In order to minimize traffic accidents and collisions caused by drivers using alcohol and beer, the Provincial Police have been implementing many synchronous and effective solutions, thereby gradually contributing to ensuring traffic order and safety (TTATGT) in the area.
Strengthen inspection, detection and strict handling of violations
On the evening of January 27, although the outside temperature was only 8-9 degrees Celsius, very cold, the working group of the Traffic Police - Order Team (CSGT - TT), Phu Ly City Police still set up checkpoints, conducted inspections, and measured the alcohol concentration of hundreds of drivers of cars and motorbikes passing through the intersection at the foot of Chau Son Bridge (Phu Ly City). Through inspection, 5 cases of drivers violating alcohol concentration were discovered and recorded (2 car drivers, 3 motorbike drivers). Of which: 1 case of a car driver violating alcohol concentration at a fairly high level of 0.264 mg/liter of breath, was fined 17 million VND, had his driving license revoked for 17 months, and had his vehicle impounded for 7 days; 1 driver violating the level of 0.039 mg/liter of breath was also fined 7 million VND, had his driving license revoked for 11 months, and had his vehicle impounded for 5 days; A case of a motorbike driver violating the level of 0.42 mg/liter of breath was fined 7 million VND and had his driving license revoked for 24 months.
Mr. N.D.T (residing in Hung Ha district, Thai Binh province), who drove with an alcohol concentration of 0.264 mg/liter of breath, admitted that he had drunk alcohol before driving. The reason he gave was that he had just attended a year-end party at the company and could not refuse his partner, so he drank alcohol. Through this lesson, I will learn a profound lesson, never drive after drinking alcohol, beer, it is not only unsafe but also causes economic losses. Similarly, Mr. D.HX (residing in Bac Ly commune, Ly Nhan district), who drove a motorbike with an alcohol concentration of 0.42 mg/liter of breath, explained: I went to a party with a group of friends working at the same company at a restaurant in Chau Son ward and then drove home. When I got there, the police stopped my car, checked my alcohol concentration and fined me. I am very regretful and remorseful...

It can be said that the Traffic Police - TT force, Phu Ly City Police set up checkpoints, increased inspection and handling of cases of alcohol concentration violations when participating in traffic through the area has limited cases of driving after drinking alcohol, contributing to controlling and reducing traffic accidents (TNGT). Lieutenant Colonel Luu Tuan Anh, Captain of the Traffic Police - TT Team, Phu Ly City Police said: At the end of the year, people often tend to participate in festivals, meetings, summaries... If propaganda, prevention and handling are not done well, the risk of traffic accidents and collisions caused by alcohol is very high. On the basis of clearly identifying the causes, the situation, basic investigation, determining key routes, areas and time frames with the risk of alcohol concentration violations, the unit has arranged forces and means to conduct inspections and handle to prevent drivers from participating in traffic after drinking alcohol. In particular, before, during and after the Lunar New Year, the unit will strengthen inspection and strictly handle violations of alcohol concentration; continuously change time and location, and strictly handle violators.
The number of cases of drivers violating alcohol concentration when driving a vehicle in traffic was quite large at the beginning of the peak period, but in recent days, the number of violations of alcohol concentration has tended to decrease. This shows that the awareness of traffic participants has been raised. However, according to the assessment, the time before, during and after Tet and the spring festivals will tend to increase. Therefore, in addition to handling violations of alcohol concentration according to the motto "no forbidden areas, no exceptions", each person participating in traffic needs to raise awareness, not to drive a vehicle after consuming alcohol. Along with that, organizations, agencies and units need to strengthen the dissemination of legal regulations on alcohol concentration violations in order to gradually form the habit of "if you drink alcohol, do not drive", thereby contributing to ensuring safety for yourself, your family and the whole society.

Previously, the working group of Traffic Police Team No. 2, Traffic Police Department of the Provincial Police coordinated with the working group of the Traffic Police Department while patrolling and controlling National Highway 21 (Phu Ly - Nam Dinh route) to conduct an inspection and discovered that driver NVC (residing in Nghia Hung district, Nam Dinh province) was driving a car with license plate 18T-207XX with a breath alcohol concentration of 0.135 mg/liter of breath. With this violation, Mr. NVC was fined 17 million VND, had his driving license revoked for 18 months, and had his vehicle impounded for 7 days. Lieutenant Colonel Pham Hong Quang, Captain of Traffic Police Team No. 2, Traffic Police Department of the Provincial Police, said: Strictly implementing the direction of the Provincial Police Director and the leaders of the Traffic Police Department on launching a peak period to ensure traffic safety during the Lunar New Year of Giap Thin and the spring festivals of 2024, we have focused on patrolling on routes and areas with complicated traffic safety issues. When detecting violations, we will strictly handle them. During the inspection and handling process, we thoroughly understand "No forbidden zones, no exceptions", especially in cases of intervention to ask for forgiveness of violations; the temporary detention of vehicles and related documents must also comply with legal regulations, and vehicles and documents must not be returned before the prescribed deadline.
With the determination and drastic measures of the authorities, the strict handling of alcohol concentration violations has brought about clear results. A report from the Provincial Traffic Safety Committee shows that in 2023, the whole province conducted alcohol concentration checks and measurements for over 250,000 drivers of cars, motorbikes and scooters; of which, 3,439 cases of alcohol concentration violations were detected and recorded, fined over 18.3 billion VND, 3,218 vehicles were temporarily detained, and 2,553 driving licenses were revoked. Especially during the peak period of ensuring traffic safety during the Lunar New Year and the spring festivals of 2024 (from January 11 to present), the provincial traffic police force has checked and measured alcohol concentration for over 1,000 cases; In which, over 250 cases of alcohol concentration violations were detected and recorded, 1.8 billion VND was fined, 232 vehicles were detained, and 198 driving licenses were revoked.
Strengthening propaganda combined with increased patrolling and control
The situation of people drinking alcohol and beer but still driving cars, motorbikes and motorbikes is one of the causes of many traffic accidents. According to the authorities, before, during and after the Lunar New Year and the early spring festivals are the times when many summaries, parties, year-end parties and New Year greetings take place, so the number of people using alcohol and beer increases, posing many potential risks of traffic safety and traffic accidents. Official Dispatch No. 1300/CD - TTg dated December 5, 2023 of the Prime Minister on ensuring traffic safety during the New Year, the Lunar New Year of Giap Thin 2024 and the Spring Festival 2024; Thematic plans of the Ministry of Public Security , the Provincial Police Director, the functional forces of the Provincial Police and the police of districts, towns and cities develop plans to focus on controlling and handling thematic violations of alcohol concentration throughout the province.
Accordingly, the Traffic Police, the Provincial Police and the police of districts, towns and cities have established working groups. In addition to setting up checkpoints at key routes and areas, the Traffic Police - TT force has increased armed patrols during rush hours, evenings, holidays and weekends. Along with fines and driving license revocation, all cases of alcohol concentration violations are recorded by the Traffic Police and notifications are sent to the locality, agency and unit of the violator. In addition, the Traffic Police Department has advised the Provincial Police to deploy a plan to propagate and mobilize people to strictly comply with the Road Traffic Law and legal regulations on ensuring road traffic safety, especially the harmful effects of using alcohol and beer when driving. At the same time, the Traffic Police force also strengthens coordination with relevant units to organize propaganda and disseminate legal regulations on traffic safety, such as: oral propaganda, hanging banners on traffic routes, propaganda through patrols and controls; propaganda of Decree 100 of the Government regulating administrative sanctions in the field of road and railway traffic; causes and consequences of traffic accidents due to the use of alcohol and beer.
