14 northern provinces and cities deploy measures to respond to storm No. 11

On October 5, the Head of the National Civil Defense Steering Committee issued Official Dispatch No. 12/CD-BCĐ-BNNMT to the People's Committees of the following provinces and cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Bac Ninh, Lang Son, Cao Bang, Lao Cai, Lai Chau, Dien Bien, Thai Nguyen, Tuyen Quang, Phu Tho, Hanoi; Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Foreign Affairs, Science and Technology, Health, Education and Training, Culture, Sports and Tourism; Vietnam News Agency, Vietnam Television, Voice of Vietnam on the implementation of measures to respond to storm No. 11.

Accordingly, at 7:00 a.m. on October 5, the center of storm No. 11 was at about 20.1 degrees North latitude; 111.6 degrees East longitude, in the sea northeast of Hainan Island (China), about 420km East Southeast of Quang Ninh , level 12-13, gust level 16.

According to forecasts, from the night of October 5 to noon on October 6, storm No. 11 will affect coastal areas from Quang Ninh to Hung Yen and Lang Son province. Coastal areas will have winds gradually increasing to level 6-7, areas near the storm's eye will have winds of level 8-10, gusting to level 11-12; areas deep inland in the Northeast will have strong winds of level 6, gusting to level 7-8.


Communes and wards in the northeastern region of Quang Ninh province have strong winds of level 9-10, gusting to level 12-13; the remaining communes and wards of Quang Ninh province and coastal areas of Hai Phong city have strong winds of level 8-9, gusting to level 10-11; coastal communes of Hung Yen province and northern border communes of Lang Son province have strong winds of level 6-8, gusting to level 9-10; the northeastern region of Bac Ninh province (the northeastern region of the old Bac Giang province) has strong winds of level 6-7, gusting to level 8-9.

To proactively respond to storms and combinations of many types of natural disasters such as strong winds, thunderstorms, tornadoes, heavy rains and floods occurring before, during and after storms; the National Steering Committee for Civil Defense requests ministries, branches and People's Committees of provinces and cities to continue to focus on seriously and drastically implementing storm prevention and control work, focusing on strictly implementing the Prime Minister's direction in Official Dispatch No. 186/CD-TTg dated October 4, 2025 on proactively responding to storm No. 11.

The Chairmen of the People's Committees of the above provinces and cities direct close monitoring of the storm's developments; inform people about the scope and intensity of the storm to proactively prevent and avoid subjective thinking that storm No. 11 will weaken and not cause strong winds when it makes landfall (subjectively thinking that the storm will weaken similarly to the recent storm No. 9); deploy measures to ensure the safety of people, vehicles, and property for activities at sea, on islands, in coastal areas, especially tourism activities in the Gulf of Tonkin. Organize the evacuation of households in dangerous areas, especially weak houses in areas with strong winds, low-lying areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; evacuate people in cages, watchtowers for aquaculture along the coast, at sea, and on islands.

Provinces and cities continue to review, call on, and guide ships still operating at sea to move out of dangerous areas or to shelters to ensure safety (especially ships currently operating in the Gulf of Tonkin). Strictly manage ships at anchorage, absolutely do not allow people to stay on the ship during the storm and do not return to the ship when safety is not guaranteed, to avoid unfortunate human losses.

Provinces and cities, based on the actual situation, proactively decide to let students stay home from school and workers in industrial parks and businesses stay home from work in key areas forecast to have strong winds, heavy rains, and floods.

Localities urgently complete tree pruning, bracing, and reinforcing houses; deploy measures to ensure safety for warehouses, headquarters, public works, industrial parks, mining areas, mineral exploitation, factories, power grid systems, and telecommunications; prepare plans for drainage, flood prevention, and agricultural production protection; clear blockages, flood drainage obstructions, and operate drainage systems for industrial parks, urban areas, and residential areas.

Vietnam News Agency, Vietnam Television, Voice of Vietnam, the coastal information station system and mass media agencies from central to local levels should increase information on developments of storms and floods to authorities at all levels, especially commune levels, owners of vessels operating at sea and people to proactively prevent and respond.

Ministries and branches, according to their state management functions and tasks and assigned tasks, proactively direct and coordinate with localities to respond to storms and floods.

The above units organize serious duty and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment).
