Implementing the Resolution of the 13th National Party Congress and the 19th National Party Congress of the province with the flexible and effective leadership, direction and management of the Party Committee and government, the participation of the entire political system and people of all ethnic groups in the province, up to now, Yen Bai has achieved important results in many fields with many outstanding achievements, creating a solid driving force to successfully implement the goals set out in the Resolution; in which "green" development has been and is being strongly concretized in practice.
Yen Bai has great potential and strengths in land resources, forest resources, and water resources. Therefore, although it is a small-scale economic province, it does not have to take on a large responsibility for growth and economic scale; but Yen Bai's great responsibility in development orientation is to carry out the mission of preserving forest resources and water resources.
The simple "green" development philosophy is to preserve and regenerate forest and water resources, which are carbon sinks and green lungs not only for the midlands and mountainous areas of the North but also for the capital Hanoi and the provinces of the Northern Delta.
One of the seven key tasks set out in the Resolution of the 19th Provincial Party Congress to focus on leadership implementation is: continuing to restructure the economy towards green development, in line with the province's potential and advantages; focusing on developing agriculture and forestry according to the value chain associated with building sustainable new rural areas; developing environmentally friendly industries, becoming a driving force for rapid and sustainable economic growth; developing green, unique, attractive tourism, becoming one of the leading tourist destinations in the Northwest region.
In recent years, Yen Bai has been actively and gradually implementing the innovation of the growth model based on the existing potential and strengths to develop agricultural production in a safe and organic direction associated with the protection of the ecological environment. In forestry production, the province has always paid attention to the protection, development and improvement of forest quality.
The average annual forest planting area is over 15,000 hectares, maintaining a forest coverage rate of 63%. The province has implemented assessments and certification of sustainable forest management and organic production to improve forest quality.
Policies to support sustainable afforestation using technical advances continue to be effectively implemented, and the scale and area of key forestry crops in the province are increasing.
Since then, the scale and forest coverage rate have been maintained, and the quality of the forest has been improved day by day. This is considered one of the strategic solutions to enhance carbon absorption capacity. In addition, Yen Bai has actively attracted over 60 enterprises to invest in applying high technology and advanced technology to forest product processing to increase the added value of products and minimize negative impacts on the environment.
In crop production, restructuring production, every year, the province maintains and develops the planting area of the province's key crops, the rate of greening fields is increasing day by day. Scientific advances in varieties and cultivation processes are increasingly applied in production to increase productivity, quality and minimize environmental impacts, specifically: organic composting techniques using microorganisms; improved rice cultivation techniques SRI; safe vegetable and fruit production techniques; integrated plant health management solutions (IPHM); management and issuance of planting area codes, etc.
Along with that, environmental protection work during the production process is concerned, directed and implemented, guiding producers to use fertilizers reasonably, increase the use of organic fertilizers, collect and treat hazardous waste arising from production activities (plant protection packaging, fertilizers, etc.).
In livestock production, on the basis of exploiting potentials and advantages, Yen Bai orients the development of livestock production in two main areas. For lowland communes and districts, focus on developing livestock production on a concentrated and commodity scale, increasing the application of advanced breeds, closed industrial livestock production processes, livestock waste is collected and treated on site (Biogas treatment and bio-composting...).
For mountainous communes and districts, focus on developing specialty and indigenous livestock in the direction of organic and biosafety, especially due to the advantage of hills and forests, large-scale livestock farming in the direction of semi-grazing is interested in supporting development. This is considered a suitable direction for the conditions of a mountainous province in order to effectively and reasonably use natural resources and reduce negative impacts on the environment.
Along with the development of green agriculture, Resolution No. 28/NQ-TU of the Yen Bai Provincial Party Committee on tourism development in Yen Bai province for the period of 2021-2025, with a vision to 2030, has determined: sustainable tourism development, on the basis of green growth, exploiting and promoting the potential and advantages of natural resources, biodiversity, ecological environment and cultural identity of ethnic groups in the province. On May 18, 2023, the Government issued Resolution No. 82/NQ-CP on key tasks and solutions to accelerate recovery and accelerate effective and sustainable tourism development.
Accordingly, the Provincial People's Committee issued Plan No. 202/KH-UBND for implementation, setting the goal: to develop diversified forms and tourism products, focusing on linking tourism with other industries in the value chain, associated with green and sustainable development and the motto "taking tourists' experiences as the center"; building Yen Bai into a "safe, green, clean, beautiful, friendly and attractive" tourist destination.
Determining to develop tourism in a green and sustainable direction, the Department of Culture, Sports and Tourism has issued Instruction No. 07/HD-VHTTDL on implementing the movement "Green tourism with Yen Bai" in 2024. Accordingly, it has guided local authorities; businesses, tourism units; tourists; and communities in the province to launch the movement "Green tourism with Yen Bai" with the slogan: "Give trees to the places you visit - Keep clean the places you pass by".
The movement aims to take tourists' actions as the center, widely promote tourism activities to protect the ecological environment, maintain hygiene in tourist areas and spots; support the "green" factor for the development of tourism products in localities. In early 2024, the Department of Culture, Sports and Tourism launched the movement "Green tourism with Yen Bai" in Khe Tau village, Phong Du Thuong commune, Van Yen district.
At the program, the Department also organized propaganda and promotion activities on green tourism development; built green tourism products to attract tourists; propagated to local people about the role and responsibility of each individual in researching and protecting tourism resources, local cultural identity, maintaining security, order, social safety and environmental protection at tourist destinations; together with competent authorities, supervised the implementation of legal regulations on heritage management, culture, forest protection and development, collection and treatment of waste and wastewater before releasing them into the environment; actively responded and participated in environmental cleaning movements in the locality. Green tourism development is contributing to creating the image and safe, green, clean, beautiful, friendly and attractive destination of Yen Bai.
In 2024, the province's agricultural production continued to maintain a good growth rate, reaching 3.56%, ranking 2nd out of 14 provinces in the region; tourism welcomed nearly 2.3 million visitors, revenue from tourism reached over 1,900 billion VND, contributing to the GRDP growth rate of 7.91% by the end of 2024, exceeding the set plan, the 2nd highest growth rate in the past 10 years of Yen Bai (after 2022 - 8.88%).
Yen Bai province planning for the period 2021 - 2030 and vision to 2050, Yen Bai strives to become a province with comprehensive, sustainable, green, harmonious, unique and happy development; belonging to the group of leading developing provinces in the midland and mountainous region of the North, being a model of green development of the region and the whole country... With correct policies and guidelines; specific and drastic actions..., Yen Bai with its aspiration for green development has been and is becoming increasingly evident.
To concretize the policies and orientations of the Central Government as well as the province for rapid and sustainable development in the direction of "Green, harmonious, unique and happy" development, Yen Bai Provincial Party Committee issued Resolution No. 20 dated January 20, 2021 on developing the agricultural sector towards improving quality, efficiency, and added value associated with building sustainable new rural areas in the period of 2021 - 2025, shifting from agricultural production thinking to agricultural economic thinking to develop high-value products, integrating cultural, social and environmental values into products, ensuring compliance with market requirements, associated with tourism development, protecting the ecological environment, adapting to climate change; promoting the application of information technology and digital transformation in agriculture. |
