Pursuant to Notice No. 3594/TB-VPQH dated September 30, 2025 of the Office of the National Assembly on the Conclusion of the National Assembly Standing Committee on the implementation of the National Assembly's Resolutions on important national projects, Deputy Prime Minister Tran Hong Ha requested relevant agencies and units to urgently implement the following contents:
Regarding the progress of project implementation, the Ministries of Construction, Finance, Public Security, Agriculture and Environment; People's Committees of provinces and cities (Hanoi, Bac Ninh, Hung Yen, Khanh Hoa, Dak Lak, Lam Dong, Dong Nai, Ho Chi Minh City, Tay Ninh, An Giang, Can Tho) resolutely directed investors and contractors to increase machinery, equipment, human resources, and organize "3 shifts, 4 shifts" construction at important national projects:
(1) North-South Expressway, Eastern phase 2017 - 2020;
(2) North-South Expressway, Eastern phase 2021 - 2025;
(3) Beltway 4 - Hanoi Capital Region;
(4) Khanh Hoa - Buon Ma Thuot Expressway Phase 1;
(5) North-South Expressway West, Gia Nghia - Chon Thanh section;
(6) Bien Hoa - Vung Tau Expressway Phase 1;
(7) Chau Doc - Can Tho - Soc Trang Expressway Phase 1;
(8) Ho Chi Minh City Ring Road 3;
(9) Long Thanh International Airport, ensuring completion according to the schedule required in the Resolutions of the National Assembly, striving to shorten the schedule to soon complete the projects according to the direction of the Prime Minister.
At the same time, strictly control the quality and progress of construction works; be responsible to the Government and the Prime Minister for the quality and progress of construction works as well as the synchronization and connection between traffic construction investment projects when putting the works into operation to promote design capacity and avoid waste.

Timely remove difficulties and obstacles in financial mechanisms and state capital management in PPP projects
Deputy Prime Minister requested The Ministry of Construction, the Ministry of Finance and the People's Committees of the provinces and cities of Hanoi and Dong Nai shall organize inspections, reviews and promptly remove difficulties and obstacles in financial mechanisms and state capital management in investment projects under the public-private partnership (PPP) method, so as not to affect the progress of project implementation; speed up the disbursement of allocated state capital, ensuring the effective use of project capital.
Regarding the difficulties and problems in compensation, support, resettlement, and relocation of technical infrastructure works at the project, the People's Committees of the provinces and cities where the project passes through are still having problems with compensation, support, resettlement, and relocation of technical infrastructure works, directing local departments, branches, and sectors to focus on completely resolving the remaining difficulties and problems in compensation, support, resettlement, and relocation of technical infrastructure works serving the construction of the projects to meet the construction progress and complete the projects according to the Resolutions of the National Assembly; Ministries and branches, according to their assigned functions and tasks, direct relevant corporations and agencies to closely coordinate with the People's Committees of the provinces and cities where the project passes through to speed up the relocation of technical infrastructure works to fully hand over the project construction site to meet the required progress.
The Deputy Prime Minister requested the competent authorities to direct investors of projects that are currently facing difficulties and problems with common construction material sources such as: Ring Road 4 - Hanoi Capital Region; Chau Doc - Can Tho - Soc Trang Expressway, to urgently work with localities with material mines to have plans to increase capacity, open new mines, and flexibly transfer material sources between projects, ensuring the required progress.
The People's Committees of provinces and cities with common construction material mines supplying important national projects that are still facing difficulties and problems in the above-mentioned common construction material sources shall review, increase capacity, open new mines, and flexibly transfer material sources between projects according to Resolution No. 66.4/NQ-CP dated September 21, 2025 of the Government on promulgating specific mechanisms and policies to remove difficulties in implementing the Law on Geology and Minerals 2024 to supply projects; study to increase sand mining capacity to match the progress of project implementation, paying attention to complying with environmental laws; strengthen inspection, supervision, and strictly handle violations of regulations.
Urgently deploy smart traffic management systems, non-stop electronic toll collection and build rest stops at highway projects.
The Ministry of Agriculture and Environment urgently reviews and advises on amending the provisions of the Law on Geology and Minerals and the Law on Land related to the exploitation of minerals for common construction materials according to Resolution No. 66.4/NQ-CP dated September 21, 2025 of the Government to implement synchronously, ensuring the source of construction materials for projects in the coming time; proactively coordinate and guide localities, promptly remove difficulties and obstacles related to the source of common construction materials for the construction of important national projects so as not to affect the progress of project implementation.
Regarding the implementation of intelligent traffic management systems, non-stop electronic toll collection and construction of rest stops at expressway projects to ensure safe, synchronous and effective operation and exploitation of projects, the Deputy Prime Minister requested the Ministry of Construction to speed up the installation of intelligent traffic management systems (ITS), non-stop electronic toll collection (ETC) and construction of rest stops in the Eastern North-South Expressway Projects in the 2017-2020 and 2021-2025 periods, ensuring completion and putting into operation in 2026; urgently deploy investment in intelligent traffic management systems (ITS), non-stop electronic toll collection (ETC) and construction of rest stops in expressway projects of which the Ministry of Construction is the managing agency; Coordinate, support, and guide localities in implementing investment in building intelligent traffic management systems (ITS), electronic toll collection systems (ETC), and rest stops at highway projects managed by localities.
The People's Committees of provinces and cities shall study technical solutions and promptly deploy investment in the construction of intelligent traffic management systems (ITS), electronic toll collection systems (ETC) and rest stops in expressway projects under their management, ensuring synchronous completion and putting into operation with other main construction items of the project.
