7 coal associations have difficulty with fire prevention and fighting regulations

Seven business associations sent a petition to remove difficulties, including the Vietnam Textile and Apparel Association, the Vietnam Plastics Association, the Vietnam Association of Seafood Exporters and Producers, the Vietnam Leather, Footwear and Handbag Association, the Minh Bach Food Association, the Ho Chi Minh City Food and Foodstuff Association, and the Ho Chi Minh City Handicraft and Wood Processing Association.

The document was sent to the Prime Minister, Ministry of Construction , Ministry of Planning and Investment, Vietnam Federation of Commerce and Industry... to report on the difficulties and problems of the business community in the field of fire prevention and fighting (PCCC) and some proposals and recommendations to minimize difficulties for businesses in the current situation.

According to businesses, recently, legal documents and fire prevention and fighting standards have been continuously issued and amended to prevent risks and protect the rights and assets of businesses.

However, in the process of implementation and practical application, many difficulties and shortcomings have arisen, increasing time and costs many times over and directly affecting the production and business activities of enterprises.

Since then, many businesses have had to temporarily suspend operations and thousands of newly built or renovated factories cannot be put into operation due to not being able to keep up with policy changes, not being able to inspect or grant fire safety licenses, affecting the general business environment of Vietnam.

Faced with that situation, businesses have proposed to resolve some issues such as quickly announcing and licensing many products that meet fire prevention standards so that businesses have a basis to choose suitable products.

At the same time, the Government should quickly socialize the inspection, approval, and acceptance of fire prevention and fighting work to speed up the review of documents, put projects into production and business, and create products for society.

For completed projects, unfinished projects or projects with approved estimates and fire prevention and fighting plans, previous standards will be applied without changing the business's investment plan.

While waiting for amendments to fire prevention and fighting regulations and standards, only eligible businesses are encouraged to apply the newly issued regulations, while other businesses are allowed to continue applying the old regulations and standards.

In particular, it is recommended that the Ministry of Construction promptly review, synthesize proposals, recommendations and compare reality, promptly develop and promulgate new legal documents such as Circulars and Decrees to replace old regulations with the spirit that "fire prevention and fighting regulations must ensure safety of people and property but not affect and hinder the development of the economy ".
