Thanh Hoa ranks 4th with an average score of 19.46. Then Phu Tho ranks 5th, Quang Ninh ranks 6th, Hai Phong ranks 7th, Ninh Binh ranks 8th, Bac Ninh ranks 9th, Hung Yen ranks 10th.

Ho Chi Minh City ranked 11th with an average score of 18.59. At the bottom of the rankings was Cao Bang with an average score of 16.79.

The remaining localities in the top 10 include: Hai Phong, Ha Nam, Ba Ria - Vung Tau (old), Ha Tinh.

Ho Chi Minh City (old) ranked 11th with an average score of 20,581.

Meanwhile, at the bottom of the 63 provinces and cities ranking according to the average score of block D01 is Ha Giang (old) with an average score of 14.656 - this is also the only locality with an average score below 15.
