Comprehensive strength

Established at a time when the whole country was in the resistance war against the French colonialists (July 12, 1949), having to face countless hardships, the provincial armed forces proactively overcame and quickly stabilized the organization and staffing. While consolidating and developing the force, they also participated in combat and continuously matured in all aspects.

After the Dien Bien Phu victory, the provincial armed forces actively participated in overcoming the consequences of war and fighting against spies, commandos, bandits, and traitors. During the resistance war against the US, the provincial armed forces both consolidated and built, protected the locality, participated in production to support the frontline, and fought against the destructive war, together with the whole country to defeat the US imperialists. At the same time, the provincial armed forces participated in carrying out international missions to help Laos. Together with the army and people of the whole country, they fought to protect the Fatherland's borders.

Promoting the heroic Dien Bien Phu tradition, in recent years, the Party Committee and the Provincial Military Command have focused on directing the synchronous and drastic implementation of many solutions to build a strong and comprehensive unit. The Provincial Military Command regularly attaches importance to and effectively combines the education of Marxism-Leninism and Ho Chi Minh's thought with the education of traditions for the regular forces, militia and self-defense forces (MDF), and reserve forces (RDF).

Building a clean and strong provincial Military Party Committee is identified as a basic and key content to enhance the Party's leadership over the armed forces. Therefore, the Provincial Military Party Committee has focused on improving the fighting strength and leadership capacity of grassroots party organizations within the Party Committee. Combining the building of a clean and strong party organization with the building of a comprehensively strong, "Exemplary, typical" agency and unit, linking the building of cadres with the training of party members.

Up to now, the whole province has built and consolidated 278 militia bases, accounting for 2.3% of the population.

With the training motto of “Basic, practical, solid”, agencies and units regularly train to improve the management, command and operation capacity of officers, and the technical and tactical practice capacity of non-commissioned officers and soldiers. The quality of combat readiness, training and exercises of the provincial armed forces is constantly improved, especially the practice of combat situations in conditions where the enemy uses high-tech weapons.

In addition, the Provincial Party Committee and Military Command advise the Provincial Party Committee and Provincial People's Committee to pay attention to building the militia and self-defense forces. Up to now, the whole province has built and consolidated 278 militia and self-defense bases, including nearly 3,600 party members. The arrangement of reserve soldiers into self-defense units reached 97.5%, and the technical equipment reached 100%.

Continuing the glorious tradition

Dien Bien is a mountainous, border province in the northwest of the country, ethnic minorities account for over 80% of the population; infrastructure, conditions for socio-economic development are still limited. The political security situation, social order and safety in the area always have many potential complex factors. Especially the activities of free migration, illegal proselytizing, illegal border crossing, drug crimes; hostile and reactionary forces constantly sabotage the great national unity bloc, oppose the government.

As the core in carrying out military and defense tasks, over the years, the provincial armed forces have always thoroughly grasped the resolutions of the Party and Party committees at all levels on mass mobilization work. At the same time, they have coordinated with departments, branches, organizations, and local authorities to well perform the function of "Working Army", promoting the qualities and traditions of "Uncle Ho's soldiers". Cadres and soldiers have actively stayed close to the people and villages to propagate and mobilize the people, building a solid "people's hearts and minds position".

Promoting the spirit of Dien Bien Phu Victory, in recent years, the provincial armed forces have gradually improved their overall strength and combat readiness, closely combining socio-economic development with strengthening national defense and security and building a strong political base. Thereby firmly protecting national border sovereignty, maintaining political security and social order and safety.

Promoting the qualities of “Uncle Ho’s soldiers”, the officers and soldiers of the armed forces have not been afraid of difficulties and hardships to join the people of all ethnic groups, actively implementing the “4 together” with the people. While helping and supporting, they have also combined propaganda and mobilization to develop production, eliminate hunger, reduce poverty, build new rural areas, and a new cultural life; together with the people, fight against the plots and tricks of hostile forces to divide the great national unity bloc.

In the period of 2019 - 2024, the Military Forces have promoted their core role, coordinating with other forces to handle 267 cases of fire, forest fire, rescue, and collapse rescue; helping more than 167 households evacuate safely to avoid floods, and repairing 250 houses with blown-off roofs. In particular, the Provincial Military Forces have established 15 working groups (teams) to participate in building 86 comprehensively strong communes and wards.

In the fight against the Covid-19 pandemic, with the spirit of "Fighting the epidemic like fighting the enemy", the officers and soldiers of the armed forces are not afraid of difficulties, hardships, and dangers; while promoting training and combat readiness, they actively and proactively coordinate closely with other forces to organize activities to prevent, control, and repel the epidemic. The Provincial Military Command has mobilized 484 officers, soldiers, and military medical staff from the regular force and the DBDV to strengthen the grassroots medical system to organize testing, receive, and quarantine more than 27,800 citizens. In particular, military medical officers and staff of the Provincial Military Command have volunteered to support Binh Duong province in preventing, fighting, and defeating the Covid-19 pandemic.

Over the past 75 years, the provincial armed forces have continuously grown, effectively promoting the glorious tradition of the Vietnam People's Army and the spirit of Dien Bien Phu Victory in building, fighting and growing. The provincial armed forces will continue to strive and train to be worthy of the trust of the Party Committee, government and people of all ethnic groups in Dien Bien province.
