The first 4 localities to regulate time frames for which extra teaching and learning are not allowed

Yen Bai, Ninh Binh, Hai Phong and Ho Chi Minh City are the first four localities in the country to issue detailed regulations on extra teaching and learning hours.

In Yen Bai , the Provincial People's Committee requires centers and individuals not to organize extra teaching and learning on holidays prescribed by the State and during the time frames from 11:30 a.m. to 1:30 p.m., before 7 a.m. and after 10 p.m. on weekdays (including Saturdays and Sundays).

The Yen Bai Department of Education and Training is responsible for publicly announcing the place to receive citizens at the agency's headquarters and the phone number and email address to receive feedback and recommendations from individuals and organizations on issues related to extra teaching and learning in the province for timely handling. Extra teaching facilities must notify the People's Committee at the commune level when they start operating or temporarily suspend or terminate operations for local management.

Previously, Ninh Binh requested that tutoring classes not operate on holidays and Tet, from 11:30 to 13:30, before 7:00 and after 21:30 every day. Tutoring facilities must ensure that each class has no more than 40 students, study for a maximum of 2 hours/day and must have time for students to rest in between sessions.

Ho Chi Minh City plans to ban tutoring centers from operating after 8 p.m. A representative of the Department of Education and Training explained that Ho Chi Minh City is a large city, with frequent traffic jams during rush hour. After students finish school (4-5 p.m.), they need time to travel home, eat, and then go to tutoring centers if they need to. It is appropriate for all these activities to end before 8 p.m., so that students have time to spend with their families instead of studying late at night.

Hai Phong bans extra teaching and learning on holidays, Sundays and after 7:30 pm every day. A representative of the Hai Phong education sector said that this proposal aims to ensure the health, psychology and learning ability of students. Because in the evening, students need time to rest and relax. This is also an important time for family education.

After Circular 29 on extra teaching and learning of the Ministry of Education and Training took effect from mid-February, many localities have issued guidelines in their areas. However, apart from the above 4 localities, the rest have not specified detailed regulations on the time of extra teaching and learning activities.

Circular 29 clearly stipulates that schools are only allowed to provide free tutoring for weak students, excellent students, and final year students who voluntarily review for exams. For tutoring outside of school, organizations and individuals must register their business and publicly disclose information about tuition fees and duration. At the same time, teachers are not allowed to collect tutoring fees from regular students.
