Building new rural areas in Dien Bien

Over the past years, the implementation of new rural construction in Dien Bien province has achieved many remarkable results. New rural construction has become a movement that has spread to all aspects of people's lives.

The participation of the entire political system of localities, especially the drastic direction of the Steering Committees of National Target Programs at all levels in implementing the Program, has created a breakthrough in new rural construction, while contributing significantly to the socio-economic development achievements of Dien Bien province in the 2021-2025 period.

The implementation of new rural construction has created positive changes in people's lives; new rural construction has become a movement that has spread to all aspects of people's lives. Rural areas are planned in the direction of comprehensive development and are an important orientation in the socio -economic development of the locality. Essential infrastructure is invested, political security, social order and safety are stable and maintained. The multidimensional poverty rate has decreased, conditions for health, education, culture and the material and spiritual life of the people have been gradually improved; the rural environment has been improved, democracy at the grassroots level has been promoted. People's awareness and responsibility have been raised.

People have gradually identified themselves as the main subjects in building new rural areas, so they have proactively and voluntarily contributed resources to build infrastructure, protect common assets, and maintain a green, clean, and beautiful environment. The level and capacity of local officials and civil servants at all levels in implementing new rural construction have been improved, with increasing responsibility and greater commitment to the work. The spirit of self-reliance of some localities has been clearly enhanced, awakening existing potential and advantages. Some localities with a high number of communes meeting new rural standards have created motivation for other localities to strive, spreading throughout the province. This shows that new rural construction can be successful on a large scale in difficult areas, not just concentrated in a few communes with favorable conditions.

Up to now, Dien Bien province has 5 communes meeting advanced new rural standards, 25/115 communes meeting new rural standards, the average number of criteria is 14.68 criteria/commune, 200 villages are recognized as meeting new rural standards and model new rural standards.

However, the process of implementing new rural construction in Dien Bien province also revealed some shortcomings and limitations. Being a purely agricultural mountainous province, the terrain is complex and fragmented; the economic starting point is low, the multidimensional poverty rate in rural areas is high, the average income per capita in rural areas is low, mainly from agricultural activities; fragmented land, high slope; scattered population, uneven awareness of people, etc. are major obstacles in agricultural and forestry production. Most farmers lack investment capital, their farming skills are limited; access to and application of science and technology in agricultural production is limited; the market for agricultural products is difficult and unstable. Mobilizing people's contributions still faces many difficulties.

The socio-economic infrastructure in rural areas is not yet synchronous and weak, the environment is increasingly polluted; the capacity to adapt and cope with natural disasters is still limited; investment efficiency has not been maximized, and existing resources in the agricultural, farmer and rural areas have not been fully exploited. The management and exploitation of irrigation works and rural domestic water in some places is still ineffective, causing waste of water resources and investment capital.

Vocational training is not yet linked to job creation and market demand, the quality of trained workers does not meet requirements, and the number of agricultural workers transferred to other occupations is still low.

The movement "All people unite to build a cultural life" at the grassroots level has been widely deployed but the quality is not high. The cultural life of the people, especially those in remote areas, is still limited compared to the central areas of districts, towns and cities. The work of preserving and promoting cultural values ​​still faces many difficulties, some cultural values ​​and traditional occupations are at risk of fading away.

The implementation of some criteria and targets in the set of criteria for new rural communes and advanced new rural communes in the 2021-2025 period is difficult. The leadership and direction of some Party committees and authorities at district and commune levels are not close and lack determination in organizing and implementing. In some localities, there is a mindset of self-satisfaction when there are communes that meet and basically meet new rural standards, so the movement tends to stagnate.

Rural environmental sanitation has been given attention, but implementation efficiency is still limited; in some communes, waste and wastewater have not been collected and treated according to regulations, affecting the landscape and life of rural people...

Implementation practice shows that it is necessary to clearly define that the New Rural Development Program is a program with a starting point but no ending point; requiring focused, persistent implementation by the entire political system; the attention, leadership, and regular, close direction of Party committees and authorities at all levels and the active participation of departments, branches, and organizations. In particular, promoting the role of the heads of Party committees and local authorities can create clear changes.

Promote the self-reliance of cadres, party members and people in launching and participating in responding to new rural construction movements at the grassroots level. Steering committees at all levels must be proactive and creative in the implementation process, flexibly applying the State's policies and mechanisms into practice. Focus on building and training a core team of cadres for new rural construction at all levels, especially at the grassroots level, to facilitate the implementation of the Party and State's policies and guidelines to the people.

Propaganda and mobilization work must make cadres and people clearly aware of their role as the main subject in building new rural areas; in which, the people must do it themselves and are the beneficiaries, the State only has a supporting role; taking the interests of the people as the driving force and the participation of the community as the secret to success. From there, create unity in awareness, determination to lead and direct, with the participation of the entire political system and all classes of people, mobilizing all social resources to build new rural areas.

In addition, it is important to focus on promoting the existing potential and advantages of the locality to accelerate economic restructuring, especially restructuring the agricultural sector in association with new rural construction. Promote the democratic, public and transparent regulations, effectively carry out inspection and supervision during the implementation of the Program; promptly rectify, adjust and handle violations; promote the role of community supervision in the implementation of the Program and promptly commend and reward advanced models in new rural construction.
