Strengthening the National Wage Council

Membership structure of the National Wage Council

According to the Decision on restructuring, the National Wage Council (Council) has 17 members including:

The Chairman of the Council is Mr. Nguyen Manh Khuong, Deputy Minister of Home Affairs ;

The Vice Chairmen of the Council include: Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Hoang Quang Phong, Vice President of the Vietnam Federation of Commerce and Industry ; Mr. Dinh Hong Thai, Vice President of the Vietnam Cooperative Alliance.

The remaining Council members include:

- 4 members representing the Ministry of Interior;

- 4 members representing the Vietnam General Confederation of Labor ;

- 3 representative members of the central employer representative organization (including 1 representative member of the Vietnam Association of Small and Medium Enterprises, 2 members representing two central industry associations that employ many workers);

- 2 independent members are experts and scientists in the fields of labor, wages, and socio-economics (excluding experts and scientists working at agencies, units, research institutes, and universities under the Ministry of Home Affairs, the Vietnam General Confederation of Labor, and central-level employers' representative organizations).

Technical Department and Standing Department assisting the Council

The Council has a Technical Department and a Standing Department to assist the Council.

- The technical department includes a number of experts knowledgeable in the field of labor and wages from agencies and organizations whose representatives participate in the Council and scientists, researchers, and managers of ministries, branches, research institutes, and universities selected and appointed by the Council Chairman to help the Council develop technical reports related to the Council's functions and tasks.

- The standing body assists the Council in implementing administrative, organizational, personnel, and financial activities within the Council's functions and tasks. The Minister of Home Affairs decides to use the Ministry of Home Affairs' working apparatus as the standing body assisting the Council.

Functions, tasks and activities of the Council

The Council performs its functions, tasks and activities as prescribed in Articles 49, 50 and 53 of Decree No. 145/2020/ND-CP.

The Chairman of the Council issues the Working Regulations of the Council, the Technical Department and the Standing Department assisting the Council.

The National Wage Council has its own seal and is managed by the Ministry of Home Affairs.

This Decision takes effect from May 22, 2025 and replaces Decision No. 449/QD-TTg dated March 26, 2021 of the Prime Minister on the establishment of the National Wage Council and Decision No. 569/QD-TTg dated June 27, 2024 of the Prime Minister on the appointment of Mr. Nguyen Manh Cuong, Vice Chairman of the Vietnam Cooperative Alliance, to hold the position of Vice Chairman of the National Wage Council.

* According to Articles 49 and 50 of Decree 145/2020/ND-CP dated December 14, 2020, the National Wage Council is established by the Prime Minister according to the provisions of Clause 2, Article 92 of the Labor Code to perform the function of advising the Government on: Minimum wages established by region (including monthly minimum wages and hourly minimum wages); wage policies applicable to employees according to the provisions of the Labor Code.

The National Wage Council is responsible for researching, surveying, collecting information, analyzing and evaluating the wage situation, minimum living standards of workers, business production of enterprises, labor supply and demand relations, employment, unemployment in the economy and other related factors as a basis for determining the minimum wage.

At the same time, develop a report on the minimum wage of employees in conjunction with the factors determining the minimum wage stipulated in Clause 3, Article 91 of the Labor Code; review the minimum living standards of employees and their families, and divide the areas where the minimum wage is applied as a basis for determining the plan to adjust the minimum wage for each period.

Every year, the Council negotiates to recommend to the Government a plan to adjust the minimum wage established by region (including the monthly minimum wage and the hourly minimum wage).

Advise and recommend to the Government on a number of salary policies applicable to employees in all types of enterprises, agencies, organizations, and cooperatives according to the provisions of the Labor Code.
