Building and implementing community covenants and conventions

On September 14, 2023, the Ministry of Culture, Sports and Tourism issued Decision No. 2686/QD-BVHTTDL with the Plan to implement Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities.

Village rules and regulations are posted at the cultural house of Ma Bap village, Huong Lac commune (Lang Giang).

With the aim of raising awareness of the Decree and the responsibility of all levels, sectors, people, units under the Ministry and provinces and centrally run cities in implementing the Decree, ensuring timeliness, synchronization, unity, effectiveness and efficiency. Along with the requirement of having focus and key points, the content of work must be associated with the responsibility of each agency and unit; determining the coordination mechanism between agencies and units under the Ministry and localities in carrying out activities to implement the Decree nationwide.

Ensure regular and effective coordination between agencies and units under the Ministry and localities in implementing the Decree; specifically identify work contents, completion progress and responsibilities of relevant agencies and organizations in organizing the implementation of the Decree. Regularly inspect, urge and promptly guide difficulties and obstacles in the process of organizing the implementation of the Decree.

With the content of organizing the dissemination, propaganda and popularization of the contents of the Decree for civil servants of relevant state management advisory agencies. Organizing training courses and fostering professional skills in building and implementing village covenants and conventions in localities. Organizing propaganda and popularization of the contents of the Decree through specialized articles, reports and appropriate legal newsletters. Organizing the review of legal documents related to village covenants and conventions, proposing amendments, supplements, replacements and abolitions to ensure consistency.

Guide the recognition of progressive customs and practices; mobilize the elimination and non-application of backward customs and practices in village covenants and conventions. Inspect the work of building and implementing village covenants and conventions at the local level according to the provisions of law. Respond to recommendations and reflections on the implementation of laws on building and implementing village covenants and conventions. Inspect, handle violations, resolve complaints and denunciations in the implementation of laws on building and implementing village covenants and conventions.

The Ministry of Culture, Sports and Tourism also assigned the Departments of Culture, Sports and Tourism and the Departments of Culture and Sports to advise the People's Committees of provinces and centrally-run cities to direct the organization of training, introduction, propaganda and dissemination of the contents of the Decree in forms suitable to the conditions and actual situation of the locality; guide the People's Committees at district and commune levels to organize propaganda and dissemination of the contents of the Decree. Review legal documents related to village conventions and conventions issued by the People's Committees and People's Councils and handle them according to the provisions of law, and send the results to the Ministry of Culture, Sports and Tourism./.
