Requesting Hanoi to urgently review and adjust planning before December 10, 2025

Pursuant to Conclusion No. 203-KL/TW dated November 4, 2025 of the Politburo on continuing to focus on implementing tasks and solutions to ensure the highest level of implementation of the 2025 growth target, creating a solid momentum for sustainable double-digit growth in the coming period and Conclusion No. 202-KL/TW dated October 31, 2025 of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government, the Prime Minister requests:

The Chairman of the Hanoi People's Committee urgently organizes a review, assessment, proposes ideas, and requests approval to adjust the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024, and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, approved by the Prime Minister in Decision No. 1668/QD-TTg dated December 27, 2024, to promptly handle difficulties, overcome limitations, and promote the development of the Capital to truly be worthy of being the national political and administrative nerve center, a major center of economics , culture, education and training, science and technology, and international integration; a smart, modern, bright, green, clean, and beautiful urban area; worthy of the thousand-year-old capital; in accordance with the new Resolutions of the Politburo issued from the end of 2024 to present and the Resolution of the City Party Congress of this term.

Hanoi City urgently reviews and adjusts planning before December 10, 2025.

In particular, pay special attention to carefully studying the contents of master plans in the direction of multi-center, multi-polar...; at the same time, planning a multi-modal urban transport network to ensure synchronous and convenient connection between modes of transport, thoroughly handling traffic congestion; carefully studying the contents of drainage planning to ensure improved surface drainage capacity, solving urban flooding; carefully studying the contents of wastewater treatment planning to maximally treat wastewater on-site, not directly discharging untreated wastewater into the environment, limiting the collection of wastewater to centralized treatment points; carefully studying the contents of solid waste collection and treatment planning, especially the arrangement of solid waste collection points in streets and urban areas to ensure environmental sanitation to effectively handle environmental pollution problems. It is recommended to urgently conduct initial research on the review idea and report to the Prime Minister before December 10, 2025.

The Prime Minister assigned the Ministers of Construction and Finance to proactively coordinate and guide Hanoi City to urgently review and conduct initial research on ideas for adjustments suitable to the new situation, the new Resolution of the City Party Congress and recent Resolutions of the Politburo, the National Assembly, the Government and together with Hanoi City to report to the Prime Minister before December 10, 2025.
