the world.
President Vladimir Putin thanked and highly appreciated Prime Minister Pham Minh Chinh for mentioning many very important topics that are of great interest to many countries today. Agreeing with Prime Minister Pham Minh Chinh's views on the similarities, President V. Putin emphasized the common values of the BRICS countries, which are traditional values, religion, culture...; these are the foundations for our success.
Vietnam's participation at this Conference conveys Vietnam's message of supporting the role of multilateral cooperation forums and mechanisms, including BRICS, operating on the basis of respect for the United Nations Charter and in accordance with international law, promoting the voice and representation of developing countries in global governance as well as in addressing common challenges, contributing to building a multipolar and equitable world order, contributing to peace, stability and development of the region and the world.
This working trip of Prime Minister Pham Minh Chinh is an opportunity to continue to strengthen and consolidate the Vietnam-Russia Comprehensive Strategic Partnership to a new height. The Prime Minister stated that Vietnam and Russia have a long-standing, consistent, comprehensive and profound tradition in all fields and we always cherish this. Through the ups and downs and breakthroughs of history, the sentiment and solidarity between the two countries and peoples of Vietnam and Russia have always been maintained and promoted, this is a legacy in the relationship between the two countries.
The people of the former Soviet Union and the people of Russia today have given Vietnam valuable support and assistance in the past struggle for national liberation and reunification and in the current cause of national defense, construction, innovation and socio-economic development. In particular, Russia has trained many Vietnamese students, many of whom have become key leaders of the Party and State. The Prime Minister shared that many of our brothers and sisters returning to Russia feel like returning home.
Russia is always harmonious, respectful and affectionate towards Vietnam; we are the same towards Russia, always considering Russia as one of the top priority partners in the overall foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, as a friend, a reliable partner, an active and responsible member of the international community.
Cooperation in the energy and oil and gas sector has always been an important pillar of the Vietnam-Russia Comprehensive Strategic Partnership. Therefore, Prime Minister Pham Minh Chinh took the time to receive the Russian Minister of Energy, major Russian oil and gas corporations and companies such as Zarubezhneft and Rosatom.
Attending these meetings and contacts, we realized that the Russian side highly valued and appreciated the role and position of Vietnam, especially considering that Vietnam has many people fluent in Russian as a solid foundation and valuable asset for the bilateral cooperation relationship. The partners highly appreciated the prospects of cooperation with Vietnam, wished to invest more deeply in this field, considering it a pillar in the strategic cooperation between the two countries.
Prime Minister Pham Minh Chinh's working trip to attend the BRICS Leaders' Meeting was extremely successful, effectively contributing to the activities at the Summit; thereby affirming to international friends the image of a proactive, positive, responsible, sincere and friendly Vietnam, contributing to the realization of the common goal of peace, security, stability and sustainable development in the region and the world, contributing to joining hands to build a better world.
