Reporting at the Conference, Deputy Minister Phung Duc Tien said that from the beginning of the year, the Ministry of Agriculture and Environment has quickly implemented the directives and management documents of the Government and the Prime Minister.
The Ministry's action program focuses on synchronizing tasks and solutions in all areas, from stabilizing the organizational apparatus after the reorganization to proactively responding to policies in the face of domestic and international fluctuations.
In institutional and policy reform, the Ministry has decentralized 489/630 administrative procedures to localities, equivalent to 77.62%. The total number of proposed business investment conditions to be cut is 277/846 (32.74%); the proposed time to handle administrative procedures is cut by 5,735/16,667 days (34.41%); the proposed cost of compliance is cut by 5,086/9,702 billion VND (52.42%).
According to the report, the growth rate of added value of the entire agriculture, forestry and fishery sector reached 3.84% over the same period in 2024. Of which, agriculture increased by 3.51%; forestry increased by 7.42%; and fishery increased by 4.21%. This is the second highest growth rate in the 2021-2025 period, basically achieving the growth target for the first 6 months of the year.
Agricultural, forestry and fishery export turnover reached 33.84 billion USD, up 15.5% over the same period; trade surplus reached 9.83 billion USD, up 16.3% and higher than the general trade surplus of the economy (7.63 billion USD).
Based on the results of the first 6 months of the year, the Ministry is updating the growth scenario for the third quarter, fourth quarter and the last 6 months of the year, proposing breakthrough, feasible and effective solutions. At the same time, it is preparing the growth scenario for the period 2026-2030.
The sector identifies public investment disbursement as an important indicator in evaluating task performance. Therefore, the Ministry will study and assign monthly and quarterly disbursement targets to each investor, ensuring legal procedures, efficiency and quality.
In particular, the industry will continue to effectively implement the Politburo's "four pillars" Resolutions (Nos. 57, 59, 66, 68), focusing on removing institutional barriers and promoting digital transformation in agricultural and environmental management. Vocational training for farmers is focused on market and business needs.
The Ministry also aims to build a digital government, digital agriculture, digitize environmental resource data, form a big data platform such as geographic maps, land, remote sensing, creating a foundation for the digital economy of the Agriculture and Environment sector.
One of the major focuses is to organize the 1st Congress of the Party Committee of the Ministry of Agriculture and Environment for the 2025-2030 term. Along with that is to amend and supplement the Land Law after the Central Committee issued a new Resolution; develop a draft Government Resolution to remove difficulties in implementing the Law on Geology and Minerals; develop a draft Law amending a number of laws in the fields of agriculture and environment to implement the two-level local government model.
