Warmth and affection from a program

As a severely disabled veteran, Mr. Truong Ngoc Hanh (Tue Tinh Street, Dong Ba Ward, Phu Xuan District) and his family, after many years of living in a dilapidated house, were moved when the local government supported them with 30 million VND to repair their house. Mr. Hanh said that during the recent Lunar New Year, local leaders came to visit and wish him a happy new year. Seeing that his house was leaking and moldy, they put it on the list of support for repairs. Construction began on May 19 and is expected to be completed in about a month. "From now on, on rainy days, my whole family will no longer have to worry about leaking water. Thinking about living in a more spacious space makes everyone happy," said Mr. Hanh.

In many localities, families of meritorious people who are supported to build new or repair houses on this occasion all have the same joy when they are about to live in a solid house. Huong Van Ward (Huong Tra Town) is one of three localities in Huong Tra Town with the largest number of meritorious people's households supported to remove temporary houses. Mr. Hoang Tu Nam, Secretary of the Party Committee of Huong Van Ward, said that the locality is speeding up the process of removing temporary and dilapidated houses for 9 households, including 8 households of meritorious people. Right from the beginning of the year, the ward has assigned staff in charge to work directly with the households, grasping each specific situation to provide timely support. By the beginning of June, Huong Van Ward will complete the task of removing temporary houses for the above households.

From 2021 to present, Hue city has supported housing improvement for 1,461 households of meritorious people, including 255 new houses and 1,206 houses repaired. Recently, the City People's Committee issued Decision No. 400/QD-UBND dated February 17, 2025 on approving the Housing Support Project for meritorious people and relatives of martyrs. The total number of households proposed for support in this period is 559, including 236 newly built houses and 323 repaired houses, with a total cost of 23.85 billion VND from the central budget. In addition, localities have also proactively mobilized the "Repaying gratitude" Fund and local budgets to supplement and further support policy households.

However, according to the latest reports from localities, the number of households eligible for support has been adjusted to 512 houses (213 newly built houses, 299 repaired houses). As of May 20, 492 houses have been started, reaching a rate of 96.1%, of which 211 houses have been completed, reaching 41.2%.

Together to overcome difficulties

Most localities have committed to completing the temporary housing program for people with meritorious services before June 30, 2025. Of which, Phong Dien, Huong Tra, Huong Thuy towns and Quang Dien district are expected to complete before May 30; Phu Loc district is expected to complete before June 15. The remaining localities: A Luoi, Phu Vang, Phu Xuan district and Thuan Hoa district are also making every effort to complete on time.

The Steering Committee for Eliminating Temporary and Dilapidated Houses at all levels has organized extensive propaganda, disseminated the content and meaning of the program to each residential area, and mobilized the participation of the entire community. In many places, people, businesses, and organizations have contributed working days, materials, and human resources to support disadvantaged households.

"Determining this as an important political task closely linked to social security, demonstrating the morality of "remembering the source of water when drinking", from leaders to the people, everyone is involved. In addition to the support from the State, each newly completed house also receives contributions in cash, equipment, household appliances... from the government, mass organizations, and philanthropists," said Mr. Le Van Anh, Deputy Director of the Department of Agriculture and Environment, representative of the standing agency of the Steering Committee for Eliminating Temporary and Dilapidated Houses in Hue City.

The implementation process still has certain difficulties, especially in remote areas such as A Luoi, Phu Loc... when the infrastructure is not synchronized, the price of raw materials and construction materials is high, transportation conditions are difficult... Some households with meritorious services in urban areas and city centers are facing difficulties in land. The support level of 60 million VND/house for newly built houses and 30 million VND/house for repaired houses is still low compared to market prices.

To resolve the issue, localities are required to ensure site conditions and materials, mobilize shock forces to support transportation and construction, strengthen control of local construction material prices; at the same time, maximize the self-reliance of supported households during the construction process to reduce costs.

The housing support program for meritorious people is not only a practical act of "repaying gratitude", but also contributes to strengthening the people's trust in the leadership of the Party and the State. New, solid, and warm houses are evidence of the comprehensive care of the city's political system for meritorious people and their relatives.
