On May 23, the People's Committee of Quang Tri province announced that it had decided to establish two key working groups to support the rearrangement of administrative units at all levels and the construction of a two-level local government model. The two groups will start working immediately this week.
The first working group, headed by the leader of the Department of Home Affairs, is responsible for resolving policies and regimes for cadres, civil servants and public employees affected by the arrangement, streamlining of staff and the reassignment of cadres, civil servants and public employees after the merger. The second working group, headed by the leader of the Department of Finance, focuses on handling issues related to public assets such as headquarters, vehicles, machinery and equipment.
Director of the Department of Home Affairs Ngo Quang Chien said that the tasks of restructuring the apparatus and streamlining the payroll were carried out on schedule, however, there were still some difficulties in reorganizing commune-level public service units.
Regarding official housing, the Department of Finance said that the unit has coordinated with the Quang Binh Department of Finance to develop a plan to arrange accommodation for 515 officials and civil servants who will work in Dong Hoi. The working headquarters basically meets the needs of the new provincial departments and branches after the merger.
The Department of Construction informed that the total number of people registering for public housing in the province is 2,277. To have public housing data, Mr. Hung requested the leaders of the two provinces to soon complete the Project.
Acting Chairman of Quang Tri Provincial People's Committee Hoang Nam requested to focus on prioritizing the early and complete resolution of policies related to cadres and civil servants, especially cases related to mergers. "Focus on prioritizing the complete resolution before any changes are made, so as not to burden the new administrative apparatus. Consider this the top priority task that needs to be focused on," Acting Chairman of the Provincial People's Committee Hoang Nam emphasized.
Regarding the organization of the province's working apparatus after the merger, Acting Chairman of the Provincial People's Committee Hoang Nam said that work efficiency must be prioritized, not focusing on the ratio of officials who leave or stay. The Provincial People's Committee does not set a certain ratio of officials and civil servants who leave or stay, but bases it on working conditions, information technology infrastructure, facilities, and connections at the new destination.
For some public service units, in principle, the unit providing services to the people and businesses in the area must calculate the priority quantity, and can be distributed to two provinces. For public environmental service companies and urban areas, the principle is to leave the unit where it is. Project management boards in communes and wards that have enough conditions will establish centers, while communes that do not have enough conditions and capacity will hire these units to do the job.
Acting Chairman of the Provincial People's Committee Hoang Nam directed that it is necessary to study existing resources to allocate to projects; speed up the recruitment of civil servants,education and health officials to meet the needs of teaching and health care. For surplus headquarters, it is necessary to review the whole thing to arrange them reasonably, giving priority to education and health.
Ensuring the merger process of Quang Tri and Quang Binh takes place synchronously and effectively
On the afternoon of May 23, the Steering Committee for the merger of administrative units of Quang Binh and Quang Tri provinces (Support Group No. 1) also held its first meeting.
With the spirit of initiative and determination to operate smoothly the activities of agencies and units when merging the two provinces, the work of reviewing, making statistics, and preparing conditions was carried out with close coordination between agencies and units of the two provinces.
Thereby, initially determining the current status of assets, finance, human resources and infrastructure; promptly proposing effective arrangement and usage plans to avoid waste and overlap, ensuring stability and continuity in the operation of the political system, best serving the people and businesses.
In his concluding remarks at the meeting, Chairman of the Quang Binh Provincial People's Committee Tran Phong requested members to uphold their sense of responsibility, accurately and fully grasp the situation, promptly advise and propose solutions to ensure the merger of the two provinces takes place synchronously and effectively. He also outlined a number of specific tasks and issues that require enhanced coordination to ensure unity, creating a premise for socio-economic development of the province after the merger.
