Decree 81 issued by the Government in 2021 specifically stipulates 8 majors that are exempted or have reduced tuition fees for students. The majors include: Ho Chi Minh Thought, Marxism - Leninism, Tuberculosis, Leprosy, Psychiatry, Forensic Psychiatry, Forensic Examination, Pathology at public training institutions according to State-ordered quotas.
In addition to the above majors, students studying in the admission system, ethnic minorities with parents or grandparents from poor or near-poor households are also exempted from tuition fees. Ethnic minorities with small populations according to regulations include: Pu Peo, Cong, Mang, Si La, Bo Y, Co Lao, La Ha, O Du, Ngai, Chut, Brau, Ro Mam, Lu, Pa Then, La Hu, Lo Lo.
Tuition fee ceiling is stipulated in Decree 81 of the Government .
Decree 81 also stipulates that students are entitled to a 70% reduction in tuition fees for the following majors: Traditional and special arts - traditional opera musicians, Hue traditional musicians, Southern amateur music, opera actors, ca tru art, folk performing art, bai choi art, traditional musical instrument performance - royal court music, tuong, cheo, cai luong, dance, circus...
Along with that, some arduous, toxic, and dangerous occupations with vocational education according to the list of arduous, toxic, and dangerous occupations regulated by the Ministry of Labor, War Invalids and Social Affairs will also be exempted from 70% of tuition fees.
Students who are ethnic minorities (except for ethnic minorities with very few people) in extremely difficult villages, communes in Region III of mountainous ethnic minority areas, and extremely difficult communes in coastal and island areas are also exempted from the above.
The lowest tuition fee exemption is 50% for children of officials, civil servants, public employees, and workers who receive regular benefits due to work-related accidents or occupational diseases.
At the meeting on tuition fees and textbooks for the new school year, Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training to preside over and coordinate with relevant units to urgently amend and supplement Decree 81 of the Government issued in 2021. The deadline for reporting is before May 30, 2023 so that localities and educational and training institutions have a basis to decide on the time and level of tuition collection for the 2023-2024 school year.
