Eliminating temporary and dilapidated houses: Raising support level to 60 million VND/newly built house

From November 10, the support level will be increased to 60 million VND/newly built house and 30 million VND/repaired house to eliminate temporary and dilapidated houses in 2025. According to the Prime Minister , we must create a movement to promote the completion of the goal.

On the morning of November 10, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, chaired the first meeting of the Steering Committee.

Also attending were Chairman of the Vietnam Fatherland Front Do Van Chien, Deputy Head of the Steering Committee; Deputy Prime Minister, Minister of Finance Ho Duc Phoc; Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, Deputy Head and Standing member of the Steering Committee; and leaders of ministries and branches who are members of the Steering Committee...

On behalf of the Steering Committee, Prime Minister Pham Minh Chinh commended and highly appreciated the Ministry of Labor, War Invalids and Social Affairs (MOLISA), Vietnam Television and relevant ministries and agencies for their careful preparation and good implementation of the live TV program launching the campaign to eliminate temporary and dilapidated houses in early October; mobilizing nearly 6,000 billion VND.

The Head of Government noted that in a short time, the Ministry of Labor, Invalids and Social Affairs has closely coordinated with the Government Office to submit the Decision on establishment and the Regulations on the operation of the Steering Committee and carefully prepared the first meeting.

Basically agreeing with the content of the report of the Ministry of Labor, Invalids and Social Affairs and the dedicated, responsible and practical opinions of the members of the Steering Committee and delegates attending the meeting, the Prime Minister requested the Ministry of Labor, Invalids and Social Affairs and the Government Office to fully synthesize and absorb the opinions to complete the reports and the Conclusion Notice for unified implementation.

Nationwide, there are still about 315,000 households facing housing difficulties.

As part of the series of activities of the Month for the Poor, this is an important meeting to orient the approach, remove obstacles, and ensure the successful implementation of the Program to eliminate temporary and dilapidated houses nationwide in 2025.

The Head of Government clearly stated his determination to strive to achieve the goal of completing the elimination of temporary and dilapidated houses nationwide by 2025, 5 years earlier than the original target.

However, up to now, the whole country still has about 315,000 households with housing difficulties (about 106,000 households of meritorious people, 46,000 households under the national target program and 153,000 other poor and near-poor households) needing support to improve their housing.

This contributes to implementing preferential policies for people with meritorious services, achieving the goal of sustainable poverty reduction, and ensuring social security.

The Prime Minister asked members to give their opinions on specific tasks and key solutions proposed in the Report of the Ministry of Labor, Invalids and Social Affairs, the standing agency of the Steering Committee.

According to the Prime Minister, this is a common task of the entire political system, requiring the promotion of people's strength, with a comprehensive, all-people approach.

There is no reason for people to live in temporary, dilapidated houses.

Reporting in detail on the housing support situation for beneficiaries, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung said that there are still about 106,000 meritorious households nationwide facing housing difficulties. The total estimated cost is over 4,000 billion VND (the support level for new construction is 60 million VND, the support level for repairs is 30 million VND).

On September 27, 2024, the Government Standing Committee held a meeting on policies to support the construction of new houses or the renovation and repair of houses for people with revolutionary contributions, relatives of martyrs, and the allocation rate of support capital from the central budget and the corresponding rate of support capital from the local budget. The Ministry of Construction is completing the dossier to submit to the Prime Minister for approval according to regulations.

Regarding housing support from the two national target programs, it is estimated that by the end of 2024, the total number of households receiving housing support from the National Target Program for Sustainable Poverty Reduction will be 60,040 households (the central budget has allocated more than 2,300 billion VND).

The Ministry of Labor, Invalids and Social Affairs proposed allocating more than VND 1,266 billion from the central budget in 2025 to build new houses and repair the remaining nearly 40,000 houses.

From the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas, up to now, the whole country has supported about 18,200 houses for poor households. According to reports from localities, it is expected that in 2025, about 21,800 houses will be supported with a total cost of about 673,721 million VND.

Regarding housing support from the Program to eliminate temporary and dilapidated houses, the Program launched on October 5, 2024 has mobilized 5,932 billion VND... 34/631 localities have issued resolutions of the provincial People's Council or resolutions of the provincial Party Committee, plans of the provincial People's Committee to implement the Movement locally.

Immediately after the Government's launching program on October 5, 2024, General Secretary To Lam presented 200 houses to support Quang Tri province; General Phan Van Giang, Minister of National Defense, supported Ha Tinh province with 25 billion VND to build 500 houses and informed that he would support Nghe An province with 10 billion VND; The Ministry of Public Security handed over 1,300 houses to the poor in Tra Vinh province with a total cost of 84 billion VND.

According to the synthesis of the Vietnam Fatherland Front, by November 6, 2024, the Central Fund for the Poor had received an additional 10 billion VND in support from organizations and individuals.

The Head of Government requested to diversify resources in a comprehensive, widespread, and inclusive manner. The Central Government allocates state budget funds for programs and projects to support housing for people with revolutionary contributions, national target programs, and housing support projects for poor and near-poor households.

Ministries, branches and localities arrange and allocate sufficient capital for programs according to the set plan.

At the same time, call on all people and businesses to diversify forms of support with the spirit: "Whoever has something to contribute"; strengthen information and propaganda work, create social motivation and inspiration for everyone to support and join hands in implementing the Program...

The Prime Minister agreed that from today, the support level for removing temporary and dilapidated houses will be increased to 60 million VND/newly built house (currently 50 million VND) and 30 million VND/repaired house (currently 25 million VND); along with the state budget, it is necessary to encourage forms of socialization.

The Ministry of Labor, Invalids and Social Affairs coordinates, advises and proposes to the Steering Committee.

Regarding the assignment of tasks to ministries, branches and localities, the Prime Minister assigned the Ministry of Labor, Invalids and Social Affairs to perform the role of coordinating, grasping the situation, advising and proposing to the Steering Committee; presiding over and closely coordinating with the Ministry of Construction and relevant ministries and agencies to review and guide remaining procedural issues.

The Ministry of Construction urgently researches and designs a number of typical housing models, ensuring technical requirements, quality, efficiency, and suitability to the characteristics of each locality and region...

The Ministry of Finance is assigned to take the lead in proposing, arranging, and providing guidance on the state budget; requiring the use of funds from the 5% savings in state budget expenditures and housing support funds from the two national target programs to ensure convenience and speed, eliminating the "ask-give" mechanism, and preventing loss, waste, and negativity.

The Ethnic Committee urges, guides, and inspects localities to resolve the shortage of residential land, housing, production land, and domestic water, ensuring support is completed by 2025.

The People's Committees of provinces and centrally-run cities focus on synchronously, drastically and effectively implementing housing support for people with meritorious services, the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025"; ensuring the right subjects, standards, no overlap with support activities from the state budget, no loss, waste, corruption, negativity...

The Ministry of Information and Communications develops a communication plan; the Vietnam Fatherland Front directly implements and guides the Fatherland Front at all levels to receive support from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund for the Poor...
