
On the afternoon of September 5, the State Bank announced that 32 units have linked up with the VNeID electronic identification application to serve the payment of gifts and social security to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.
Including 28 banks (VietinBank, BIDV, Vietcombank, Agribank, Techcombank, VPBank, MB, HDBank, Sacombank,ACB , VIB, MSB, ABBank, OCB, BVBank, NamABank, KienlongBank, SaigonBank, VietABank, ShinhanBank, TPBank, NCB, CoopBank, BaoVietBank, LPBank, PvcomBank, VikkiBank, MBV) and 4 organizations providing intermediary payment services including VNPT Money, Viettel Money, MobiFone Money, MoMo.
These units have guided customers to open accounts, link electronic identification and register social security accounts so that receiving gifts is quick, convenient and safe.
Previously, implementing Official Dispatch No. 149/CD-TTg dated August 28, 2025 of the Prime Minister, the State Bank of Vietnam issued Document No. 7599/NHNN-TT dated August 29, requesting the entire banking system and payment intermediary organizations to ensure the payment system operates safely and continuously 24/7 during the National Day holiday.
The State Bank also directed units to closely coordinate with the State Treasury, local authorities and relevant agencies to ensure that the transfer of gifts to people is not interrupted. In particular, the interbank electronic payment system has adjusted its operating schedule and processed transactions even during the holidays, ensuring that cash flow is always smooth and timely.
Updating the results of biometric information collection and comparison with the National Population Database, the State Bank said that as of August 15, 2025, the banking sector had compared biometrics for 123.9 million personal records and 1.3 million organizational records, reaching 100% of the number of accounts generating digital transactions. This activity helped reduce more than 59% of fraud cases and 52% of accounts related to fraud compared to before.
The National Credit Information Center (CIC) has coordinated with C06, the Ministry of Public Security to complete 6 rounds of checking and cleaning customer data with about 57 million customer records offline. 63 credit institutions and foreign bank branches have deployed the application of chip-embedded Citizen Identification Cards via counter devices; 57 credit institutions and 39 payment intermediaries have deployed the application of chip-embedded Citizen Identification Cards via Mobile apps; 32 credit institutions and 15 payment intermediaries are deploying the VNeID application.
At the same time, non-cash payments continued to grow impressively. In the first 7 months of 2025, transactions via QR Code increased by 66.7% in quantity and 159.6% in value; transactions via the Internet increased by nearly 50% in quantity. In contrast, cash withdrawals via ATMs decreased by 15.8%, showing that people are gradually changing their habits, prioritizing digital payments over cash.
