Xuan Lap emphasizes the pioneering and exemplary role of cadres and Party members.

The leaders of Phong Coc village are promoting and encouraging residents to maintain the criteria of a model new rural village.

Sharing his experience in successfully building a model new rural village, Mr. Tran Ngoc Hoa, Party branch secretary and head of Phong Coc village, said: "When we started implementing the project, the village faced many difficulties because some households were not yet aware of the content and significance of building a model new rural village; some indicators and criteria had been met according to regulations, but their sustainability was not high... After investigating the causes and understanding the actual situation, with high determination, the village Party branch issued a specialized resolution on building a model new rural village; at the same time, specific tasks were assigned to each Party member. Following the motto 'Party members lead the way, the people follow,' Party members in the branch have taken the lead in transforming the economic structure, helping each other reduce poverty, building cultural families, and encouraging their children and grandchildren to actively participate." The exemplary conduct of cadres and Party members in emulation movements and campaigns has strengthened the people's trust and consensus in the Party committee and government, which is an important prerequisite for Phong Coc to quickly achieve the goal of becoming a model new rural village in 2022. For many consecutive years, the village has achieved the status of an advanced cultural residential area at the district level; in 2021, it achieved the status of an outstanding advanced residential area and was awarded a Certificate of Commendation by the Chairman of the Provincial People's Committee.

Xuan Lap commune was established by merging the natural area and population of the communes of Xuan Lai, Xuan Lap, Xuan Minh, and Truong Xuan. After the consolidation, the commune's Party Committee has 54 subordinate Party committees and branches, with 2,216 Party members. To concretize the resolutions and directives of higher levels on Party building and the political system, the commune's Party Committee has focused on thoroughly reviewing, supplementing, and perfecting regulations and rules on relationships, working methods, management, and personnel organization; in particular, emphasizing the pioneering and exemplary role of cadres and Party members, considering it a central and continuous political task in Party building. Strengthening decentralization and delegation of power, coupled with accountability for leaders and regulations on exemplary conduct by key leaders at all levels, aims to enhance the leadership capacity, effectiveness, and efficiency of the government apparatus. To concretize the content of moral and lifestyle training in accordance with the spirit of Resolution No. 4 of the Central Committee (12th Congress), Party committees at all levels have directed the strengthening of exemplary conduct among cadres and Party members, specifying it as evaluation criteria. Party committees have focused on key, complex issues, proposing specific solutions and linking the exemplary role of leaders in leadership, direction, and implementation to the promotion of leadership.

After more than two months of official operation, the commune has consolidated its staff of officials and civil servants, clearly assigning functions, tasks, and powers; establishing working regulations to ensure coordination between departments. Decisions, plans, and resolutions serving socio-economic development have been issued and implemented promptly. The high sense of responsibility of the heads of the Party committee, the government, and officials of the departments has demonstrated the spirit of "government serving the people," being close to the people, forming a unified and orderly work style, and creating trust among the people. The handling of administrative procedures at the commune's Public Administrative Service Center has gradually improved, meeting the needs of citizens and businesses. Initially, there have been no complaints regarding the attitude of officials or the processing time. Of the 1,085 public service applications received, the center has processed 869 applications ahead of schedule or on time, accounting for 99.5%. Currently processing 150 applications; 62 applications returned due to insufficient eligibility; only 4 applications are overdue, accounting for 0.5%.

According to Ly Dinh Sy, Secretary of the Party Committee and Chairman of the People's Council of Xuan Lap commune, when leading, directing, and organizing movements and campaigns, the leader himself must be exemplary and pioneering so that cadres, Party members, and the people will learn from and follow his example. In implementing the two-tiered local government system, the change in functions and tasks requires all cadres and civil servants, including the leaders, to proactively and actively approach directives from higher levels, review documents, and thoroughly study each task to ensure effective operation and avoid being caught off guard.

Although there are still many difficulties due to some officials and civil servants being hesitant in implementing tasks according to the new model, and uneven management and work handling skills; they also have to take on many tasks leading to overload and low work efficiency. The coordination process between provincial-level departments and communes is sometimes slow, leading to delays in resolving administrative procedures and documents. Some sensitive areas (land, construction, security and order) lack a complete decentralization and delegation mechanism, causing difficulties for communes when handling arising issues. In addition, the physical infrastructure and equipment for management and operation are not yet synchronized; Although there are not many specific mechanisms and policies to encourage and motivate commune officials, the fact that officials and Party members, especially leaders, have demonstrated exemplary conduct and creativity through concrete and practical actions in grassroots life has gradually overcome difficulties and helped Xuan Lap successfully complete its assigned political tasks.
