Yen Bai appoints Mr. Tran Ngoc Luan as Director of Department of Agriculture and Environment

Here, Chairman of Yen Bai Provincial People's Committee Nguyen Tuan Anh presented the decision to appoint Director of the Department of Agriculture and Environment to Mr. Tran Ngoc Luan - Director of the Department of Natural Resources and Environment.

At the Conference, the leaders of the Department of Home Affairs announced the Resolution of the Provincial People's Council on the establishment of new specialized agencies under the Provincial People's Committee.

Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee: Establishing the Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Establishing the Department of Finance on the basis of merging the Department of Planning and Investment and the Department of Finance; Establishing the Department of Construction on the basis of merging the Department of Transport and the Department of Construction; Establishing the Department of Science and Technology on the basis of merging the Department of Information and Communications and the Department of Science and Technology; Establishing the Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; Establishing the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee and taking over the state management function of religion from the Department of Home Affairs.

At the same time, reorganize specialized agencies under the Provincial People's Committee: Provincial People's Committee Office, Department of Industry and Trade, Department of Education and Training, Department of Justice, Department of Culture, Sports and Tourism, Department of Health and Provincial Inspectorate.

After the establishment and reorganization, Yen Bai Provincial People's Committee has 13 specialized agencies, reducing 5 agencies.

Mr. Tran Ngoc Luan has held the positions of Deputy Head of the Department of Government Construction - Provincial Department of Home Affairs, Head of the General Department - Provincial Party Committee Office; Deputy Chief of the Provincial Party Committee Office, Chairman of Tram Tau District People's Committee, Chief of the Yen Bai Provincial Party Committee Office. In August 2024, he held the position of Director of the Department of Natural Resources and Environment before being appointed to the position of Director of the Department of Agriculture and Environment.
