Article 3 of the Regulations on the organization and operation of specialized high schools issued together with Circular 05/2023 stipulates the system of specialized high schools, including specialized schools belonging to provinces and centrally run cities (hereinafter referred to as specialized high schools belonging to provinces) and specialized high schools belonging to higher education institutions. Each province and centrally run city has at least one specialized high school.

Along with that, after implementing the two-level government model, the Department of Education and Training will organize the management of continuing education facilities (except for community learning centers that are assigned to the commune level for management); vocational education facilities; high schools and other educational facilities.

Based on the above content, we can see that the Ministry of Education and Training does not set a limit on the number of specialized high schools that each province or city will have. However, each province or city must have at least one specialized high school.

At the same time, after implementing the two-level local government model, high schools will still be under the management of the Department of Education and Training as before. Meanwhile, public middle schools, primary schools, and kindergartens are expected to be transferred to the management of local authorities at the commune level.

With vocational education centers and continuing education centers currently under the district People's Committee, it is expected that they will be transferred to the Department of Education and Training for management and reorganization to provide services according to regional areas (inter-commune and ward).

Classes in specialized high schools have no more than 35 students.

Article 8 of the Regulations on organization and operation of specialized high schools issued with Circular 05/2023 stipulates the following classes in specialized schools:

  • Classes in specialized schools are organized according to subjects in the general education program issued by the Minister of Education and Training, including: Literature, History, Geography, Foreign Languages, Mathematics, Information Technology, Physics, Chemistry, Biology (hereinafter referred to as specialized classes).
  • No non-specialized classes are organized in specialized schools.
  • Each specialized class has no more than 35 students.
  • Based on the conditions for ensuring educational quality and the proposal of the principal of the specialized school, the specialized school management agency decides on the number of subjects organized in specialized classes (hereinafter referred to as specialized subjects) and the number of specialized classes for each specialized subject.

Thus, classes in specialized schools are organized by subject, each specialized class in specialized high schools has a maximum of 35 students.

At the same time, to ensure the quality of education, specialized high schools are assigned with managers, teachers, and employees who meet the prescribed standards and invest in building synchronous and modern facilities and teaching equipment according to the provisions of law.

Specialized schools are also allowed to invite domestic and foreign teachers, lecturers, experts to lecture, provide professional training, and guide scientific research for administrators, teachers, and students according to regulations.

In addition, the school shall arrange regular expenditures in accordance with the provisions of law to ensure educational activities. Specialized schools affiliated with higher education institutions shall be provided with conditions to use facilities, teaching equipment, laboratories, practice rooms and lecturers of higher education institutions to teach and train students.
