Building regulations on implementing legal work of the Ministry of Natural Resources and Environment

According to the representative of the Legal Department, Circular No. 32/2016/TT-BTNMT dated November 7, 2016 of the Minister of Natural Resources and Environment regulating the development and promulgation of legal documents under the state management scope of the Ministry of Natural Resources and Environment has made an active and important contribution to the results of the development and promulgation of legal documents of the Ministry in the past nearly 7 years.

However, in recent years, the workload related to the legal work of the Ministry has increased, along with increasing requirements for quality and progress. That requires units to increase their responsibility, coordinate more closely, promptly and effectively in the process of performing their tasks.

Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa chaired the meeting.

In order to institutionalize the Party's policies and the State's laws, improve the effectiveness of legal work and serve the work of the National Assembly in the new situation, ensure professionalism, publicity, transparency, and contribute to the completion of the Ministry's political tasks, it is necessary to draft a Decision of the Minister of Natural Resources and Environment promulgating the Regulations on the implementation of legal work and the work of the National Assembly of the Ministry of Natural Resources and Environment.

According to the representative of the Legal Department, the Department has organized the drafting of a Decision to promulgate the Regulations on the implementation of legal work and National Assembly work of the Ministry of Natural Resources and Environment from 2022 to present.

Based on the comments of the units under the Ministry, the Department has received and completed the draft Regulation. The draft Regulation consists of 09 Chapters, 55 Articles with some main contents such as: Drafting legal documents; Checking and processing legal documents; Consolidating legal documents, codifying the legal system, reviewing and systematizing legal documents; International cooperation on law; Dissemination, legal education and legal aid for enterprises; Monitoring the implementation of the law and inspecting the implementation of the law on handling administrative violations; Judicial appraisal; State compensation and participation in litigation; National Assembly work... focusing on regulating the responsibility of coordinating the work of units under the Ministry in performing legal work and serving the work of the National Assembly.

Speaking at the meeting, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa highly appreciated the meticulous and careful preparation of the Legal Affairs Department and said that the Regulations covering legal affairs and National Assembly affairs of the Ministry of Natural Resources and Environment are the basis for organizing the implementation of assigned tasks; clearly defining the responsibilities of units under the Ministry in the process of performing legal affairs and National Assembly affairs; enhancing coordination between units; ensuring unity, synchronization, stability, publicity, transparency and ease of performing tasks. At the same time, overcoming difficulties and shortcomings in the practical implementation of legal affairs and National Assembly affairs of the Ministry of Natural Resources and Environment.

Therefore, relevant units in the Ministry need to invest in research, review and provide comments to develop the draft Regulation. In addition to the comments of the units in today's meeting, if there are any additional comments, the units should promptly send them to the Legal Department to complete the draft Regulation and soon submit it to the Minister for promulgation.
