Efforts to overcome shortcomings
Deputy Director of the Department of Construction Nguyen Ngoc Son said: According to the survey, the main cause of flooding in Bac Giang ward is the degraded drainage system. Some areas have weak soil, uneven construction heights and conflicts with the drainage system at important intersections. In particular, three large basins including 3/2 Square, residential area No. 2 and Hung Vuong Street have an unsynchronized underground sewer system, which is often clogged and blocked by mud.

Meanwhile, dredging and clearing the drainage system has not been done regularly. The last dredging of the main sewer system was 4 years ago and up to now there has been no dredging project. Through inspection, the authorities found that the manholes and sewers contained a lot of construction waste (sandbags, excess concrete, wooden formwork, bricks and stones, etc.). In particular, at some points, tree roots on the sidewalk grew deep into the sewers, creating barriers that obstructed the flow.
There are also some other reasons such as: 1 pump at Chau Xuyen 2 Pumping Station is broken and cannot operate simultaneously with the remaining 3 pumps; the regulating lake system (Hoang Hoa Tham park lake, Vinh Ninh and Quang Minh lakes...) in the area has not been operated flexibly due to the use of manual sluice gates, which is not suitable for situations of heavy rain occurring quickly and unexpectedly... These are also major obstacles leading to the drainage process, causing localized flooding in Bac Giang ward.
Faced with the above situation, the Department of Construction chaired a conference to comprehensively assess the current status of the drainage system in Bac Giang ward, proposing to separate the 3 basins into independent drainage areas. The top priority is the area of 3/2 Square and Quang Minh Lake, which is often heavily flooded, to control the flow and reduce the load on the central streets. The Bac Giang Construction Investment Project Management Board (under the Bac Ninh Province Civil and Urban Development Project Management Board No. 1) - the unit assigned the direct task, coordinated with the Bac Giang Urban Works Management Joint Stock Company to organize the dredging of all sewers and manholes in key areas. Mr. Nguyen Van Son, Deputy Director in charge of Bac Giang Construction Investment Project Management Board said: "At the end of July and the beginning of August, the unit completed dredging, cutting tree roots, clearing sewers, manholes, and water intakes in flooded basins such as: D600 sewer line on Hoang Van Thu street; D1000 sewer line on Nguyen Thi Minh Khai street; D1200 sewer line on Hung Vuong street".
In addition, the Bac Giang Construction Investment Project Management Board also reviewed and implemented dredging of the following sewer lines: Route D1500 Hoang Van Thu Street (section from Hoang Quoc Viet Street to Le Hong Phong Street, reaching about 30% of the volume, expected to be completed before August 15); Route D1000 Hoang Quoc Viet Street (section from Ly Tu Trong Street to Hoang Van Thu Street, reaching 60% of the volume, expected to be completed on August 10). In particular, at Hoang Hoa Tham Park Lake and Thanh Nien Street, the old sluice gates have been removed and replaced with automatic sluice gates, contributing to ensuring the safe operation of the urban drainage system.
With the drastic participation from the province to the grassroots, the initiative of specialized units, the flooding situation which used to be considered a "nightmare" every rainy season for the people of Bac Giang ward has been gradually overcome. Along with that, the investor also checked the elevation of the sewer lines, widened the inlet gates, renovated the water retaining walls, and completely cleared some sewer lines with conflicting functions. Some important locations such as the intersection of Hung Vuong - Hoang Van Thu Street have been handled to prevent the flow from rushing to low-lying areas. Mr. Doan Huy Phu, Director of Bac Giang Urban Works Management Joint Stock Company said: "On August 6, under the leadership of the Department of Construction, the unit mobilized more than 30 workers and 2 machines to complete dredging 5 manholes to overcome the flooding situation in the Quang Trung area. It is expected that in the coming days, the Company will continue to survey and dredge the drainage system of Quang Trung Street with a length of about 200 m".
In Bac Giang ward, following the direction of the provincial leaders, the ward People's Committee established a Flood Prevention and Control Team consisting of 32 members. Of which, 1 Vice Chairman of the ward People's Committee is the Team Leader. The Team has assigned specific tasks to each member according to the area, ensuring the principle of "clear people, clear work, clear area of responsibility".
During heavy rains, ward leaders directly inspect areas at risk of flooding to mobilize forces to collect garbage and leaves at the water intake, ensuring that the flow is not blocked. Mr. Tran Van Thanh, Chairman of the Ward People's Committee, shared: "In the coming time, the ward will continue to direct the departments and the Flood Prevention and Control Response Team to coordinate with units in thoroughly handling and collecting garbage at water intake manholes. Develop a plan to mobilize forces to organize propaganda and mobilize people to actively participate in garbage and waste collection activities, not to block the drainage system and respond to flooding situations during heavy rains. At the same time, regularly participate in inspection and supervision teams, promptly handle cases of encroachment on drainage ditches, and acts of obstructing water collection in the ward."
Government and People acknowledge
During the inspection on August 2 at Hoang Hoa Tham Lake and the water channel to Van Son pumping station, Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged and commended the efforts of Bac Giang ward, which has recently basically handled the points causing congestion, filling, and blocking the flow at some water points causing flooding. In particular, the units have proposed a mechanism to change the plan, the way of operating, managing and coordinating between functional agencies in preventing flooding for the central area of Bac Giang ward.
The Chairman of the Provincial People's Committee assigned the Director of the Department of Construction to be the Head of the Special Working Group, responsible for monitoring and updating the progress of dredging and clearing sewers and canals regularly. This working group is directly directed by Mr. Pham Van Thinh, Vice Chairman of the Provincial People's Committee. Departments and branches synchronously and drastically deploy both short-term and long-term solutions to thoroughly handle the flooding situation in Bac Giang ward.

Ms. Nguyen Thi Nhung, a vendor on Quang Trung Street, said: “Flooding has greatly affected people’s travel and business. Thanks to the participation of all levels and sectors, some flooded areas have recently been resolved, water drainage time is faster, and people are very excited. However, to have a spacious urban appearance and clean landscape, we hope that local authorities will quickly and thoroughly handle the situation, creating favorable conditions for people’s lives.”
The people's aspirations are also the concerns and responsibilities of the provincial authorities and functional agencies. At the meetings, the Department of Construction proposed to separate the rainwater and wastewater drainage systems, ensuring environmental sanitation and limiting re-flooding. The project to renovate and upgrade the drainage system in the Bac Giang city area (formerly) is being restarted and adjusted in this direction, expected to be completed before January 15, 2026. Mr. Nguyen Viet Hung, Director of the Department of Construction, informed: "We are studying the construction of a box culvert on Nguyen Thi Minh Khai Street with dual functions, both draining and storing water; at the same time, considering the model of a semi-flooded park, a green strip with water permeability, contributing to reducing pressure on the drainage system".
The Department of Construction also recommends designing sidewalks with tree planting holes with hidden curbs to increase the ability of surface water to permeate, limiting the situation of paving too high, preventing water from draining into the pit. Roads should prioritize the construction of median strips with lower elevations than the road surface to increase the permeation area. In addition, the Department's leaders also requested the People's Committee of Bac Giang Ward to strengthen the inspection of construction order, promptly remind and handle construction sites that leave materials clogging sewers and pits.
