With the theme of 2025 being “Breakthrough in economic development, creating momentum for the new term”, Hai Ha has soon concretized the goals of building new rural areas with a series of drastic action programs, especially in the field of agriculture and rural areas. Right from the beginning of the year, the District People's Committee issued a plan to implement the program of building new rural areas associated with sustainable agricultural production, forest protection and fisheries development.
Although the dry weather and the strong development of rats have significantly affected the progress of planting, with the initiative of the communes and the agricultural sector, most of the cultivated land area is still guaranteed to be planted. In the first 5 months of 2025, the whole district has planted 2,848.3 hectares of spring crops.
Notably, the district continues to encourage the development of high-value specialty crops such as Huong Bac Son tea - a type of tea that is gradually affirming the brand of Quang Long land. In the first 3 months of the year, an additional 3.2 hectares of new tea varieties were planted on a trial basis, contributing to raising the total fresh tea output of the whole district to about 45 tons, an increase of 4 tons compared to the same period in 2024. Currently, communes in the district continue to take care of existing tea areas, promote organic farming techniques, and standardize production processes towards building 5-star OCOP products.
Along with cultivation, livestock farming in Hai Ha in the first months of the year also recorded many positive signals. The total herd of livestock and poultry by the end of May 2025 was estimated at 379,987 heads, an increase of 3.4% over the same period. The output of fresh meat of all kinds reached 9,109 tons, of which fresh pork alone reached 7,312 tons. Livestock farming in Hai Ha is gradually shifting towards biosafety, associated with regional planning and application of science and technology.
With a large forest area and diverse terrain, Hai Ha identifies forestry as an important pillar in the development of the new rural areas. In the first 5 months of 2025, the district planted 380.42 hectares of new forest, reaching 54.5% of the annual plan, including over 23 hectares of large timber forest with native tree species such as lim, giổi, and lát. In addition, the district also planted more than 23,250 scattered trees, including flower trees, shade trees and ornamental trees on rural roads, contributing to the beautification and creation of a bright - green - clean - beautiful landscape for the communes. The exploitation of planted forests is carried out according to a sustainable process, with the output of exploited wood in 5 months reaching 25,474m3.
The district also focuses on the assignment of sea areas for aquaculture. Up to now, the aquaculture areas have been assigned to 8 households in Quang Minh commune; continue to measure and verify the subjects, and guide the completion of procedures for assigning sea areas to households in Quang Ha town. Closely coordinate with the Department of Agriculture and Environment and enterprises and cooperatives to complete procedures for leasing sea areas. It is known that the total aquaculture area of the district by the end of May reached 1,095 hectares; aquaculture output reached 4,107 tons, an increase of 6.7% over the same period in 2024.
Along with that, the district continues to coordinate with departments and branches. Complete the process of verifying the level of standards for advanced NTM districts; strengthen the direction of implementing the construction of bright - green - clean - beautiful rural environmental landscapes.
Rural people in Hai Ha continue to implement the movement in building new rural areas associated with "Green Sunday", classifying and treating household waste, plastic waste to clean the environment, building rural environmental landscapes... In April 2025 alone, Hai Ha mobilized over 2,350 people to participate in planting trees, cleaning the environment in 75 villages, hamlets, and neighborhoods; cleaning a total of 38km of roads; planting over 450 more trees and flowers (in Duong Hoa commune); maintaining the installation of broken bulbs, ensuring lighting of rural roads in 91/91 villages in the district.
Households and cooperatives continue to focus on building and improving the quality of OCOP products. In the first 5 months of 2025, the district had 8 more products of Viet Tu Trading Company Limited recognized by the Provincial People's Committee as achieving 4 stars at the provincial level. To date, the district has 35 OCOP products, of which 30 products have achieved 3 stars or more.
It is clear that the economic, cultural and social life in rural communes in Hai Ha district has improved. This is also a solid premise for Hai Ha to implement the general policy of building a two-level local government, and the communes here will continue to develop strongly.
