The driving force for green, energy-saving industry
Statistics show that the entire Bac Ninh province has about 3,000 supporting industry enterprises participating in the supply chain. Of which, Vietnamese enterprises account for more than 50% of the total number of supporting industry enterprises. Bac Ninh has now formed many enterprises capable of supplying components and equipment to large corporations.
According to Deputy Director of the Department of Industry and Trade of Bac Ninh, Hoang Anh Tuan, Bac Ninh is considered a major industrial center of the country, and for many years the province has been in the leading group in terms of industrial production value. To achieve the above results, there is a significant contribution from the supporting industry. "Supporting industry is not only the pillar of production, but also the driving force towards a green, energy-saving and environmentally friendly industry," Mr. Tuan emphasized.
In the period of 2021 - 2025, Bac Ninh issued an Industrial Development Program with financial mechanisms and infrastructure dedicated to supporting industries. On that basis, the Department of Industry and Trade advised the Provincial People's Committee to approve regulations on financial support for businesses in this field, encouraging clean production, using renewable energy and managing emissions according to international standards. The goal is to form a green industrial ecosystem where businesses share supply chains and environmental responsibilities.
Notably, the Project on consulting and improving supporting industry enterprises in the period of 2020 - 2025 is jointly implemented by the Provincial People's Committee, the Ministry of Industry and Trade and Samsung Electronics Vietnam. The project focuses on three key contents: improving production processes, enhancing management capacity and applying digital transformation in cleaner production. Samsung's participation not only brings a smart factory model but also helps Bac Ninh enterprises gradually approach ESG standards (governance, environment and society) in production.
Along with technical support, localities have promoted administrative reforms to create a transparent and favorable investment environment. The mechanisms of “24-hour Green Channel” and “60% Green Channel” have been deployed to connect departments and branches, helping investment dossiers to be processed quickly, especially for green industry and key supporting industry projects. Infrastructure in industrial zones and clusters has been invested synchronously, connecting with key traffic routes. Many zones have been planned as “green belts” to reduce pollution, manage wastewater, emissions and industrial waste.
Bac Ninh province is also implementing projects such as Gia Binh airport, expressway connecting to Hanoi and logistics infrastructure, facilitating freight transport, reducing energy costs and moving towards a low-emission supply chain. The province considers green transport investment as a step in parallel with green industry, the foundation of sustainable development.

Proposal to issue a National Plan on developing green supporting industries
In the coming time, Bac Ninh will concretize the implementation of Decree 205/2025/ND-CP and Resolution 68 of the Politburo, considering these as two policy pillars to develop supporting industries. According to Deputy Director of the Department of Industry and Trade Hoang Anh Tuan, the province will focus on three groups of solutions, including planning green specialized industrial zones and clusters; perfecting policies to encourage private enterprises to invest in clean technology and promoting associations and supply chains in the province.
Bac Ninh is planning specialized industrial parks for electronics, precision mechanics and high technology, aiming at the model of “eco-industrial parks” where businesses reuse by-products and recycle energy. The province also plans to establish the Bac Ninh Industrial Production Association to connect businesses, share green production data, optimize supply chains and reduce emissions in transportation.
To create a unified corridor, Bac Ninh hopes that the Ministry of Industry and Trade will soon issue a National Plan on developing green supporting industries, clearly defining responsibilities between localities and the connection process from input materials to research, production and consumption. Mr. Tuan said that only when each locality clearly identifies its strengths and environmental responsibilities, will the national green supply chain operate effectively.
The province also proposed to build the Bac Ninh Industrial Support Center - a satellite directly connected to the Ministry of Industry and Trade's Supporting Industry Development Center, to provide consultation, transfer technical standards, environmental management and guide businesses to achieve green certification from FDI corporations such as Samsung or Canon.
In addition to policies and infrastructure, Bac Ninh considers high-tech human resource training as the “green key” for long-term development. The province is coordinating with universities and colleges to develop training programs according to business needs, focusing on R&D (research and development), chain management, clean technology operation and energy saving. The goal is to form a workforce that understands technology, masters processes and has high environmental awareness.
In the 2025 - 2030 period, Bac Ninh aims to form at least 3 specialized industrial parks and 1 key industrial support center in the Red River Delta region, orienting the development of green, circular and energy-saving production.
