6 key tasks to eliminate temporary and dilapidated houses by 2025

Determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025.

Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide has just signed Decision No. 54/QD-BCĐ promulgating the 2025 Work Program of this Steering Committee.

The goal of the Steering Committee's 2025 Work Program is to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025, including 3 programs: (i) Housing support for people with revolutionary contributions and martyrs' relatives; (ii) Housing support according to national target programs; (iii) Elimination of temporary and dilapidated houses for poor and near-poor households (in addition to the above 2 support groups).

6 key tasks of the Steering Committee

Accordingly, the key task of the Steering Committee in 2025 is to continue to carry out the tasks assigned in Decision No. 808/QD-TTg dated April 23, 2025 of the Prime Minister on the consolidation of the Steering Committee; Decision No. 126/QD-BCĐ dated November 5, 2024 of the Head of the Steering Committee and the conclusions of the Prime Minister at the Steering Committee meetings, focusing on implementing the following contents:

1- Continue to strengthen the Steering Committee members according to the actual situation when there are changes in members.

2- Strengthen information and propaganda work, create motivation and inspiration for cadres, civil servants, public employees, agencies, organizations, businesses and people to raise awareness, create consensus and promote the combined strength of the whole society in implementing the elimination of temporary and dilapidated houses nationwide.

3- There are solutions to direct localities to drastically eradicate and strive to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025. At the same time, there is a plan to mobilize and allocate support resources (including State resources and resources mobilized from the Launch Program).

4- Strengthen coordination between ministries, central and local agencies, between members of the Steering Committee and the standing agency of the Steering Committee in advising the Prime Minister and Head of the Steering Committee to direct and implement the elimination of temporary and dilapidated houses to ensure the achievement of goals and effectiveness.

5- Proactively grasp and handle difficulties and problems of localities according to their authority. Strengthen inspection, supervision and urging of the implementation of temporary and dilapidated houses of localities to evaluate and learn from experience.

6- Summarize the Program to eliminate temporary and dilapidated houses nationwide; promptly reward collectives and individuals with outstanding achievements in implementing the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".

The Head of the Steering Committee requests that members of the Steering Committee be responsible for implementing their tasks according to the provisions of the Regulations on organization and operation of the Steering Committee in conjunction with performing the functions and tasks of the agency.

Strengthen the inspection, supervision, direction, urging, and guidance of the organization and implementation of the elimination of temporary and dilapidated houses according to the assigned areas in Decision No. 387/QD-TTg dated February 24, 2025 of the Prime Minister on assigning Government members to preside over working with localities on the situation of production and business, construction investment, and import and export in the area.

The Ministry of Ethnic Minorities and Religions, the Standing Body of the Steering Committee, is responsible for monitoring and urging the progress of the implementation of tasks of relevant ministries, agencies and localities; promptly reporting to the Prime Minister and Head of the Steering Committee at the Steering Committee meeting; implementing the reporting regime according to the Regulations on organization and operation of the Steering Committee and the direction of the Prime Minister.

Conduct inspections and supervisions in a number of localities to promptly grasp the situation, act as a focal point to synthesize and remove difficulties, obstacles, and issues arising during the implementation process; propose solutions, report to the Prime Minister and the Head of the Steering Committee for consideration and decision; preside over and coordinate with the Ministry of Finance, the Central Committee of the Vietnam Fatherland Front and localities to review and propose adjustments to support funding from the funding source mobilized in the Launch Program and funding from the source of 5% savings in regular expenditure in 2024 in accordance with actual needs through review.

Priority housing support for people with revolutionary contributions and relatives of martyrs

Heads of provincial Steering Committees and Chairmen of People's Committees of provinces and centrally-run cities shall resolutely direct efforts to basically complete the goal of eliminating temporary and dilapidated houses by October 31, 2025. Prioritize the implementation of housing support for people with revolutionary contributions and relatives of martyrs.

Lead, direct, and assign departments, branches, and sectors, especially the heads of local authorities, with the spirit of 6 clarifications (clear people; clear work; clear responsibility; clear authority; clear implementation progress, completion deadline; clear results) to resolutely implement tasks and solutions to speed up the progress of eliminating temporary and dilapidated houses in 2025.

Strengthen communication and information, create social consensus, especially in mobilizing financial and human resources to support the work of eliminating temporary and dilapidated houses in the area; mobilize all forces and social resources (State resources combined with socialized resources), innovate methods and approaches towards diversifying support resources; proactively coordinate and work with units receiving support to implement; direct the organization to immediately disburse resources supported to eliminate temporary and dilapidated houses for people, associated with the completion of eliminating temporary and dilapidated houses in 2025.
